CITY OF APPLE VALLEY
July 1, 1992
1. CALL TO ORDER
Chairman Alan Felkner called the July 1, 1992 meeting of the City of Apple Valley
Planning Commission Meeting to order at 7:35 p.m.
Members Present: Frank Blundetto, Alan Felkner, Jeannine Churchill, Karen Edgeton,
and Marcia Gowling.
Members Absent: Jim Norris and Eugene Kitzman.
Staff Present: Meg McMonigal and Dennis Welsch.
Others Present: See the sign -in sheet.
2. APPROVAL OF THE AGENDA
The agenda was approved with a revision adding Item 6A (TIGHE) variance request to
the consent agenda as Item 4B.
3. APPROVAL OF THE MINUTES OF JUNE 17, 1992 MEETING
MOTION: Member Churchill moved, seconded by Member Edgeton, to approve the
minutes of the June 17, 1992 Planning Commission Meeting. The motion carried 4 -0 with
Gowling abstaining.
4. CONSENT AGENDA
MOTION: Member Churchill moved, seconded by Member Gowling, to recommend
approval, as per the Staff recommendations, Item 4A, a variance for a rearyard setback at
12807 Dover Drive (PC92- 056 -V), and a variance for an accessory building over the maximum
permitted size located at 13651 Pilot Knob Road (PC92- 052 -V). The motion carried
unanimously.

None.

B. Zoning Text Revisions - Accessory Uses and Conditional Use Tamils
for Outdoor Display, Sales, and Storage
LOCATION: City of Apple Valley
PETITIONER: City of Apple Valley (PC92- 042 -0)
STAFF REPORT: Richard Kelley and Dennis Welsch, July 1, 1992
Dennis Welsch provided a background report and listed changes that had been made to
the proposed ordinance based upon conversations with the Planning Commission at the Public
Hearing held on June 17, 1992. A general discussion ensued over the locations of outdoor
display areas along the front of buildings. Example were provided by the Staff for various
buildings in the downtown.
Associate Planner McMonigal described the differences between allowing an exterior
display use by right versus allowing an outdoor display area by permit.
Member Blundetto asked if there were specific directions in the City's Comprehensive
Plan or goals regarding outdoor display. The Staff responded there were no specific
directions, however, the overall policy for the downtown is contained within the Downtown
Design Guidelines where outdoor display is not mentioned.
Member Gowling asked for input from other cities. She asked if the Staff could provide
background on how other cities such as Fridley, Brooklyn Center Brooklyn Park, Burnsville,
Lakeville, Woodbury, and White Bear Lake handle this issue.
The consensus of the Commission was to await the completion of a survey of other
communities and make a recommendation to the City Council at the Planning Commission
Meeting on July 15, 1992. The Staff was to respond to the Commission with a completed
survey for that meeting.
C. Updated Parks and Recreation Chapter

STAFF REPORT: Meg McMonigal, July 1, 1992
Meg McMonigal provided a background report in which she reviewed the updated Parks
and Recreation Chapter and asked for any input from the Commission and the audience.
There was none.
MOTION: Member Blundetto moved, seconded by Member Edgeton, to approve the
updated 1992 section of the City Comprehensive Plan entitled Parks and Recreation Plan. The
motion carried 5 - 0.
Member Gowling left the meeting.

7. DISCUSSION ITEMS
A. Comprehensive Plan
The Planning Commission reviewed the outline for updating the Comprehensive Plan and
the old versus new sections incorporated into the Comprehensive Plan with Associate Planner
Meg McMonigal. McMonigal also described the guidelines used for updating the Comprehen-
sive Plan.
B. Apartment Study From HRA
The Planning Commission received a report from Associate Planner McMonigal on
apartment rental units within the City of Apple Valley. The study was completed in January
and February of 1992 by the Dakota County HRA.
C. Metropolitan Council Projections
The Planning Commission received projections from the Metropolitan Council regarding
population households and employment for Apple Valley and the cities which surround Apple
Valley.
D. Trends
The Planning Commission received from Meg McMonigal a list of trends and implications
regarding the City's Comprehensive Plan. The Planning Commission was asked to review these
trends and implications and to provide feedback regarding how valid they are in relation to
the activities and lifestyle in Apple Valley at the July 15, 1992 meeting.

9. ADJOURNMENT
Member Churchill moved, seconded by Member Blundetto, to adjourn. The meeting
adjourned at 8:30 p.m.
