PRESENT: Ma�or Hamann-Roland; Councilmembers Bergman, Goodwin, Grendahl, and Hooppaw. � ABSENT: None. . City staff inembers present were: City Administrator Lawell, City Clerk Gackstetter, City Attorney Dougherty, City Engineer Anderson, Parks and Recreation Director Bernstein, Police _ Captain Dahlstrom, Police Captain Francis,Assistant City�Administrator Grawe, Human Resources Manager Haas, Finance Director Hedberg, Recreation Manager Muelken, Community Development Director Nordquist, Police Chief Rechtzigel, Liquor Operations Director Swanson, - and Acting Fire Chief Russell. Mayor Hamann-Roland called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of Allegiance to the flag. , OATHS OF OFFICE The City Clerk administered the oath of office to Mayor Hamann-Roland, Councilmember � Bergman, and Councilmember Hooppaw. " Mayor Hamann-Roland said she has heard from many residents how much they like Apple Valley and appreciate the stable Council. She said she is proud to serve with the Council and thanked them for working together so well on behalf of the citizens of Apple Valley. She also thanked City Administrator Lawell and staff. � APPROVAL OF AGENDA � � MOTION: of Goodwin, seconded by Grendahl, approving the agenda for tonight's meeting, as presented. Ayes�- 5 -Nays - 0. AUDIENCE - Mayor Hamann-Roland asked if anyone was present to address the Council, at this time, on any item not on this meeting's agenda. Mr. Tom Adamini, 7103 135th Street W., commented on compensation and health insurance coverage for Council members. Discussion followed. MOTION: of Goodwin, seconded by Grendahl, approving issuance of a lawful gambling ' exempt permit, by the State Gambling Control Board,to Dakota County Voiture 1457, for use on March 17,2019, at the Apple Valley American Legion, 14521 Granada Drive, and waiving any waiting period for State approval. MOTION: of Goodwin, seconded by Grendahl, adopting Resolution No.2019-1 designating �- Apple Valley Sun Thisweek as the official newspaper of the City of Apple Valley for the year 2019. MOTION: of Goodwin, seconded by Grendahl, adopting Resolution No. 2019-2 designating the City's website as the official website for dissemination of solicitations of transportation project bids in 2019. MOTION: of Goodwin, seconded by Grendahl, adopting Resolution No. 2019-3 designating additional depositories and fmancial security dealers for City funds for the year 2019: Wells Fargo Securities, LLC; Wells Fargo Bank,N.A.;Northland Securities, Inc.; RBC Capital Markets Corporation; Robert W. Ayes - S -Nays - 0. MOTION: of Goodwin, seconded by Grendahl, adopting Resolution No. 2019-4 consenting to transfer of cable franchise. Ayes'- 5 -Nays - 0. � MOTION: of Goodwin, seconded by Grendahl, approving the Release of all claims for, damages to a hydrant at 15817 Griffon Path, as attached to the Public Works Superintendent—Utilities memo, and authorizing the Mayor and City Clerk to sign the same. Ayes - 5 -Nays - 0. MOTION: of Goodwin, seconded by Grendahl, approving the Third Amendment to Lease Agreement with Sprint Spectrum Realty Company, LLC, for the Valleywood Water Tower antennas, as attached to the Public Works Superintendent's memo, and authorizing the Mayor and City Clerk to sign the same. Ayes - 5 -Nays - 0. MOTION: of Goodwin, seconded by Grendahl, approving the Agreement for Project 2019- � 120, Right-of-Way Tree Pruning,with SavATree, LLC, in the amount of $48,384.00, and authorizing the Mayor and City Clerk to sign the same. Ayes- 5 - Nays- 0. MOTION: of Goodwin, seconded by Grendahl, approving the personnel actions as listed in the Personnel Report dated January 10, 2019. Ayes - 5 -Nays - 0. MOTION: of Goodwin, seconded by Grendahl,to pay the claims and bills, check registers dated December 20, 2018, in the amount of$1,427,475.10, and " December 27, 2018, in the amount of$1,138,867.30. END OF CONSENT AGENDA �' SOTH ANNIVERSARY CELEBRATION Mr.Nordquist provided history on the City's growth over the last 50 years and reviewed activities planned for the City's SOth anniversary celebration and invite'd everyone to participate. Mayor Hamann-Roland�added Orrin Thompson's message for Apple Valley was"Come to the good life". Mr.Nordquist appealed to the public to submit historic photos of the City. He thanked the Urban Affairs Advisory Committee for their work in planning the activities. Committee Members Sharon Schwartz, Tom Adamini, Walton Mahlum, and John Vegter were present. MOTION: of Grendahl, seconded by Hooppaw,proclaiming'2019 as"Apple Valley's Golden � 'SOth Year" and encouraging citizens to support and participate in the celebration. Ayes - 5 -Nays- 0. ' MOTION: of Bergman, seconded by Grendahl, approving the calendar of community activities and events for the City's SOth anniversary and the 2019—SOth Celebration Budget. Ayes- 5 -Nays - 0. MID-WINTER FEST 2019 Ms. Muelken,with Klondike present,reviewed activities planned for this year's Mid-Winter Fest celebration and invited everyone to participate in the activities. She also thanked the members of the business community who support this event. Ms. Muelken then read the proclamation. MOTION: , of Grendahl, seconded by Hooppaw,proclaiming February 2, 2019, as"Apple Valley Mid-Winter Fest 2019" and encouraging citizens to support and participate in the celebration. MOTION: of Hamann-Roland, seconded by Grendahl, adopting Resolution No.2019-5 appointing Councilmember Goodwin to serve as Acting Mayor, in the absence of - the Mayor, for the year 2019. Ayes - 5 -Nays - 0. COMMUNICATIONS , Mr. Lawell invited everyone to the 2019 Frozen Apple concerts at Bogart's Entertainment Center. CALENDAR OF UPCOMING EVENTS ' MOTION: of Grendahl, seconded�by Hooppaw, approving the calendar of upcoming events as included in the Deputy City Clerk's memo, and noting that each event listed is hereby deemed a Special Meeting of the City Council.
