SUMMARY: The minutes of the special Urban Affairs Advisory Committee meeting are attached for your review and approval. BACKGROUND: State statute requires the creation and preservation of meeting minutes which document the official actions and proceedings of public governing bodies. CALL TO ORDER The City of Apple Valley Urban Affairs Advisory Committee meeting was called to order by Chair Sharon Schwartz at 6:00 p.m. Members Present: Sharon Schwartz, Tom Adamini, Sandy Breuer, Walton Mahlum, and John Vegter. Members Absent: Pamela Sohlberg Staff Present: Community Development Director Bruce Nordquist and Department Assistant Joan Murphy. 2. APPROVAL OF AGENDA Chair Schwartz asked if there were any changes to the agenda. Hearing none she called for a motion. MOTION: Breuer moved, seconded by Mahlum, approving the agenda. Ayes - 5 - Nays - 0. 3. APPROVAL OF MINUTES January 30, 2018. Chair Schwartz asked if there were any changes to the minutes. Hearing none she called for a motion. MOTION: Breuer moved, seconded by Vegter, approving the minutes of the meeting of January 30, 2018. Ayes - 5 - Nays - 0. 4. ACTION ITEMS A. Approve 2017 Urban Affairs Advisory Committee Annual Report Discussion led to amendments in the report and clarification of accessory dwelling units (ADU) language. MOTION: Breuer moved, seconded by Mahlum to approve the 2017 Urban Affairs Advisory Committee Annual Report with amendments. Ayes - 5 - Nays - 0. 5. OTHER BUSINESS A. Continue Discussion on Planning the City's 50th Anniversary Celebration Community Development Director Bruce Nordquist led the discussion on the City's 50th Anniversary Celebration and reviewed the City of Apple Valley Mission Statement and memo from Apple Valley Recreation Manager Susan Muelken. The memo highlighted activity suggestions for Freedom Days and Mid -Winter Fest that the Parks Department is involved in. Chair Schwartz asked if there was anybody interested in doing a history of the City. Mr. Vegter asked if we should the high schools involved. Mr. Mahlum inquired about historical photos and if they could be put on display at the Municipal Center. Ms. Breuer suggested having a photo contest where people bring in their old photos. Mr. Nordquist said we have a good sized atrium and could have free standing display boards. Mr. Adamini commented there should be boxes of old photos stored at the City and we need to go to the private sector too for photos. Mr. Mahlum asked if there were old maps. Ms. Breuer suggested, to reduce the work for staff, that the request should be put out there for others to help. Mr. Adamini added that individual departments could supply historical information. Mr. Mahlum inquired if there was a budget for all the display boards, etc. that would be needed for this project. Mr. Nordquist responded that the City goes through a budget process and the Council would appreciate the committee's work. Discussion led to logo and theme ideas with a variety of seasonal events that could be celebrated that were discussed at a previous meeting. Mr. Nordquist said graphic companies are contacting the City about hearing we have a 50 years celebration coming up. He felt that by the middle of summer a theme should be selected. Mr. Vegter stated he likes the idea of a professional involvement. 6. Adjourn Hearing no further comments from the Urban Affairs Advisory Committee, Chair Schwartz asked for a motion to adjourn. April 24, 2018 Other Business Description: City's 50th Anniversary Celebration Staff Contact: Bruce Nordquist, Community Development Director, Al CP Department / Division: Community Development Department ACTION REQUESTED: 1. Authorize appeal for photos and video planning. 2. Provide direction on City logo "Celebrating 50 years". SUMMARY: There are three items to address on Tuesday, April 24 at 6:00 p.m. We again meet in the Regent Conference at the Municipal Center: 1. Appeal to City Departments to assemble 50 years of photos and leverage City videographers to tell historical and present day stories. The 1 minute and 30 second stories would be filmed in 2018 to be shown throughout the year in 2019. The spreadsheet already developed by the Committee would be shared with departments as an outline of desired topics and the encouragement to add more. 2. Authorize an appeal to residents and businesses to share 50 years of historical and present day photos. Attached with this memo are samples of photo contests used by other cities and business to further discuss. Each example deals with themes and present day photos. Our outreach could be both also, to result in decade groupings. The collected images would be sorted for 1970, 1980, 1990, 2000, 2010, and placed on display, perhaps starting at the Municipal Center atrium and on-line. Be prepared to talk about guiding rules and submission requirements, whether it is a contest with prizes or not, and deadlines. 