Minutes of the March 1, 2018, Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Brent Schulz; Secretary Josh
Gaffke; Committee Members Matthew Hinrichs, Jessica Montgomery, and Ben Van Gundy;
Parks and Recreation Director Barry Bernstein; Park Superintendent Mike Endres;
Recreation Manager Susan Muelken; Valleywood Golf Course Manager Jim Zinck; Arena
Manager Brian Christianson; Administrative Coordinator Dorene Perkins Monn; Confluence,
Inc., Representative Terry Minarik; Past Mayor and Rotary Club Representative Mike
Garrison; and 9 members of the Pickleball public.
ABSENT: Noel Hammill and Boyd Montgomery
ITEM 1. Call to Order
Chair Schulz called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of
Allegiance.
ITEM 2. Election of Officers
By majority vote of the Parks and Recreation Advisory Committee, Brenton Schulz was
elected Chair and Josh Gaffke was elected Secretary.
ITEM 3. Approval of Agenda
Director Bernstein requested the addition of Item 6.G. Rotary Clock Tower.
MOTION: by Hinricks, seconded by J. Montgomery, approving the agenda
with the addition of Item 6.G. Rotary Clock Tower.
VOTE: Yes—5, No—0
ITEM 4. Audience— 10 Minutes Total Time Limit—For Items Not on the Agenda
No one stepped forward to speak.
ITEM 5. Approval of the January 2018, Minutes.
MOTION: by Gaffke, seconded by J. Montgomery, to approve the January 4,
2018,meeting minutes as presented.
VOTE: Yes—5, No—0

ITEM 6.A. Agenda Items—Comprehensive Plan Update
Director Bernstein reminded the Committee the Metropolitan Committee requests cities
conduct a Comprehensive Plan every ten years. The Parks and Recreation Department has
worked with Confluence, Inc., to create an update to the Parks and Recreation Plan to be
included in the City's overall Comprehensive Plan.
Terry Minarik of Confluence, Inc.,provided an overview of the draft 2040 Comprehensive
Plan. Comments and suggested additions were requested from the Committee. Final copy
will be brought to the Parks and Recreation Advisory Committee,based on recommendation,
it will be brought to City Council.
ITEM 6.B. Agenda Items—Quarry Point Field#4
Quarry Point Field#4 is in the northwest corner of the park adjacent to homeowners. Parks
Superintendent Endres presented information on mediating possible conflicts between field
use and homes recently built. Staff suggests extending the field fencing to a 30 ft. high
backstop and fencing running 130 ft. to the north.
Committee comments included wanting to be good neighbors, pricing, installation timing,
and distance between the dugout and property line.
MOTION: by J. Montgomery, seconded by Gaffke, tabling this issue until the
September meeting, bringing it back to the Committee with record
of complaints and recommendations from the summer season.
AMMENDMENT: by Hinricks, seconded by Gaffke, to discuss at the July Parks
and Recreation Advisory committee any complaints received
between March and July 19, 2018.

ITEM 6.C. Agenda Items—Cobblestone Lake Park Northwest
A Parks Superintendent gave an update on the restroom building and pavilion under
construction at Cobblestone Lake Park Northwest. Trails will go in this spring, dirt
work/seeding, and landscape to follow.
ITEM 6. D. Agenda Items—Pickleball
Director Bernstein presented an updated on pickleball. Staff reports receiving several noise
complaints from residents adjacent to Hayes Park pickleball courts. Staff is researching
alternatives to minimize the impact of pickleball at Hayes and what can be done differently.

Two options include sound reduction fabric fencing(at Hayes Park) and construction of up to
seven pickleball courts in Johnny Cake Ridge Park. Staff is researching cost and will bring
the item back to the Committee for recommendation.
Hayes Park courts would still be utilized,but the manner in which they are used may change.
Staff is considering regulating pickleball play with the normal outdoor ball allowed in the
morning and with a sound reduction ball in the afternoon/evening- recognizing the ball
changes the dynamics of the game. Lights would not be available.
ITEM 6. E. Agenda Items—Land Purchase—Hope Church Property
Director Bernstein reported receiving another call from the realtor representing Hope Church.
Staff indicated they would not be interested in looking at the property until after the snow is
gone.
ITEM 6. F. Agenda Items—Valleywood Food and Beverage
Director Bernstein informed the Committee that an exclusive use five-year agreement with
A'Briton Catering to manage the entire food and beverage operation at Valleywood Golf
Course is going before City Council March 8, 2018. This would include daily, cart and
beverage service, and event catering. An added benefit will be utilization of their marketing
team to promote the facility.
ITEM6 . G. Agenda Items—Rotary Clock Tower
Director Bernstein received communication from the Apple Valley Rotary Club proposing
the placement of a clock tower in Kelley Park. The cost of the clock tower would be
approximately$25,000 to the Rotary Club. The City is asked to provide power and
landscaping around the base of the tower. Location within the park to be determined.
MOTION: by Van Gundy, seconded by Gaffke, supporting the concept of
adding a Rotary Club clock tower to Kelley Park.
VOTE: Yes-5, No-0
ITEM 7 Agenda Items—Division Updates
Division Managers Zinck, Endres, Muelken, and Christianson presented the Parks and
Recreation Year-End Report and highlighted some of their achievements of 2017.

ITEM 7. Adjourn
There being no further business, the Parks and Recreation Advisory Committee meeting was
adjourned.
MOTION: by Gaffke, seconded by Hinricks, to adjourn the meeting at 8:54
p.m.
