August 28, 2018 Approve Minutes Description: Approve Minutes of June 26, 2018, Special Meeting Staff Contact: Joan Murphy, Department Assistant Department / Division: Community Development Department ACTION REQUESTED: Approve minutes of special meeting of June 26, 2018. SUMMARY: The minutes of the special Urban Affairs Advisory Committee meeting are attached for your review and approval. BACKGROUND: State statute requires the creation and preservation of meeting minutes which document the official actions and proceedings of public governing bodies. BUDGET IMPACT: N/A ATTACHMENTS: Minutes CITY OF APPLE VALLEY URBAN AFFAIRS ADVISORY COMMITTEE MINUTES June 26, 2018 1. CALL TO ORDER The City of Apple Valley Urban Affairs Advisory Committee meeting was called to order by Chair Sharon Schwartz at 6:04 p.m. Members Present: Sharon Schwartz, Tom Adamini, Linda Blake, Sandy Breuer, Walton Mahlum and Pamela Sohlberg. Members Absent: John Vegter Staff Present: Community Development Director Bruce Nordquist, Planner/Economic Development Specialist Alex Sharpe and Department Assistant Joan Murphy. Committee and staff welcomed newly appointed Committee Member Linda Blake. 2. APPROVAL OF AGENDA Chair Schwartz asked if there were any changes to the agenda. Hearing none she called for a motion. MOTION: Breuer moved, seconded by Mahlum, approving the agenda. Ayes - 5 - Nays - 0. 3. APPROVAL OF MINUTES April 24, 2018. Chair Schwartz asked if there were any changes to the minutes. Hearing none she called for a motion. MOTION: Mahlum moved, seconded by Breuer, approving the minutes of the meeting of April 24, 2018. Ayes - 5 - Nays - 0. 4. ACTION ITEMS -NONE- 5. OTHER BUSINESS A. City's 50th Anniversary Celebration Community Development Director Bruce Nordquist led the discussion on the City's 50th Anniversary Celebration and reviewed the logo submitted by the graphic company. CITY OF APPLE VALLEY Dakota County, Minnesota Urban Affairs Advisory Committee Minutes June 26, 2018 Page 2 of 4 Chair Schwartz suggested small flags be purchased with the 50th logo on and use them on the Ring Route. Mr. Nordquist said GR Promotions could be doing the logo and flags could be addressed from May through September. Discussion led to community service projects to build community spirit. Suggestions included Open Door that brings food to senior buildings, Cedar Knolls creating raised box beds, Rotary working with Open Door, and projects for counties that could help low income users. The census records would be able to tract lower income households. Areas of the City could use volunteers to help pick up litter on vacant lots. Some of the community churches are well organized for volunteers to help. Suggestions led to collections bins for school supplies for children in the school district. Sometimes it is easier for parents to drop items off rather than volunteer for four hours for example. Mr. Nordquist said not everyone focuses on social justice. There were 11 keys in the vision update in 2009. Now there are 12 keys. Service was always the last but now moving forward, service is the No. 1 key. The City has been re -ordering the keys. Mr. Mahlum asked if we tie the video to safety month or every month of the year. Mr. Nordquist answered that each department has a message to convey. Committee Member Tom Adamini arrived at 6:40 p.m. Discussion led to diversity in the community and how multiple schools in the district have high diversity now. The Committee discussed the logo presented. MOTION: Breuer moved, seconded by Sohlberg to accept the logo from exhibit 1 with a red apple, white dots, green leaf, green stem and black letters and numbers. Ayes - 6 - Nays - 0. Mr. Nordquist presented the design for the Rotary clock and said it would be unveiled in Kelley Park. The clock would be an atomic clock and would never need to be reset. Rotary wants to contribute something that gives recognition to Kelley Park. B. Planning for the 2020 Census Planner/Economic Development Specialist Alex Sharpe introduced the information and led discussion for the planning for the 2020 Census. He stated the 2020 Census is underway and cities across the County have been tasked with assisting the Census Bureau to ensure that all persons are counted. Staff has met with the Regional Census Director to learn about the best practices for establishing a "Complete Count Committee". CITY OF APPLE VALLEY Dakota County, Minnesota Urban Affairs Advisory Committee Minutes June 26, 2018 Page 3 of 4 The Census is an important tool for the City that becomes the basis for funding and policy decisions. The Census Bureau has found that involving local partners is essential to ensure that the process is successful. The "Complete Count Committee" is the leader of local involvement with the goal of achieving high participation rates and reaching lower responding census tracts. On Census day in 2010, Apple Valley had the 16th best participation rate in the Country. The Census Bureau has tasked all cities to create a "Complete Count Committee" that facilitates encouraging Census participation. When