3. Have further discussion and offer direction on the 50 year "logo". Attached are two versions generated by staff. Staff has reached out to Chamber members graphics professionals at the local Alphagraphics, Image360, and GR Promotions. The work by graphic professionals is not scheduled to arrive before Tuesday and what is received will be brought to the meeting. The Picture Wayzata Photography Contest is a way to showcase the City of Wayzata. Whether its people at play, a treasured park or a new perspective on all Wayzata has to offer, we want to see it. Everyone is encouraged to participate-- residents, businesses, and students. Entries are accepted starting July 17, 2017, and the contest runs through October 22, 2017. AWARD CATEGORIES A first prize photo is selected in each of the four categories (if applicable). Photos must have been taken in Wayzata in 2012 or later and can depict any of the four seasons. Photographers may submit up to two submissions for each of the following categories (total of eight photo submissions): • Candid Community Moments (our community events, activities, arts, sports, gatherings, Art Experience, James J. Hill Days, Chilly Open, Night to Unite block parties, volunteer events, plays, concerts, any recreation, kids in the backyard, shopping, eating out, working in the garden, students getting on the school bus, neighbors talking in front of their home, friends gathering, selfies in the big Adirondack chair, out on the lake, fishing with the family, and etc.) • City Snapshots (locations of city destinations or landmarks- i.e. Wayzata beach, parks, trails, fields, downtown Wayzata, streetscapes, and businesses) • View from Up High (aerial photos from drones or planes, a new perspective on Wayzata) • Wild Wayzata (wildlife and nature, landscapes, plants, flowers, weather/sky, sunsets, birds, animals, pets, dogs playing at the off leash dog park PHOTO SUBMISSIONS, DISPLAY AND AWARD RECOGNITION By submitting your photos, you are giving consent that all entries belong to you and give the City of Wayzata the rights to use all the photos submitted. If you enter the contest, you may see your work used in city communications, even if you do not win. Photos submitted may be used on our websites as well as in area -wide publications such as City newsletters, Parks and Recreation brochures, New ResidentsGuide, social media, etc. Only first place prizes will be awarded in each of the four categories. In addition, all photographs will be displayed at City Hall and/or the Muni and on the City of Wayzata website or social media sites or other city communications or publications. PICTURE WAYZATA PHOTOGRAPHY CONTEST RULES 1. Photographs can be color or black and white. 2. A completed official entry form must accompany each photograph submitted. 3. Entries can be submitted online starting July 17 at www.wayzata.orgiphotocontest with contest form completed (that includes each photograph individually in jpg format) with the high- resolution digital file sized at least 5 by 7 inches at 300 dpi. Photo file name must include the last name of the photographer and the title of the photo. 4. If a photo submitted does not have a completed entry form or vice versa, then it will not be considered. No mail or email submissions will be accepted. 5. Photographs with obscene content will not be considered. 6. All entries submitted must be your own work. 7. Photographs must be previously unpublished. Photographs that have been published in any form prior to entry into the contest will be disqualified. Photos that were submitted in past Wayzata photography contests will not be considered. 8. Employees and their family members of the City of Wayzata and/or any sponsors and/or judges are not eligible to enter. 9. Photographs must have been taken within the city limits of Wayzata, Minnesota, in 2012 or later. Photographs from all seasons are encouraged. 10. Minor digital enhancement is permitted, but images that have been significantly modified or appear unnatural will be disqualified. 11. If there are identifiable people in the photograph, and it was taken in a non-public space, it is the responsibility of the photographer to obtain permission to use the photograph. 12. Once they are submitted, photographs/images become the property of the City of Wayzata and have all rights for usage. 13. Photographs and completed entry form(s) must be received no tater than 11:59 p.m. on October 22, 2017. The City is not responsible for any lost or misdirected entries. PICTURE WAYZATA PHOTOGRAPHY CONTEST JUDGING/AWARDS 1. Submitted qualifying photos will be placed in online albums on the City of Wayzata (Local Government) Facebook page. A time frame will be specified when the albums are uploaded and posted to the City's Facebook page for the public to cast votes by "liking" favorite photos. Judging will be conducted by popular vote of "likes" on the City of Wayzata Facebook photo only. No other forms of voting for judging will be accepted. No other comments or reactions will be counted for tallying the votes. The photo with the most likes in each category will win! 2. Sharing the photos with your friends and family to vote is strongly encouraged. 3. AH decisions will be final, and the City reserves the right to re -categorize or disqualify any entrant.lt is the responsibility of the participant to submit the entry image(s) in the correct category. 4. Photographs and entry form must be received no later than 11:59 p.m. on October 22, 2017. to be eligible for judging. 5. There will be one first place winner in each of the categories.
