NEXT REGULARLY SCHEDULED MEETINGS: Wednesday November 14, 2018 7:00 p.m. (Regular) Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. We appreciate your participation in exploring the most appropriate solution for the problem in your area. Traffic Safety Advisory Committee City of Apple Valley July 11, 2018 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman. Members Present: John Bermel, Linda Dolan, Charles Grawe, Fred Puente, Matt Saam, Joe Shaw, Arthur Zimmerman Members Absent: Consultants/Alternates Present: Brandon Anderson, City Engineer, Ahmed Omer, Engineer Others Present: Lamont Rolfshues, Bill Swanstrom 2. Approval of Agenda _ The Engineer requested the removal of item 5 C regarding the Palomino Speed study. MOTION: Mr. Saam moved, second by Ms. Dolan to approve the agenda as amended. Motion passed 7-0. 3. Audience Items Mr. Swanstrom expressed concern that traffic is overwhelming the city and causing a public health concern. He requested the creation of a separate pedestrian safety advisory committee because the city is too auto-oriented. He said he believes restructuring is necessary to handle pedestrian safety. 4. Approval of May 9, 2018 Minutes MOTION: Mr. Grawe moved, second by Ms. Dolan, to approve the Minutes of May 9, 2018. Motion passed 6-0. (Mr. Saam abstained.) 5A. 14025 1401h Ct Additional Cul-De-Sac Signage Review Mr. Anderson reported that a resident complained about high number of vehicles using the cul-de-sac as a turn-around. The resident believed that the drivers must not know it is a cul-de-sac and are entering by error and requested "dead end" signage at the mouth of the cul-de-sac. 5B. 14113 Garden View Court Additional Cul-De-Sac Signage Review Mr. Anderson reported that a resident complained about high number of vehicles using the cul-de-sac as a turn-around. The resident believed that the drivers must not know it is a cul-de-sac and are entering by error and requested "dead end" signage at the mouth of the cul-de-sac. The Committee reviewed both cul-de-sacs and discussed possible reasons would drive into the cul-de-sac. Some members suggested it is less likely that drivers are unaware of the cul-de-sacs and more likely that they have a need to turn around. Understanding the motivations for the need to make the turning movements might lead to a better long-term solution. Other members suggested that some signage could be added as a temporary measure. MOTION: Ms. Dolan moved, second by Mr. Zimmerman, to recommend installation of a rider style sign at the entrance to 1401h Court and installation of a"dead end" sign at the entrance to Garden View Court. Motion passed 7- 0. 5C. Parkin in n Regents 2nd Neighborhood for Quarry Point Park Activities Mr. Anderson reported complaints from residents in the areas west of Quarry Point Park. Park users have been parking on the streets in the neighborhood. This type of activity exists at parks around the City. The Committee held brief discussion. 5D. Harmony Way Speed Concern and Warning Signage Request Mr. Anderson reported concerns over a tight curve that causes difficulty for visibility. The curve radius meets the criteria for an advisory sign. The Committee discussed possible signage optics. MOTION: Mr. Bermel moved, second by Mr. Zimmerman, to recommend installation of appropriate signage. Motion passed 7-0. 5E. Driver Feedback Signs_ Requests and Deployment Schedule Mr. Anderson said there is a lengthy list of neighborhoods requesting temporary posting of the driver feedback signs to address speeding concerns. He presented the current schedule for deployment. He noted that there is a high rate of non-compliance with speed on 132nd Street near Johnny Cake Ridge Road and an unusual number of vehicle trips occurring during late hours. He noted higher rates of non-compliance on Pennock Avenue as well. Mr. Swanstrom said he believes 8 of 10 cars in southbound traffic applied their brakes when the advisory signs are in place. He believes that permanent signage are warranted. The Committee discussed possible policies to allow permanent signs under certain conditions, including in single directions of traffic. 5F. Traffic Speed Concerns on 1601h Street Mr. Anderson said the City has received concerns about speeds and noise from Diamond Path to Garden View Drive. Mr. Rolfshues expressed concerns over the use of engine brakes as vehicles approach Garden View Drive. 5G. MSA Traffic Count Updates Mr. Anderson said the City is updating its MSA traffic counts. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Bermel reported concerns about speeds on Pilot Knob Road and Embry Way. Mr. Bermel recommended removal of vehicle noise enforcement signs as they are not enforceable. Public Works Concerns Mr. Anderson said there are concerns about speeds on Gabella Street and 147Th Street. Mr. Anderson said there continues to be one-way violations on Founders Way and may require medians to prevent turning movements. 6B.Educational Issues and Grant Opportunities Ms. Dolan mentioned the Toward Zero Deaths Minnesota conference will be October 23rd and 24th. 7. Palomino Deer Crossing Signage Review Palomino Drive Deer Crossing Signage Request Palomino Drive Deer Crossing Signage Request Section 2C.50 Non-Vehicular Warning Signs (W11-2, W11-3, W11-4, W11-6, W11-7, W11-9, and W11-16 through W11- 22) Option: 01 Non-Vehicular Warning (W11-2, W11-3, W11-4, W11-6, W11-7, W11-9, and W11-16 through W11-22) signs (see Figure 2C-11) may be used to alert road users in advance of locations where unexpected entries into the roadway might occur or where shared use of the roadway by pedestrians, animals, or equestrians might occur. Figure 2C-11 Non-Vehicular Warning Signs Support: 02 These conflicts might be relatively confined, or might occur randomly over a segment of roadway Section 2C.01 Function of Warning Signs Support: 01 Warning signs call attention to unexpected conditions on or adjacent to a highway, street, or private roads open to public travel and to situations that might not be readily apparent to road users. Warning signs alert road users to conditions that might call for a reduction of speed or an action in the interest of safety and efficient traffic operations. Section 2C.02 Application of Warning Signs Standard: 01 The use of warning signs shall be based on an engineering study or on engineering judgment. Guidance: 02 The use of warning signs should be kept to a minimum as the unnecessary use