PRESENT: Parks and Recreation Advisory Committee Chair Brent Schulz; Secretary Josh Gaffke; Committee Members Jessica Montgomery and Ben Van Gundy, Parks and Recreation Director Barry Bernstein; Community Development Director Bruce Nordquist; Administrative Coordinator Dorene Perkins Monn; and Confluence, Inc., Representatives Terry Minarik and Emily Neuenschwander. ABSENT: Matthew Hinrichs, Noel Hammill and Boyd Montgomery ITEM 1. Call to Order Chair Schulz called the meeting to order at 7:00 p.m. ITEM 2. Approval of Agenda Staff requested reordering Item 5.A. Comp Plan Presentation by Confluence and 5.B.Orchard Place — Planned Development. MOTION: by Van Gundy, seconded by Gaffke to approve the agenda switching the order of item 5.A. and 5.13. VOTE: Yes — 4, No — 0 ITEM 3. Audience — 10 Minutes Total Time Limit — For Items Not on the Agenda No one stepped forward to speak. ITEM 4. Approval of the May 2017, Minutes. MOTION: by Gaffke, seconded by J. Montgomery, to approve the May 4, 2017, meeting minutes as presented. VOTE: Yes — 4, No — 0 -1of3- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE July 20, 2017 ITEM 5.A. Agenda Items — Comp Plan Presentation by Confluence Mr. Minarik of Confluence, Inc., provided a progress update on the Parks and Recreation Comprehensive Plan 2040 project. Stakeholder meetings are being held with various interest groups; i.e., staff, senior citizens, hockey associations, youth athletic associations, pickleball players, Chamber of Commerce, Apple Valley Arts Foundation, etc. Committee was asked for comments and thoughts as to the direction of the Comprehensive Plan. Confluence is taking the information from the previous Comprehensive Plan and new information staff has provided and compiling it into a mapping system. That mapping will help breakdown the existing inventory of the park system, show proximity within the parks, and identify where there are gaps. Confluence is working with PROS Consulting for benchmarking, comparing Apple Valley to other cities of similar size, to develop a level of service analysis. They will also look at demographics and density. The intent is to create an overall vision developing guidelines and determining a pathway to what the long term Comprehensive Plan will be. From that they will work on implementing strategies and goals to move forward. Intent is to take that and move backward to the Capital Improvement Plan (CIP) and yearly look at what the goals are and relate that directly to strategies and initiatives of the Comprehensive Plan as a working document. Confluence will continue to gather information on what they see in the parks and how that relates to other park systems, the level of service, what they think the needs might be and what they see in the data. This information will be presented at a future Parks and Recreation Advisory Committee meeting. They will look to the Committee to help guide the overall principles and vision for the park system. ITEM 53. Agenda Items — Orchard Place — Planned Development Community Development Director Bruce Nordquist presented concept ideas for the proposed Orchard Place development south of County Road 42 and east of Flagstaff Avenue. The 414+ acre area is currently an active gravel mining operation. Director Nordquist reviewed the 2030 Comprehensive Plan land use map, future vision of the area, placemaking objectives, proposed mix of uses, and market planning for the future. It is anticipated that some areas of the development will begin in the next two to five years, full development of the area could take up to forty years. ITEM 5.C. Agenda Items — Valleywood Food and Beverage Operations Plan Director Bernstein reported staff is exploring food and beverage options for Valleywood Golf Course. Currently, internal staff is utilized to provide the service. One exploratory option is outsourcing of the food and beverage service, including daily menu, catering, and beverage carts. Staff is looking at growth potential whereas it is now limited by -2of3- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE July 20, 2017 internal structure. As new information becomes available staff will bring it to the Committee. ITEM 5. D. Agenda Items — Division Updates Director Bernstein presented a copy of the National Realtors Association survey conducted in March 2017 and encouraged the Committee to review the information complied through the coordination of Coldwell Banker Burnet Realty. ITEM 6. Adjourn There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned. City Of Apple PARKS & RECREATION ADVISORY Valley COMMITTEE MEETING DATE: September 7, 2017 ITEM DESCRIPTION: Senior Center Name Addition "Event Center" STAFF CONTACT: DEPARTMENT/DIVISION: Susan Muelken, Acting Director Parks and Recreation Department Action Requested Motion directing staff to pursue details of possibly adding "Event Center" signage to the entrance area of Apple Valley Senior Center. Summary Staff is seeking a recommendation from the Parks and Recreation Advisory Committee to move forward with potential design and installation of new "Event Center" signage on the front of the Apple Valley Senior Center. Background The Apple Valley Senior Center is located at 14601 Hayes Road, within Hayes Park. Construction funding of the building was provided through a 2007 park bond referendum and it opened in 2009. It is a 21,000 square foot building used 9:00 a.m. to 4:00 p.m. Monday through Friday primarily as a senior activity facility. Evening and weekend hours are available to rent for private parties, meetings, etc. Revenue generated from these rentals is used to cover the cost of facility operations. As a means to make the facility more attractive to non -senior specific events, expand our market base and thereby increase rental opportunities, staff proposes adding "Event Center" signage to the front of the building. Our vision is that the current "Apple Valley Senior Center" signage would remain as is and complimenting "Event Center" text would be added.
