CITY OF APPLE VALLEY
SEPTEMBER 18, 1991
1. CALL TO ORDER
The September 18, 1991, meeting of the Apple Valley Planning Commission was called
to order at 7:39 p.m. by Chairperson Alan Felkner.
Members Present: Karen Edgeton, Alan Felkner, Marcia Gowling, and Eugene
Kitzman.
Members Absent: Jeannine Churchill, Joe Nordlund, and James Norris.
Staff Present: Scott Hickok, Rick Kelley, and Meg McMonigal.
Others Present: Steve Hansen (ISD #196)
2. APPROVAL OF THE AGENDA
The agenda was approved with the Commission agreeing to delay the continued hearing
for the Comprehensive Plan Transportation Chapter and the discussion of the
Zoning /Comprehensive Plan consistency issues until Meg McMonigal arrived from class.
3. APPROVAL OF THE MINUTES OF SEPTEMBER 4, 1991
MOTION A motion was made by Member Cowling, seconded by member Kitzman, to
approve the minutes of September 4, 1991. There was some discussion regarding item number
6 on page 2; it was determine that "He" should be changed to "Mr. Hickok ". The motion to
approve the minutes as so amended carried, with one abstention (Member Edgeton).
4. CONSENT AGENDA (One motion sends items needing no discussion on to the City
Council with the staff recommendations.)
None.

Mr. Kelley reviewed the staff report of September 18, 1991, describing the proposed
parking lot revisions. A drop -off lane for parents driving their children to and from school
would be constructed on the north side of the school. This area currently contains a service
drive and loading area; the driveway would be widened, parking stalls added, and a cul -de -sac
turnaround with a landscaped center island constructed. Schoolchildren would enter through
an existing door to a multi - purpose room, which would act as a staging area before and after
school hours. A concrete sidewalk would be installed from this door all the way to the
sidewalk along Gardenview Drive.
Steve Hansen, from Independent School District No. 196, was present to answer questions.
He indicated that they also intend to relocate an existing tree by the driveway to the cul -de -sac
island.
Mr. Kelley asked about the trash dumpsters located by the loading area. Mr. Hansen
indicted that they would be happy to erect a screening wall around them.
MOTION: A motion to recommend approval of the authorization for the parking
lot /drop -off lane was made by Member Gowling, seconded by Member Edgeton. The motion
carried 4 -0.

B. Survey and Analysis Chapter Revisions
Mr. Kelley stated that after last meeting's discussion, a public hearing would be scheduled
for this fall. He asked if there were any other thoughts concerning some of staff's conclusions
regarding future trends which might warrant further evaluation prior to the hearing. A brief
discussion ensued. It was the consensus of the Commissioners that no modifications were
necessary prior to the hearing.
Associate Planner McMonigal arrived.
5. PUBLIC HEARING
A. Comprehensive Plan - Revised Transportation Chapter

The public hearing was continued as Ms. McMonigal reviewed a table illustrating average
daily traffic (ADT) for the major roads in the City. The table included numbers and
projections from the Metropolitan Council and Dakota County, with some large discrepancies
between them. A column will be added showing the ADT capacity of each road. A general
discussion ensued concerning the validity of the projections from the different agencies. It was
noted that the Metropolitan Council is concerned with the regional highway system, not local
roads. There was a discussion concerning ramp metering for the regional freeways.
Chair Felkner closed the public hearing. No action was taken. Ms. McMonigal will make
final revisions to the plan and present a recommendation at a subsequent meeting.

7. DISCUSSION ITEMS
A. Zoning /Comprehensive Plan Consistency Cases
Ms. McMonigal briefly explained the process the City has been going through to resolve
differences between zoning designations and Comprehensive Plan designations for undeveloped
property. She listed some of the remaining properties to be dealt with and suggested that all
the properties along the new C.R. #38 corridor be handled as a group in a similar fashion as
the Cedar Avenue corridor study. It was the consensus of the Commissioners that this was a
good approach. Staff will begin compiling the information on the different properties and
come back with a timetable and suggested methodology.
C. City and County Service Consolidation Update
Mr. Hickok made a presentation concerning a task force made up of representatives from
several cities and Dakota County which has been looking at several areas where joint efforts
may result in reducing the cost of services through economies of scale, or provide new services
at a low cost. These areas include surface water quality, subsurface (aquifer) water quality and
extraction, commercial /industrial recycling, health and sanitation, and housing maintenance.
He elaborated on a current program carried out in West St. Paul with the Dakota County
Housing and Redevelopment Authority (HRA) for a rental housing license and inspection
program. This particular program provides for licensing of rental residential properties and
establishes a minimum standard to which the properties must be maintained. The program is
mostly self - policing by the landlords, with HRA inspection done only on a complaint basis as
requested by a tenant. This program could serve as a model for a county -wide rental licensing
and inspection program. A general discussion ensued concerning such a rental housing program.
Concern was expressed concerning intrusion upon individual property rights and questions were
raised about whether there was currently a rental housing maintenance problem which
warranted local government involvement. Mr. Hickok indicated that at a future meeting,
Dennis Miranowski (Apple Valley Building Official) would be present to explain about a typical
housing unit's life expectancy and required maintenance.
MOTION: A motion was made to adjourn the meeting at 9:10 p.m. by Member Gowling,
seconded by member Edgeton. The motion carried 4 -0.
