Call to Order The meeting was called to order at 7:00 p.m. by Secretary Joe Shaw. Members Present: Linda Dolan, Nick Francis, Charles Grawe, Fred Puente, Matt Saam, Joe Shaw Members Absent: Arthur Zimmerman Consultants/Alternates Present: Brandon Anderson, City Engineer Others Present: Nicole Crow 2. Approval of Agenda _ Traffic Concerns along 132nd Street was moved to S.A. TZD Update was added under 6B Educational Issues. MOTION: Mr. Saam moved, second by Mr. Grawe to approve the agenda as amended. Motion passed 6-0. 3. Audience Items There were no audience items. 4. Approval of September 13, 2017 Minutes MOTION: Mr. Saam moved, second by Mr. Puente, to approve the Minutes of September 13, 2017. Motion passed 5-0. (Mr. Shaw abstained.) 5A. Resident Traffic Concerns along 132nd St Ms. Crow expressed concerns about traffic speeds on 132nd Street,particularly speeds of vehicles turning onto 132nd St from Johnny Cake Ridge Road. Mr. Anderson noted that 132nd Street is a minor collector roadway and is wider than many other roadways. It is designated as an MSA roadway and is a primary connection between Johnny Cake Ridge Road and Galaxie Avenue. The Johnny Cake Ridge Roadway is currently being studied for possible modification and this intersection will be included in that study. Mr. Anderson said the driver feedback signs will also be scheduled for 132nd Street in 2018. The signs will allow for data collection on traffic speeds. MOTION: Mr. Francis moved, second by Mr. Grawe, to recommend the Police Department use enforcement and education efforts on the roadway including the speed trailer and recommend the use of the driver feedback signs in the spring. Motion passed 6-0. 5B. Resident Traffic Concerns along Diamond Path near Emmer Place A resident expressed concerns about vehicle speeds on Emmer Place and requested a striped crosswalk at the intersection. Mr. Anderson said that traffic counts would be conducted in the spring of 2018. 5C. Resident Request for Stop Signs at Granite Ave and 142nd St The City received a petition requesting an all-way stop at Granite Avenue and 142nd Street. Mr. Anderson noted that this intersection has been studied three times in recent years and warrants were met for a single stop on Granite Avenue, but not for stop signs on 142nd Street. He recommended adding advisory signage. A resident was not able to attend the meeting requested that this item be discussed at the January, 2018 meeting. 5D. Resident Traffic Concerns on 157th St and Galaxie Ave Mr. Anderson said the area around that intersection has experienced a fair number of crashes and will be studied further in 2018. 5E. Resident Traffic Concerns on 142nd St and Everest Ave Mr. Anderson said the City has received concerns about speeds on 142nd Street which is a minor collector roadway. Scott Highland Middle School is reconstructing its parking lot and entrance and will be moving the location of a driveway onto 142nd Street further away from Pilot Knob Road. As this change will likely have an impact on traffic patterns on the roadway, increased enforcement is recommended while the construction is taking place. 5F. Striping on 145th St between Galaxie and Flagstaff Avenues Mr. Anderson said the City has received concerns about speeds on 145th Street. This is also a minor collector and has no striping currently. Because of the roadway width, striping could be an effective improvement. Mr. Anderson intends to include center lane and parking lane striping in the 2018 striping project. 5G. 2018 Meeting Schedule MOTION: Mr. Francis moved, second by Ms. Dolan, to meet on January 10, March 14, May 9, July 11, September 12, and November 14 of 2018. Motion passed 6-0. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Francis reported that a commercial vehicle inspection event was held on October 31st in response to concerns about vehicle noise on County Road 46. During the event, 28 vehicles were inspected and 8 were taken out of service for correction. Mr. Francis said the two Special Enforcement Team officers attended the annual Toward Zero Deaths conference. Public Works Concerns Mr. Anderson noted that one of the driver feedback signs on Garden View is no longer reporting data and will need to be replaced. 6B.Educational Issues and Grant Opportunities Ms. Dolan requested ideas for the application for the next round of AAA grants. Ms. Dolan said there is an upcoming Transportation Studies Conference with a session on responding to citizens. 7. Adjourn MOTION: Mr. Francis moved, second by Mr. Saam, to adjourn. Motion passed 6 - 0. Meeting was adjourned at 8:16 p.m.
