NEXT REGULARLY SCHEDULED MEETINGS: Wednesday September 11, 2019 7:00 p.m. (Regular) Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. We appreciate your participation in exploring the most appropriate solution for the problem in your area. Traffic Safety Advisory Committee City of Apple Valley May 8, 2019 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman. Members Present: Linda Dolan, Charles Grawe, Fred Puente, Joe Shaw, Arthur Zimmerman Members Absent: Greg Dahlstrom, Matt Saam Consultants/Alternates Present: Brandon Anderson Others Present: Ted Hanson, Justin Heimer, Scott McQueen 2. Approval of Agenda MOTION: Mr. Grawe moved, second by Ms. Dolan to approve the agenda as presented. Motion passed 5-0. 3. Audience Items Mr. Hanson expressed appreciation and noted traffic improvements from parking restrictions established along Granite Avenue. Mr. Heimer lives in the area near Eastview High School and noted that the traffic signals can greatly delay east-west travel across town. Staff explained that the traffic signals are programmed by Dakota County and primarily timed to work in conjunction with the major intersection of Cedar and County Road 42. Due to the often-significant expense to retrofit signals to the flashing yellow, signals are being transitioned, as funding is available. 4. Approval of March 13, 2019 Minutes MOTION: Mr. Grawe moved, second by Mr. Puente, to approve the Minutes of March 13, 2019. Motion passed 5-0. 5A. Request for Parking Modifications along Whitney Drive at Southview Elementary Mr. McQueen represented the School District and explained there are stacking issues along Whitney drive at student pick-up time. The School recently expanded and reconfigured its parking lot to accommodate more parent pick- ups, but stacking continues to spill out onto the roadway. He suggested creating a right-hand turn lane that could accommodate the stacking. The group discussed various ways to incent the parents to use the many available parking stalls on the School property, rather than stacking onto the roadway. 5B. Request for Parking Modifications along 142nd St West at Scott Highlands_ Middle School Mr. McQueen presented a similar roadway stacking issue on 142nd Street bordering the Scott Highlands Middle School. The complicating factor is that the stacking occurs very near an MVTA bus stop. Vehicles approaching from behind the MVTA buses are shielded from view and there have been accidents involving stacked cars. Staff agreed to contact the MVTA about relocating the bus stop or scheduling the route not to pick-up at that location during school pick-up. 5C. Request for Stop Sign at 1491h St W and Echo Way Mr. Anderson said that consistency within the neighborhood is important. There are no yield signs at similar intersections in the surrounding neighborhood. Changes to nearby County Road 42 may have caused a shift in traffic patterns on the roadway. Staff said traffic volume data would be collected for additional study. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns There were no additional concerns. Public Works Concerns There were no additional concerns. 6B.Educational Issues and Grant Opportunities Ms. Dolan said she is working with Greenleaf Elementary to implement the $400 AAA mini-grant for reflective flashing lights for elementary school children to attach to backpacks or belts when walking to school. 7.
