Agenda Items — Kelley Park Re -Design Director Bernstein reviewed the Kelley Park re -design process and progress by Confluence, Inc. The Consultant will use comments and feedback to prepare plans. Those plans will be brought back to the Committee at a future meeting. -lof4- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE September 6, 2018 ITEM 6.B. Agenda Items — Disc Golf Representatives of the Alimagnet disc golf group proposed expansion of the Alimagnet disc golf course from its current 12 to 18 holes. They presented a brief YouTube video on the sport of disc golf and outlined their proposal. Part of the suggested course layout will alleviate current problem/conflicts of the course. The group anticipates benefits to include more people using the park, making the park safer, and they will be able to run sanctioned tournaments, bringing more people to the city. Approximately 70% of the league participants are from outside Apple Valley. There are over 300 individuals that have participated in the 2018 league, varying from a one-time player to others that played all twenty weeks. Discussion was held regarding the procurement and installation of basket/equipment/signage, ADA compliance standards, construction timelines, and business sponsorships. Park Superintendent Endres believes the plan is well laid out and doable if it's decided to move forward. Mr. Wessel does not believe expanding the course from 12 to 18 holes will increase the number of league members, but it will increase the possibilities for a local tournament each year. Director Bernstein stated tonight is informational to lay out the proposal and staff will update the Committee at a future meeting about advancement of the proposal to City Council for approval. He offered to discuss in the future the park upgrade financials and details of the plan. He would like to have a neighborhood meeting regarding the plan. ITEM 6.C. Agenda Items — Bond Referendum Director Bernstein requested a recommendation to explore the concept of a 2019 voter bond referendum. A Parks and Recreation Advisory Committee recommendation would be taken to City Council to start the investigative process of this potential endeavor. MOTION: by Hammill, seconded by Gaftke, recommending exploration of a 2019 voter bond referendum. VOTE: Yes — 6, No — 0 ITEM 6.1). Agenda Items — Teen Center/Redwood Status Report Recreation Manager Muelken reminded the Committee of changes that have already taken place at the Teen Center (Johnny Cake Ridge Park). She reviewed attendance numbers for the Teen Center and Redwood Teen Drop -In locations. There is a core group of approximately 20 — 30 kids that utilize the Redwood facility. Redwood's winter numbers -2of4- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE September 6, 2018 were low, but summer numbers were stronger. Staff sought direction from the Committee on how to proceed with teen drop -in operation and questioned philosophically if this type of program is still relevant. The use of social media and other means of connecting with teens were discussed, as well as pop up events and expanding to potential locations near other middle schools of the city. Montgomery, recommending maintaining summer hours through the end of September at the Redwood teen drop -in location, look at scaling back or eliminating winter hours, adding a monthly event, and researching the development of social media marketing. VOTE: Yes — 6, No — 0 ITEM 7. Division Updates Recreation Manager Muelken reviewed the busy summer recreation operations; pools, program participant numbers, and upcoming events for this fall. Parks Maintenance Superintendent Endres reminded the Committee of the late start to spring operations because of weather conditions. He reviewed accomplishments; fence extension at Johnny Cake Ridge Park East, Cobblestone Lake Park work, Kelley Park dance floor installation, volunteer group projects, playground edging replacements, Aquatic Center cabana installations, additional projects completed, routine and future items. Director Bernstein reported staff is well on the way in the planning process for the Sports Arena ice refrigeration replacement project. It's planned as a March construction. Director Bernstein noted the annual Chamber of Commerce Golf Tournament was held at Valleywood this afternoon. The course hosted over 1,000 rounds this season as part of the MGA Youth on Course program. The partnership with Roasted Pear catering has been a success for both parties. ITEM 8. Making it 32 years old • The manufacturer was Iron Mountain which is no longer in business. • The crawl tube has large holes that have developed in the plastic, due to sun degradation. • The parts for the playground are no longer available. • We recently removed the slide tunnel and covered the ends to make the playground usable. While Valleywood has continued to serve as a true multi -use facility, in addition to daily fee golf, leagues and golf outings we continue to host the Apple Valley Wine Club as well as a variety of private rentals for receptions, business meetings and parties. Although the space is somewhat limited for larger functions or most weddings (seating capacity of 160), it is an ideal setting for smaller weddings and events and particularly well suited for larger golf outings. The Frozen Apple Winter Concert Series, hosted at Valleywood for the last several years to ever growing crowds has been a raging success. This past winter's three events attracted over 150 people to each of the concerts. Unfortunately these events have outgrown the facility. The Apple Valley Arts Foundation has been limited in the types of performers they could invite to Valleywood for fear of having to turn people away at the door, which we do not want to do. As a result the Arts Foundation has decided to move the concerts to a much larger venue, Bogarts Entertainment Center. As the committee is aware, attracting qualified staff (particularly in Food & Beverage) has been a massive problem for us for the last several years. This spring the city entered into a 3 year agreement with Roasted Pear Restaurants and Catering to handle all of the food and beverage options at Valleywood. Including