directed to do so, the Urban Affairs Advisory Committee will host representatives from organizations such as faith based organizations, businesses, housing groups, the Chamber of Commerce, and educational institutions. Each of these groups will be asked to offer ways they can assist the Committee to best reach their constituent members. Census Day is April 1, 2020. In early 2019, "Complete Count Committees" will be actively working to encourage response within their community. By establishing the Committee at this time, and providing the background information, the City of Apple Valley will be ready to assist with outreach within the Community. Findings and recommendations from the Urban Affairs Advisory Committee will be presented to the City Council. Mr. Nordquist added there must be a way to reach out to churches to get a whole count. Does not want the Urban Affairs to carry the work but reach out to groups that can be activated. C. Animal Ordinance Community Development Director Bruce Nordquist stated the Urban Affairs Advisory Committee was asked to work on the ordinance in 2013 and 2014. He wanted to familiarize the Committee as requests do come up from time to time to consider additional changes. He added membership on the Committee has sufficiently changed since 2014. The City Council has not directed anything yet. Mr. Mahlum asked if this assignment is in effect. Mr. Nordquist said up until now the City Council has not taken any action but it could come up. 6. Adjourn Hearing no further comments from the Urban Affairs Advisory Committee, Chair Schwartz asked for a motion to adjourn. MOTION: Mahlum moved, seconded by Adamini to adjourn the meeting at 8:25 p.m. Ayes - 6 - Nays - 0. August 28, 2018 Other Business Description: 50th Celebration Update Staff Contact: Bruce Nordquist, AICP, Community Development Director Department / Division: Community Development Department ACTION REQUESTED: Consider comments, respond to information, make recommendation related to the monthly plans for 2019, the draft logo, and additional activities. SUMMARY: On August 9th, staff provided an update of work by the Urban Affairs Advisory Committee. The opportunity offered City Council feedback on the logo and the attached matrix of 2019 activities. At the meeting of August 28, staff will update the Committee on logo development with G. R. Promotions and additional activities discussed. Staff summarized these Committee ideas to the City Council: • coordinated community service project strategies: "neighbors helping neighbors" and "polishing the apple" • monthly activities as outlined • brief video and recorded messages by former leaders • historical stories of note coordinated by Department Heads for their areas of expertise • a pop-up display of 50 years of photos in the municipal center atrium, school and business lobbies, the library, senior center and community center, and at special events • 50 years of collector vehicles on display during Freedom Days • a focal event such as the commemorative/community oriented clock being discussed for Kelley Park as that park planning continues The City Council introduced additional ideas: • routine reporting of historical facts, 1969 to 2019 • "Golden Ticket" Chamber and business promotions • preparing a time capsule • poster sized aerial photos showing 50 years of change • consider a tree sale that adds apple trees to homes developed after the original Orrin Thompson subdivisions • offer seed packets in support of flowers and plants attractive to bees and butterflies • arrange drone photos that show opportunity areas for development, feature events and activities underway capture moments that will make history • locate and recognize residents that have lived or done business in Apple Valley for 50 years • have the achievement of 50 years be visible at all City events Attached with this staff report are the representation of logo progression and development shared with the City Council and next steps staff has pursued with G. R. Promotions. This will be discussed at the August 28th meeting. It was explained that the thinking behind the attached logo developed by the Committee included: • Gold is interjected representing that color as traditional for a 50th celebration • "Since 1969", allows the logo to be useful beyond only the exact years • Multiple applications for printing are possible, a list of ideas follows • Urban Affairs wanted a "keep it simple" strategy, and by a local vendor • The vendor that has developed the art work is Chamber of Commerce member G.R. Promotions, Ray Crowder The vendor has shared that the logo might be used on: • pins, and the pins could be mounted on a 50th year "story card" or "calendar card" • business cards and stationary • vehicle wraps • posters • pennants • banners • red coffee mugs and/or insulated tumblers • note pads and/or Post -it notes • magnets • pens and/or pencils • balloons • mouse pads • polo shirts • sweatshirts • t -shirts • temporary tattoos • caps G.R. Promotions was asked to prepare a brushed gold tone proof of the logo as soon as possible.
