CITY OF APPLE VALLEY
SEPTEMBER 4, 1991
1. CALL TO ORDER
The September 4, 1991 meeting of the Apple Valley Planning Commission was called to
order at 7:35 p.m. by Chairman Alan Felkner.
Members Present: Marcia Gowling, Eugene Kitzman, Alan Felkner,
Jeannine Churchill, Joe Nordlund, and James Norris
Members Absent: Karen Edgeton
Staff Present: Rick Kelley, Meg McMonigal, Scott Hickok, Lon Anne,
and Dennis Welsch
Others Present: Scott H. Nimtz
2. APPROVAL OF THE AGENDA
The agenda was approved with the Commission agreeing to delay the opening of the
Public Hearing until Meg McMonigal arrived.
3. APPROVAL OF THE MINUTES OF AUGUST 21, 1991
MOTION: A motion was made by Member Gowling, seconded by Member Kitzman, to
approve the minutes of August 21, 1991. The motion carried 4 - 0 with two members abstaining.
4. CONSENT AGENDA (One motion sends items needing no discussion on to the City
Council with the staff recommendations.)

6. LAND USE /ACTION ITEMS
A. Setback Variance to a House from an Accessory Storage
Building
LOCATION: 13617 Harwell Court
PETITIONER: Scott H. Nimtz (PC91- 046 -V)

/Air. ° li — indicated there are severe slopes on the site as well as retaining walls. Staff
recommendation was for approval with the condition of a firewall on the inside of the
accessory building nearest the garage wall.
Commissioner Nordlund asked what the floor material would be. Mr. Nimtz responded
that it will be treated wood. City Planner Hickok indicated that the uniform building code
will apply to this property since it is 144 square feet. Mr. Nimtz indicated the building is metal
sided.
MOTION: A motion was made by Member Gowling, seconded by Member Nordlund, to
recommend approval with the condition of the firewall as recommended by the Staff. The
motion passed 6 - 0.
B. Amendment to Subdivision Ordinance Establishing a Grading
Permit Procedure
LOCATION: City of Apple Valley
PETITIONER: City of Apple Valley (PC91- 045 -0)
STAFF REPORT: By Dennis Welsch, dated September 4, 1991
Dennis Welsch indicated that this amendment to the subdivision ordinance would allow
the grading permit to be in the subdivision ordinance in addition to the excavation permit in
the zoning ordinance. He asked for comments from the Commission. Chair Felkner asked if
he could set the maximum cubic of material that can be removed from a site. Commissioner
Churchill asked about the hours of operation. Welsch indicated he would check the gravel
ordinance time tables against the times indicated in this ordinance. Commissioner Nordlund
asked if there are any existing excavation permits that would be in jeopardy because of this
change. He was told there were not.
The Planning Commission agreed that this ordinance could be sent on to the Council.
5. PUBLIC HEARINGS
A. Comprehensive Plan - Revised Transportation Chapter

Associate Planner McMonigal indicated that much of the Policy Plan refers to the
streetscape management plan. She asked Project Engineer Lon Aune to briefly present the

contents of the streetscape management plan. Anne briefly presented an overview of what is
included in the plan. He briefly discussed the design and function of local streets in the
community.
McMonigal presented some of the highlights of the Transportation Plan, including the
Thoroughfare Plan, the planned roadway improvements and the planned trail improvements.
No one from the public was present to speak. The Staff requested that the public hearing be
continued to the next meeting, wherein the travel characteristics section of the plan would be
presented to the Commission.

The promotional video for the City of Apple Valley was shown to the Commission
members.
Survey and Analysis Chapter
Welsch then presented the issues associated with the Survey and Analysis section of the
Comprehensive Plan. He asked what should we do with the Survey and Analysis section.
Should we submit it to the Metropolitan Council? Commissioner Norris asked, What if we don't
submit it ?, and indicated that we should be clear as to our objectives in submitting the plan to
the Metropolitan Council. City Planner Kelley indicated that we should use the Survey and
Analysis section to meet the goals of the Comprehensive Plan. Commissioner Norris indicated
that if the Metropolitan Council has questions with the plan, we should be prepared to answer
them. Welsch continued the presentation indicating that the vast majority of the assumptions
deal with growth. He asked what happens if there is no growth. We assume that we will grow,
but the question is what rate. A general discussion ensued on the type of housing that the City
will need in the future. The tension between letting the market determine what happens, and
having a plan in place was discussed.
Welsch asked what is the portrait of the community in the future. Commissioner
Nordlund indicated that we need a good employment base. More discussion ensued.
MOTION: A motion was made by Commissioner Nordlund, seconded by Member
Gowling, to adopt an "official draft" of the Survey and Analysis Plan. The motion carried
6 -0.
MOTION: A motion was made to set a hearing on the Survey and Analysis Plan in
October by Commissioner Churchill, seconded by Member Norris. Motion carried 6 - 0.
MOTION: A motion was made to adjourn at 9:58 by Member Churchill, seconded by
Member Gowling. The motion carried 6 - 0.