of warning signs tends to breed disrespect for all signs. In situations where the condition or activity is seasonal or temporary, the warning sign should be removed or covered when the condition or activity does not exist. Option: 03 Consistent with the provisions of Chapter 2L, changeable message signs may be used to display a warning message. Palomino Drive Deer Crossing Signage Request From 5-11 -16 TSAC Minutes: The Committee’s consensus is that there are deer that live in pockets of many parts of the City, crossing many different roads, and there is not an identified herd issue that is unique to this instance. Because implementing such signs would set a precedent that would be used throughout the community, the Committee agreed that there would need to be evidence of abnormally high numbers of vehicle-deer crashes or other unique problems associated with the area to justify signs. C. 140th Street and Granite Avenue Designated Right Turn Lane Request 140th Street and Granite Avenue Designated Right Turn Lane Request REQUEST FOR RIGHT TURN LANE LOCATION 140th Street Cedar AvenuePennock Avenue142nd StreetGranite Avenue 140th Street and Granite Avenue Designated Right Turn Lane Request Traffic volumes at 140th Street and Granite Avenue do not demand the need for a right turn lane for eastbound traffic. Typical right turn lane justification is 100 vehicles per day making right turns. Only 40-50 per day are expected with full development. However, removing right turning vehicles from the mainline traffic using a designated turn lane could improve the safety of this traffic movement. D. Stop Sign Request at Pennock and 138th Street STOP Sign Request on Pennock at 138th Street REQUEST FOR STOP SIGN ON PENNOCK AT 138TH STREET 140th Street Cedar AvenuePennock Avenue138th Street TH 77Wallace Park 138th and Pennock Pennock approaching 138th looking north Pennock looking south to 138th 138th approaching Pennock Functional Classification System Map 140th Street and Granite Avenue Designated Right Turn Lane Request Currently there is only one traffic control device (STOP Sign from Pennock Court) at the “intersection” of Pennock Avenue and 138th Street. The 2015 Minnesota State Statutes on right-of-way indicate at an uncontrolled approach to a T-shaped intersections, the driver required to turn shall yield to the cross traffic. The Minnesota Manual on Uniform Traffic Control (MnMUTCD) designates that the use of yield or stop signs should be used under one of three conditions: traffic volume over 2,000 vehicles per day, where normal right-of- way rules do not apply, or where crashes indicate a failure to observe right-of- way rules. The right-of-way rule conditions is likely met, but Pennock intersection is signed as a thru street with advisory curve signs and NOT functioning as a convention T intersection. The traffic volumes LIKELY do not warrant all-way-stop control. Additional analysis is required. E. Crosswalk Request at Pennock Avenue near Wallace Park 138th and Pennock Pennock approaching 138th looking north 169.21 PEDESTRIAN. Subdivision 1.Obey traffic-control signals. Pedestrians shall be subject to traffic-control signals at intersections as heretofore declared in this chapter, but at all other places pedestrians shall be accorded the privileges and shall be subject to the restrictions stated in this section and section 169.22. Subd. 2.Rights in absence of signal. (a) Where traffic-control signals are not in place or in operation, the driver of a vehicle shall stop to yield the right-of -way to a pedestrian crossing the roadway within a marked crosswalk or at an intersection with no marked crosswalk. The driver must remain stopped until the pedestrian has passed the lane in which the vehicle is stopped. No pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close that it is impossible for the driver to yield. This provision shall not apply under the conditions as otherwise provided in this subdivision. (b) When any vehicle is stopped at a marked crosswalk or at an intersection with no marked crosswalk to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass the stopped vehicle. (c) It is unlawful for any person to drive a motor vehicle through a column of school children crossing a street or highway or past a member of a school safety patrol or adult crossing guard, while the member of the school safety patrol or adult crossing guard is directing the movement of children across a street or highway and while the school safety patrol member or adult crossing guard is holding an official signal in the stop position. A peace officer may arrest the driver of a motor vehicle if the peace officer has probable cause to believe that the driver has operated the vehicle in violation of this paragraph within the past four hours. (d) A person who violates this subdivision is guilty of a misdemeanor. A person who violates this subdivision a second or subsequent time within one year of a previous conviction under this subdivision is guilty of a gross misdemeanor. Subd. 3.Crossing between intersections. (a) Every pedestrian crossing a roadway at any point other than within a marked crosswalk or at an intersection with no marked crosswalk shall yield the right-of -way to all vehicles upon the roadway. (b) Any pedestrian crossing a roadway at a point where a pedestrian tunnel or overhead pedestrian crossing has been provided shall yield the right-of -way to all vehicles upon the roadway. (c) Between adjacent intersections at which traffic-control signals are in operation pedestrians shall not cross at any place except in a marked crosswalk. (d) Notwithstanding the other provisions of this section every driver of a vehicle shall (1) exercise due care to avoid colliding with any bicycle or pedestrian upon any roadway and (2) give an audible signal when necessary and exercise proper precaution upon observing any child or any obviously confused or incapacitated person upon a roadway 2016 Minnesota Statutes Minnesota State Statute defines that crosswalks exist at intersections, whether marked or unmarked, and provides for pedestrian and motorist responsibilities. •The following guidelines shall be considered when evaluating a request for installation of a cross walk. •Minimum Traffic Volume •Street Type and Speed •Pedestrian Volumes •Traffic Gaps •Crosswalk Spacing •Mid-Block Crosswalks •Crosswalk Control •Traffic Signals •Roundabouts City of Apple Valley Crosswalk Policy F.
