PRESENT: Nancy Anderson, David Brueshoff, Jay Hoekstra, Dave Kemp, Alan Kohls ABSENT: Tim Anderson, Tanya Grawe City staff members present were: Public Works Director Matt Saam, City Engineer, Brandon Anderson, Cemetery Supervisor Mike Glewwe, and Cemetery/Public Works Coordinator Cheryl Groves. City Clerk Pamela Gackstetter administered the oaths of office to Nancy Anderson, David Brueshoff, and Alan Kohls. CALL TO ORDER The meeting was called to order at 2:05 p.m. by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of Hoeskstra, seconded by N. Anderson, approving the agenda for today's meeting as written. Motion passed unanimously. 3. AUDIENCE— 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES — January 17, 2017 MOTION: of Kemp, seconded by Hoekstra, approving the minutes of the January 17, 2017, meeting as written. Motion passed unanimously. 5. NEW/CONTINUED BUSINESS A. Appointment of Cemetery Advisory Committee Nancy Anderson, David Brueshoff, and Alan Kohls were reappointed by City Council on February 23, 2017, to terms expiring March 1, 2020. B. Election of Officers MOTION: of N. Anderson, seconded by Hoekstra, opening the nomination for officers. Motion passed unanimously. Chair Kohls asked for nominations for Chair. Committee Member N. Anderson nominated Alan Kohls for Chair. There were no other nominations. Hearing no others, Chair Kohls asked for nominations for Secretary. Committee Member Hoekstra nominated Dave Brueshoff. There were no other nominations. MOTION: of Hoekstra, seconded by N. Anderson, closing the nomination for election of officers. Motion passed unanimously. MOTION: of Hoekstra, seconded by Kemp, appointing Kohls Chair and Brueshoff Secretary of the Lebanon Cemetery Advisory Committee for 2017. Motion passed unanimously. C. Cemetery Grading & Master Plan Updates Brandon Anderson, City Engineer, presented future grading plans for the southern and easterly portion of the cemetery. Berms intended to screen the proposed maintenance area in the southwest comer and development to the south were discussed, including the desire to have the berms seeded with a pollinator mix. Additional information was presented on proposed grading for the east entrance from Embry Path, tree removal and location of future fencing. D. Activity Report MOTION: of Hoekstra, seconded by Kemp, accepting the Activity Report for First Quarter. Motion passed unanimously. E. Maintenance and Grounds Mr. Glewwe reported that maintenance activities include plowing and salting of the parking area and roadway; preparation of the beds for flower planting; sweeping of parking lot and street; and top dressing of settled areas, seeding and applying straw mats. The spring schedule includes irrigation start-up; water on to the hydrant; spring fertilizer application and flower planting; and refurbishing of landscape areas. The third columbarium was successfully placed in late January. F. 2017 Budget Process Mr. Saam provided information on the two-year budget process, and need to have cost estimates for future cemetery projects such as the grading and fence. G. Proposed Change to Cemetery Regulations Language was proposed to change business hours and clarify maximum number of markers allowed on cremation lots with the exception of a Veteran's foot marker, size specific to U.S. Department of Veteran's Affairs. MOTION: of Kemp, seconded by Brueshoff, accepting the proposed changes to the Cemetery Regulations. Motion passed unanimously H. Financial Pledge to Advertising and Awareness Campaign through Minnesota Association of Cemeteries (MAC) Mr. Kemp shared information on the intent of this advertising campaign to encourage and educate families on the importance of having a final resting place for the cremains of deceased loved ones for friends and families to visit. With cremation, families frequently have not taken the final step to memorialize the cremains with internment or scattering. MOTION: of Brueshoff, seconded by Kemp, recommending the City Council consider a pledge to the Minnesota Cemetery Association advertising campaign. Motion passed unanimously 6. We tend to associate buffers with very green, hardworking sedges and grasses - all good and necessary plants, just not the same pizazz as a showy flower. The following 10 stunners make their homes on shorelines and are good options for anyone looking to add some color to their shoreline: 1. Marsh Milkweed Showy rose colored flowers on a unique vase shaped plant. Milkweeds are the specific host plant of Monarch Butterfly caterpillars; there can be no Monarch Butterflies without milkweeds. 2. Blue Flag Iris A native iris that grows on the shoreline. Avoid yellow irises; they are not native and are invasive. 3. Joe Pye Weed Beautiful pink flowers on this tall showy plant are a nice way to screen out unwanted parts of your view. 4. Red Osier Dogwood This shrub is not only showy in the spring with its white flowers, but its red stems are a vibrant addition to the winter landscape. If you are considering Lebanon Cemetery, staff is available to assist you. Lebanon Cemetery is owned by the City of Apple Valley and is open all year from sunrise to sunset. You are welcome to visit the cemetery, which is located on the southeast corner of County Road 42 and Pilot Knob Road. Entrance is from eastbound County Road 42 or northbound Pilot Knob Road. Their efforts help provide an attractive setting for families and friends visiting the cemetery. 5. Highbush Cranberry Another shrub with white flowers that resemble a twist and shout hydrangea. Showy red berries persist into winter. 6. Culver's Root The white flowers on Culver's Root are a bee favorite. 7. Prairie Blazingstar Blazingstars are a must for anyone looking to attract pollinators to your yard and are a favorite of Monarchs and Hummingbirds. Luckily this one is right at home on your shoreline. 8. Autumn Sneezeweed This showy yellow plant blooms later into the fall and ensures that you have color all season long. 9. Marsh Marigold Marsh Marigold adds a nice pop of yellow early in the season. 10. River Birch This tree doesn't make its mark with showy flowers, but rather its unique, salmon colored, peeling bark.
