CALL TO ORDER The March 6, 1991 meeting of the Apple Valley Planning Commission was called to order by Chairman Robert Erickson at 7:32 p.m. in the City Council Chambers of the City of Apple Valley City Hall. Members Present: Chairman Robert Erickson, Members Karen Edgeton, Marcia Gowling, Gene Kitzman, Alan Felkner, and Richard Carlson. Members Absent: None. Staff Present: Dennis Welsch, Meg McMonigal, Chelle Benson, and Lon Anne. Others Present: See sign -in sheet. INTRODUCTION OF NEW PLANNING COMMISSION MEMBER - Jeannine Churchill Chairman Robert Erickson introduced and welcomed Jeannine Churchill as the new Planning Commission member. 2. APPROVAL OF AGENDA MOTION: A motion was made by Member Gowling, seconded by Member Edgeto // n, to approve the agenda with the following changes and additions /Item 6A Uhde /Nelson, Inc. Rezoning from "LB" (Limited Business) to "RB" (Retail Business) - withdrawn. Item 6B - Walgreen's Building Permit Authorization - withdraw to be resubmitted at the March 20, 1991 meeting. Item 6C - Multi- Tenant Building (Blockbuster Video and Wendy's) Building Permit Authorization - withdrawn to be resubmitted at the March 20, 1991 meeting. Additions /Deletions to DISCUSSION ITEMS: Item 7A - Transportation Plan & Policies - Deletion (no report presented at this meeting) Item 7D - Annual Mobile Home Permit Process - Addition Item 7E - Industrial Study - Addition With the above additions /deletions, the agenda was approved unanimously 6 - 0. APPROVAL OF MINUTES OF FEBRUARY 20, 1991 MOTION: A motion was made by Member Gowling, seconded by Member Edgeton, to approve the minutes of February 20, 1991 as written. The motion carried 6 -0. 4. CONSENT AGENDA (One motion sends items needing no discussion on to the City Council with the staff recommendations.) - None - 5. PUBLIC HEARINGS A. Oaks of Apple Valley IV Preliminary Plat LOCATION: Between Pennock and Cedar Avenues, North of Harwell Path PETITIONER: McNamara Contracting Co., Inc. (PC91- 004 -S) STAFF REPORT: March 6, 1991 by Associate Planner Meg McMonigal Chairman Erickson opened the public hearing. Associate Planner Meg McMonigal presented a report regarding the plat for 24 single - family lots. The plat includes part of the area that was rezoned last year. The extension of Granada Avenue was officially mapped. The road ties in at the points of the official map, but the proposed alignment is slightly different, resulting in a T- intersection. Discussion revolved around the "T" intersection that was going to be placed on the road alignment, sidewalk connections, easements, and trees. The petitioner from Pioneer Engineering indicated there would be a landscaping berm on Cedar Avenue, where the utilities are and how they are going to be installed. Grading is not going to be a problem. They will try to do some mass grading, especially for the roads and some individual lot grading. Terry Maurer also discussed the Tree Preservation Ordinance and indicated they will try and work with the City Forestor. Chairman Erickson opened the public hearing for questions and comments from the floor. Hale Prosky, 13492 Granada Avenue, is opposed to the hammerhead turnaround for fire trucks. Pete Jackson, 13705 Pennock Avenue, asked about park space and stated there is not a playground in the area. Planning Commission Minutes March 6, 1991 Page 3 Helen Schultz, 13784 Greenland Avenue indicated that she remembered the City Council stating there would be no park in the area. Loretta Prosky, 13492 Granada Avenue, asked what would happen to the trees and deer in the area. It was suggested that the Department of Natural Resources be contacted. Don Romain, 405 Reflection Road, is concerned about what type of berming would occur along Cedar Avenue and would this have the same "fishbowl effect" as other areas. Mary Kay Erickson, 13660 Pennock Avenue South, wanted confirmation that the hammerhead turnaround would not be located on her property. She also wanted to know what the market values of the homes would be. Chairman Erickson closed the public hearing. No action was taken. B. Amendment to Zoning Regulations - Parking Require ments for Veterinary Clinics LOCATION: City -wide PETITIONER: City of Apple Valley (PC91- 003 -0) STAFF REPORT: March 6, 1991 by Associate Planner Scott Hickok Community Development Director Dennis Welsch presented a report dated March 6, 1994- on parking requirements for veterinary clinics. The standard shall be 1 space per 400 s.f. (gross building area). MOTION: A motion was made by Member Gowling, seconded by Member Felkner, to approve the parking requirements as outlined. The motion carried unanimously. Chairman Erickson closed the public hearing. This will be sent to the Council on March 14, 1991. LAND USE /ACTION ITEMS A. Uhde /Nelson, Inc. DISCUSSION ITEMS A. Transportation Plan & Policies - Trails (Meg McMonigal), -No report presented at meeting- B. Airport Information (Dennis Welsch) Commissioner Richard Carlson and Community Development Director Dennis Welsch will be attending the Airport Planning Meeting on March 7th. Commissioner Kitzman reported on the meeting he attended on March 5th. The meeting was very poor, nothing was accomplished, and people were very upset because of the lack of information. He stressed the importance of asking questions. Dennis Welsch responded that this is part of the environmental review process that the Metropolitan Council is going through on picking a site, so it is important to seek the necessary information. C. Conditional Use Permit - Code Update Section Al -72 (Dennis Welsch) Community Development Director Dennis Welsch led the discussion regarding the Conditional Use Permit code update. This is needed to give the City more legal leverage in the process so the City can be pro- active rather than re- active and reduce the possibilities of getting sued. The staff was directed to prepare a public hearing for this item. D. Annual Mobile Home Permit Process (Dennis Welsch) Community Development Director Dennis Welsch reported on the work of the Mobile Home Task Force. He discussed the roles and authority of each department. This will be a coordinated- effort to better these areas for the health and safety of the residents. Planning Commission Minutes March 6, 1991 Page 5 E. Industrial Study (Dennis Welsch) A discussion ensued regarding the consultants for the industrial surveys that are being done. The task is to narrow the consultants from eight (8) to three (3) at this time. The Council will review this at their next meeting. 8. OTHER BUSINESS - None - 9.
