Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman. Members Present: Linda Dolan, Charles Grawe, Fred Puente, Matt Saam, Joe Shaw, Arthur Zimmerman Members Absent: Greg Dahlstrom Consultants/Alternates Present: Brandon Anderson, Jodie Scheidt Others Present: 2. Approval of Agenda MOTION: Ms. Dolan moved, second by Mr. Puente to approve the agenda as presented. Motion passed 6-0. 3. Audience Items There were no audience items. 4. Approval of January 9, 2019 Minutes MOTION: Mr. Grawe moved, second by Mr. Puente, to approve the Minutes of January 9, 2019. Motion passed 5-0. Mr. Saam abstained. 5A. Crosswalk Request North of AVHS at 1401h St and 1371h St Mr. Anderson received a request for a mid-block crossing north of Apple Valley High School across 1401h Street. Due to the high traffic volume on 1401h Street, the Minnesota Manual on Uniform Traffic Devices and the City's Public Work's policy do not recommend a mid-block crossing. The crossing location is also relatively close to the signalized crossing at Hayes, which is a much safer location for pedestrians to cross. The consensus of the group was that the location would not be a safe place for a crossing without significant changes to the roadway design. 5B. Request for Three-Way Stop and Pedestrian Signage at Everest and 1481h St Mr. Anderson received a request for a three-way stop at an intersection of public streets within the Uponor campus of buildings. There is no signage at the intersection currently. Mr. Anderson said the recommended stop configuration would depend on the traffic volumes. He does not have traffic counts at this time and casual observation does not reveal a dominant volume "leg" of the intersection. He said he will continue to study the intersection for traffic volumes to determine appropriate signage. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns There were no additional concerns. Public Works Concerns Mr. Grawe noted that staff is attempting to work with the apartment property owners along Germane to reduce the amount of on-street parking before proceeding to no-parking designations. The concern is that parking restrictions could move the problem to adjoining neighborhoods, rather than solving it. 6B.Educational Issues and Grant Opportunities Ms. Dolan said the City received a $400 AAA mini-grant for reflective flashing lights for elementary school children to attach to backpacks or belts when walking to school. Mr. Saam reported the City received a federal grant for nearly $200,000 for a HAWK pedestrian crossing system to be installed across Galaxie Avenue near Greenleaf Elementary School. 7. Adjourn MOTION: Mr. Grawe moved, second by Mr. Saam, to adjourn. Motion passed 6-0. Meeting was adjourned at 7:30 p.m.
