LEBANON CEMETERY ADVISORY COMMITTEE
October 17, 2017
Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley,
Dakota County, Minnesota, held October 17, 2017; at 2:00 p.m. at Apple Valley Municipal Center.
PRESENT: Nancy Anderson, Tim Anderson, Tanya Grawe, Jay Hoekstra, Dave Kemp,
Alan Kohls
ABSENT: David Brueshoff
City staff members present were: Public Works Director Matt Saam, Cemetery Supervisor Mike
Glewwe, and Cemetery/Public Works Coordinator Cheryl Groves. Paul Kangas, Loucks Inc.
1. CALL TO ORDER
The meeting was called to order at 2:02 p.m. by Chair Kohls.
2. APPROVAL OF AGENDA
MOTION: of Hoekstra, seconded by T. Anderson, approving the agenda for today's meeting as
written. Motion passed unanimously.
3. AUDIENCE— 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA
There was no one present to speak.
4. APPROVAL OF MINUTES — April 18, 2017
MOTION: of Kemp, seconded by N. Anderson, approving the minutes of the April 18, 2017,
meeting as written with one correction. Motion passed unanimously.
5. NEW/CONTINUED BUSINESS
A. Cemetery Grading
Mr. Glewwe explained that the eastern part of the cemetery is now at or near grade. The
utility structures in the southern portion of the cemetery have been located and raised so
they can be accessed. Dormant seeding of the berm and graded areas will take place
before winter. Trees have been planted along the south side of property by the developer
and another 10 are planned to be installed.
Mr. Hoekstra noted there have been big changes with lots of improvements at the cemetery
this summer and fall.
B. Master Plan Updates
Mr. Sawn introduced Paul Kangas from the firm of Loucks Inc., as the individual working
on the Lebanon Cemetery Master Plan updates. Mr. Kangas provided a presentation that
included map renderings and photo examples of proposed design features for committee
members to review and give input.
C. Activity Report
MOTION: of Hoekstra, seconded by N. Anderson, accepting the Activity Report for
Second and Third Quarter. Motion passed unanimously.
D. Maintenance and Grounds
Mr. Glewwe reported that maintenance activities included fall cleanup of the planting areas
and cutting back of plants. The roads and parking area were swept and parking lot
markings were repainted. In preparation for the winter season, water was shut-off and the
irrigation system was blown -out. Routine tasks included top dressing settled areas and
responding to marker/monument locating requests. The lot corner location markers were
raised throughout the cemetery and most of the markers and monuments have been edged
around.
E. Volunteer Thank You Cards
Ms. Groves will send thank you cards to all cemetery volunteers on behalf of the Cemetery
Advisory Committee.
F. General Price List Update
Discussion by the Committee resulted in the decision to have Ms. Groves conduct a survey
of pricing by other cemeteries in the surrounding area to determine if Lebanon Cemetery
fees were reasonable and competitive. The general price list would be adjusted
accordingly and distributed to all committee members for their remarks prior to the fee
schedule changes being submitted to Council for approval.
G. 2018 Meeting Schedule
MOTION: of N. Anderson seconded by Kemp, to accept the 2018 Meeting Schedule as
proposed. Motion passed unanimously.
6. COMMUNICATIONS / UPDATES
Members reviewed Cemetery articles in the Fall 2017 City News.
7. OTHER BUSINESS

MOTION: of Kemp, seconded by Hoekstra, to adjourn the meeting. Motion passed
unanimously.
