Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns
regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates
proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication
programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our
City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there
are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating
resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's
engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2)
Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and
financial constraints or issues may be necessary. 4) A recommendation is made. We appreciate your participation in exploring
the most appropriate solution for the problem in your area.

Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman.
Members Present: John Bermel, Linda Dolan, Charles Grawe, Fred Puente,
Matt Saam, Joe Shaw, Arthur Zimmerman

2. Approval of Agenda
MOTION: Ms. Dolan moved, second by Mr. Saam to approve the agenda as
presented. Motion passed 7-0.
3. Audience Items

4. Approval of July 11, 2018 Minutes
MOTION: Mr. Grawe moved, second by Ms. Dolan, to approve the Minutes
of July 11, 2018. Motion passed 7-0.
5A. Speed Concern at 8283 131st Street
Two residents expressed concern about vehicles speeds, cut-through traffic,
and a blind driveway approach in their neighborhood. They requested a lower
speed limit and"children at play" sign installations. Mr. Anderson explained
that"children at play" signs are not supported in the uniform manual on traffic
control devices. However, he also noted the roadway has a steep grade, a
relatively tight curve, and heavy vegetation in the right-of-way. He said a
speed advisory sign might be warranted and proposed collecting speed data
and implementing the driver awareness signs. There was brief discussion
about the incentive for traffic from the north to use the roadway as a cut-
through route to reach McAndrews Road.
5B. Palomino Deer Crossing Signage Review
Mr. Anderson reported receipt of a request for deer crossing signage on
Palomino Drive. Because of the relatively high number of deer that cross
many different roadways within the City, the policy has been to only install
signs at points where there have been abnormally high numbers of deer-
vehicle accidents or other unique deer-related issues that would justify
placement of a sign. The Committee will monitor this area for deer-related
accidents.
5C. 1401h and Granite Designated Right Turn Lane Request
Mr. Anderson said he reviewed the projected traffic volumes from before the
Legends development was started and continues to monitor actual traffic
volumes since its completion. At peak times, three to four cars can potentially
cue up to make a right-hand turn. The projection is a maximum of 40 vehicles
per day attempting to make a right-hand turn. The standard minimum volume
of right-turning vehicles to warrant construction of a right-hand turn lane is
100 per day. While adding a right-hand turn lane would increase safety, there
are many other similar intersections with similar or higher traffic volumes and
they should all be prioritized before moving forward with a project.
5D. Stop Sign Request at Pennock Avenue and 138th
Mr. Anderson said the intersection is a non-conventional T-intersection.
There is a stop sign on the leg of the "T"that leads into a cul-de-sac. Pennock
Avenue essentially makes a 90 degree turn with no stop sign in either
direction. Due to low traffic volume, the intersection does not meet warrants
for an all-way stop, but advisory signs may be warranted. Mr. Anderson said
he would continue to study the situation.
5E. Crosswalk Request at Pennock Avenue Near Wallace Park
Mr. Anderson said there was a request for a mid-block crosswalk. This area
does not meet the traffic volumes to warrant a striped crosswalk at an
intersection. Due to its proximity to the intersection with 1381h, Mr. Anderson
said he would further evaluate the crosswalk with the intersection.
5F. Driver Feedback Signs Requests and Deployment Schedule
Mr. Anderson presented a schedule for driver feedback sign deployments.
5G. MSA Traffic Count Updates
Mr. Anderson said 74 percent of the roadways were counted. Some counts
need to be taken while school is in session to be accurate.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
There were no new Police concerns,.
Public Works Concerns
Mr. Anderson said the signals currently installed at 1401h Street and Garden
View Drive can't support a change to the flashing yellow arrow with the
signals' current controllers. Staff will look to schedule an upgrade in the
Capital Improvement Program (CII').
Mr. Anderson said there have been concerns related to stray golf balls hit
from the golf course along 1401h Street.
6B.Educational Issues and Grant Opportunities
Ms. Dolan said there would be a School Bus Stop Arm Violation Awareness
Event on September 21". October is School Bus Safety Month and schools
will distribute educational flyers. September 201h is a recruitment meeting for
Dakota County Toward Zero Deaths. The Toward Zero Deaths Minnesota
conference will be October 23rd and 24th.

To whom it may concern:
My name is Dena Wainwright. I am a totally blind person who uses a guide dog to assist me with day to day travel. My daughter and I have lived
in Apple Valley since November of 2011. To increase my safety and my ability to independently access Apple Valley’s array of services and
amenities, I am requesting that an audible traffic signal be installed at the corner of Galaxy Avenue and 153rd Street West.
There are numerous (and very serious) concerns that currently make it unsafe for individuals with a variety of disabilities (including blindness,
low vision, and mobility impairments) to safely navigate this corner.
•The traffic on 153rd Street West flows only in one direction, and its volume is not consistent.
•It is often difficult for a blind traveler to discern whether a safe crossing is possible until well into the already limited amount of
time that pedestrians are given to get from one side of Galaxy Avenue to the other.
•Reading the flow of traffic is especially challenging when making the crossing from the west side of Galaxy Avenue to the east.
In this instance, the surge of traffic is approaching the pedestrian from the side of the intersection that is furthest away.
•The limited amount of time allotted to cross this intersection also impacts individuals whose mobility is compromised.
•The high speeds of vehicles traveling on Galaxy Avenue means that the ability to time and interpret this crossing correctly is
critical.
•The ability to make a safe decision about this crossing decreases dramatically when the sounds of approaching vehicles are
either distorted or obscured by wind, rain, or machinery such as leaf blowers or construction equipment. E.g., wet pavement
magnifies the noise of approaching vehicles, making them sound closer than they actually are.
The population in this section of Apple Valley continues to increase exponentially. In particular, the presence of two assisted
living facilities means that the number of Apple Valley residents with disabilities also continues to grow. Statistics indicate that
approximately 50% of people over the age of 50 have disabilities. For this reason, I feel strongly that my request will benefit
Apple Valley as a whole, and illustrate the city’s commitment to all residents –including those with disabilities.
By approving my request, you are supporting safe and independent travel for individuals who (because of physical limitations or an inability to
drive) can only access grocery stores, restaurants, the post office, etc. on foot. You are removing a significant barrier to autonomy. You are
reducing the considerable anxiety that is generated by the fear of making a mistake that could literally have life or death consequences.
While I appreciate the expense of installing an audible traffic signal at this corner, I believe that this investment will decrease the risk of any
litigation (and associated costs) that could be brought against the city in the event of someone’s injury or death while attempting to navigate this
intersection without the appropriate accommodation.
Thank you for your consideration, and for the opportunity to present my request. Its importance can be supported by professional guide dog
trainers and orientation and mobility instructors if additional documentation is required.