the catering of all private events and golf outings as well as handling all daily food and beverage needs. While we have experienced some minor growing pains with this transition all in all it has been a very good partnership for Valleywood and we look forward to some dramatic growth in events here over the next few years. This partnership has allowed Valleywood to save over $170,000 in payroll costs as well as over $100,000 in cost of goods in the food and beverage area. The Pear at Valleywood, as the bar and grill at the golf course is now known, has done a wonderful job of handling our outings and special event food and beverage needs. While we have experienced some minor bumps in the road with them adjusting to the ebbs and flows of the golf business we couldn't be more excited about our partnership moving forward. While we did suffer through some terrible weather, resulting in the reduction of approximately 3,500 rounds of golf we did make some structural changes to staffing and other cost centers that will continue well into the future. The revenues we missed were hopefully a one year aberration due to weather. While the cost savings we had were more institutional and will be much more permanent, putting us in a position for consistent long term growth and profitability. In the spring of 2017 we hired a new working foreman here at the golf course and this was his first full season on staff. This foreman, Ryan Browning, has been a wonderful addition to our staff. He and Ken Otto, our other golf course foreman have done a great job with improving the playing conditions of the golf course and the overall appearance of the grounds. The feedback from the golfing public has been nothing short of outstanding. Youth On Course Youth On Course is a program run by the Minnesota Golf Association. It allows junior golfers to register through their website and in turn they can play 9 holes for $3 and 18 holes for $5. The MGA then reimburses the golf course $7 more for 9 hole rounds and $10 more for 18 hole rounds. This program has been a huge success for Valleywood. Not only did it allow us to disband our Wednesday morning Junior League and free up these tee times but it made golf much more accessible for a large number of kids in the area. In 2016 and 2017 Valleywood had about 45 kids in our junior league. This year we had 293 Junior Golfers registered through the YOC program and they played 1,182 rounds of golf here. Out of the roughly 40 courses in the state that participated in the program Valleywood had the most rounds played and nearly 25% of all rounds recorded through the program. Revenues generated from the sale of Minnesota Golfers License Plates help to fund the program. Below is some summary information of the 2018 season as well as our goals and fee proposal for the 2019 season. Total Rounds of Golf: This year Valleywood did not open for golf until May 1, the latest opening day in at least 30 years and most likely ever. As a result we were behind 2,300 rounds of golf before we even opened for business this year. Due to the extremely wet late September and very cold start to October we are behind nearly 2,000 rounds after September 15`h. Both residents and non-residents fully embraced the patron program, resulting in 364 patron cards sold in 2018 (354 in 2017). We intend to continue with the patron program as it has been structured for the last few years. With residents breaking even with the first use of their patron card and non-residents needing a handful of rounds before they start seeing a true discount. Revenue While revenues took a hit this year we are encouraged by the fact that our average revenue per round in the golf operation was an all-time high. If we can just get reasonable weather next season we should see a big increase in revenues. With the Roasted Pear taking over the food and beverage part of the operation we saw a decrease in the roughly $250,000 of revenues we were generating in food and beverage but we have also seen a decrease of an equal amount in our expenses (mostly staff and cost of goods related). 2010: $1,118,263 2011: $1,023,864 2012: $1,088,935 2018 Accomplishments: 2013: $1,166,806 2014: $1,289,090 2015: $1,387,000 2016: $1,356,438 2017: $1,180,208 2018: $1,000,000 (estimate) • Hosted 3 wedding receptions and 3 ceremonies. • Greatly improved appearance of the grounds around the clubhouse to make it more appealing to the daily users and to potential event renters. • Gave away golf clubs to 31 different kids as a part of our clubs for kids program. • Hosted 1,182 Youth On Course rounds • Entered into partnership with the Roasted Pear restaurants and catering to run the daily F&B operation as well as to be the exclusive caterer for outings and events. 2019 Goals: • Re -paint and make improvements to the existing park shelter and surrounding areas to make it more appealing for outdoor weddings. • Institute an aggressive joint marketing program with the Pear at Valleywood to enhance building rentals to outside groups and golf outings. • Restrict season pass use on weekends and holidays before 11:00 A.M. • Provide discount pricing on pass rounds prior to 11:00 A.M. on weekends and holidays. • Continue to work to improve employee recruitment and retention. • Dramatically increase building rentals by co -promoting facility with Roasted Pear • Hire new full time Assistant Golf Course manager to assist with golf operations and clubhouse rentals. Special meetings may be called by the Chair as needed. A motion to approve those dates will establish the 2019 Parks & Recreation Advisory Committee meeting calendar. Background City Resolution 2010-39 dictates the Parks and Recreation Advisory Committee meetings are held the first Thursday of January, March, May, September, and November. Meetings are held in the Council Chambers of the Apple Valley Municipal Center and broadcast on cable TV beginning at 7:00 p.m. Informal meetings begin at 6:00 p.m. and are held in the Regent conference room of the Municipal Center on the same dates. Staff proposes adding a scheduled meeting in July to cover any timely business issues and to conduct a tour of select parks, similar to the tours scheduled in previous years.
