C O UNC I L ME E T I NG D AT E :J anuary 23, 2018 S E C T I O N:D iscussion I tems Description: P rogress R eport and D iscussion Concerning 2040 C omprehensive P lan S taff Contact: B ruce Nordquist, C ommunity Development Director, A I C P D epartment / Division: C ommunity D evelopment Department AC T I O N RE Q UE S T E D: N/A S UM M ARY: T he City Council and Planning C ommission are scheduled to meet at 6:00 p.m. on Tuesday, J anuary 23, 2018, to discuss the 2040 Comprehensive Plan Update. C ommission, consultant and staff work has been active throughout 2017. T he 2030 Comprehensive Plan has proven to be a useful framework for the updates. T he Update follows the C ontext, Land Use, Housing, Economic D evelopment, Parks, Trails and Active Living, Transit and Transportation, and Water Resource Management and Utilities chapters. T he Metropolitan C ouncil seeks greater information on sustainability, resilience and equitable cities. While guiding to 2040, the Update is also meant to address questions and policies of today: T he restated Vision and "Keys" Housing choices that include more intensive multi-unit development. High density zoning is limited and remaining locations will limit sought after housing choices. Orchard Place (the active mining area) is continuing with development planning and will include office, hospitality and supporting retail uses. Business attraction, retention, expansion and repositioning. Emphasis on the remodeling and universal design in existing housing. Addressing traffic bottlenecks, east/west transit opportunity, and safe crossing of arterials by pedestrians and bicyclists. Attached is a list of additional topics which residents, business, consultants and staff are reviewing to ensure the 2040 C omprehensive Plan Update will address a fully developed community of 2040.
