Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota,
held March 4th, 1997, at 7:00 o’clock p.m., at Apple Valley City Hall.
PRESENT: Mayor Humphrey; Cou ncilmembers Erickson, Goodwin, and Sterling.
ABSENT: None.
City staff members present were: City Administrator Gretz, City Clerk Mueller, City Attorney
Dougherty, City Engineer Gordon, Finance Director Ballenger, Fire Chief Calvin, Administrative
Assistant Grawe, Community Development Director Kelley, Works Director Miranowski, and
Police Chief Willow.
Mayor Humphrey called the meeting to order at 7:00 p.m. and stated the purpose of the meeting
is to appoint an individual to fill the vacant position on the City Council created by his
appointment as Mayor. He stated that a public hearing would be conducted allowing the public
and applicants to speak. He commented on the preliminary, one-on-one, interviews the Council
conducted with the nine individuals who applied and noted that none had withdrawn their names
from consideration, but not all of them were able to be present tonight. He reviewed the process
for the appointment procedure, as outlined in a draft resolution.
Mayor Humphrey declared a public hearing open and asked each of the applicants present if they
would like to address the Council. He asked that comments be limited to five minutes each.
Those applicants present and who addressed the Council were: Wilton Anderson, Alan Felkner,
Ruth Grendahl, Joseph McNamara, Diane Nagler, John Osterhout, Fran Scharf, and Karen
Sprattler. One applicant, Jeff McCormick, was not able to be present.
After the applicants spoke, Mayor Humphrey asked if there were any comments from the public.
Lou Clark, 13119 Heritage Way, spoke in support of Ruth Grendahl. The hearing was declared
closed at 7:27 p.m.
Resolution No. 1997-45
MOTION: of Goodwin, seconded by Sterling, adopting establishing
the procedure to be used to reduce the number of candidates to be considered by
the Council for appointment to fill the current vacancy on the City Council. Ayes -
4 - Nays - 0.
The City Clerk distributed a roster to the Council containing the names of Anderson, Felkner,
Grendahl, McCormick, McNamara, Nagler, Osterhout, Scharf, and Sprattler. The Council was
instructed to mark five names. After the Council had marked the roster, The City Administrator
and City Clerk tabulated the selections. The Administrator read the results of round one. The
four names remaining were: Anderson, Grendahl, McCormick, and Sprattler.
The Clerk distributed rosters for the second round. After the Council had marked the roster, Mr.
Gretz and Ms. Mueller tabulated the selections. The Administrator stated the second round
resulted in a tie.

The Clerk distributed rosters with same four names for the third round. After the Council had
marked the roster, Mr. Gretz and Ms. Mueller tabulated the selections. The Administrator read
the results. The three names of Anderson, Grendahl, and Sprattler remained after the third round.
The Clerk distributed rosters for the fourth round. After the Council had marked the roster, Mr.
Gretz and Ms. Mueller tabulated the selections. The Administrator read the results. The two
names of Anderson and Grendahl remained after the fourth round.
The Clerk distributed rosters for the fifth round. After the Council had marked the roster, Mr.
Gretz and Ms. Mueller tabulated the selections. The Administrator read the results. The name of
Grendahl remained after the fifth round. At this point the Mayor declared the process ended and
asked for nominations.
MOTION: of Goodwin, seconded by Erickson, nominating and appointing Ruth Grendahl to
the position of Councilmember Apple Valley effective immediately. Ayes - 4 -
Nays - 0.
MOTION: of Goodwin, seconded by Sterling, to adjourn. Ayes - 4 - Nays - 0.
The meeting was adjourned at 7:45 o'clock p.m.
