Approve minutes of special meeting of May 9, 2019.
SUMMARY:
The minutes of the special Economic Development Authority meeting are attached for your
review and approval.
BACKGROUND:
State statute requires the creation and preservation of meeting minutes which document the
official actions and proceedings of public governing bodies.

Minutes of the special meeting of the Economic Development Authority of Apple Valley, Dakota
County, Minnesota, held May 9, 2019, at 7:00 p.m., at Apple Valley Municipal Center.
PRESENT: Commissioners Bergman, Goodwin, Grendahl, Hamann -Roland, Hooppaw and
Johnson.
ABSENT: Melander
City staff members present were: Executive Director Tom Lawell, City Attorney Mike Dougherty,
Community Development Director Bruce Nordquist and Department Assistant Joan Murphy.
Meeting was called to order at 7:37 p.m. by President Hooppaw.
APPROVAL OF AGENDA
MOTION: of Hamann -Roland, seconded by Grendahl, approving the agenda. Ayes - 6 - Nays - 0.
CONSENT AGENDA
MOTION: of Grendahl, seconded by Hamann -Roland, approving the minutes of the meeting of
April 25, 2019, as written. Ayes - 6 - Nays - 0.
CLOSE MEETING - ATTORNEY-CLIENT PRIVILEGE
MOTION: of Grendahl, seconded by Hamann -Roland, to enter into a closed meeting and
convene in closed session to discuss the interest in acquiring property at 5751 — 150th
Street W. Ayes - 6 - Nays - 0.
The closed meeting took place in the Regent Conference Room at 6:38 p.m. In attendance were
President Hooppaw, Commissioners Bergman, Goodwin, Grendahl, Hamann -Roland and Johnson;
City Administrator Lawell, City Attorney Dougherty, Community Development Director Nordquist
and Department Assistant Murphy. The meeting was tape recorded as required by law. The EDA
reconvened in open session at 7:53 p.m.

Redevelopment Funding Applications

ACTION REQUESTED:
1. Authorize staff to submit application to DEED for Redevelopment Program.
2. Authorize staff to submit Redevelopment Incentive Grant (RIG) to Dakota County
CDA.
SUMMARY:
Staff seeks authorization to submit applications for redevelopment funds which are due or
available on August 1, 2019. Staff became aware of these resources in early July as changes
to each program were announced.
The Department of Employment and Economic Development (DEED), has a Redevelopment
Grant and Loan program for sites which require remediation. The program's focus has subtly
changed to allow for site which require soil correction and stabilization. This change allows
staff to pursue funds for the site known as the Scannell property. The site has buried concrete
debris which require soil stabilization prior to construction. This limitation has caused the
site to remain undeveloped, which staff is seeking to remedy through a redevelopment
program application.
The Dakota County Community Development Agency (CDA) has funded the
Redevelopment Incentive Grant (RIG) program for many years, and the City has been the
recipient of these funds for several projects. Examples include the public parking lot in
Central Village and the street signals at 147th and Johnny Cake Ridge Road.
The RIG program has been amended this year and allows year round application, with the
application released August 1, 2019 and accepted monthly. Changes include the focus on
improvements to site infrastructure and land acquisition. The redevelopment of Time Square
has been impacted by large infrastructure improvements including storm water. The
application would seek to assist with correction of storm water activities and/or acquisition
of the property with the intent to redevelop the site with storm water improvements.
BACKGROUND:
The Scanell property has been vacant for approximately 8 years since Hanson Concrete
vacated the site. Several development proposals have been evaluated for the site, but have
been hindered by buried concrete and steel rebar, making the soils unstable for foundations.
The City has stabilized a portion of the property in conjunction with a roadway project, but
the remainder of the site requires stabilization. Working with the property owners staff hopes
to leverage resources through DEED.
Time Square is Apple Valley's first shopping center at 50 years old. Storm water and other
private infrastructure on the site requires updating to facilitate redevelopment of this key
comer in the downtown. The Dakota County CDA has recently adopted changes to the RIG
program which fit the scale and scope of the redevelopment of Time Square. The first round
of applications is due September 1, 2019 and if approved would be awarded in January
2020.
BUDGET IMPACT:
The applications for each project are required to be submitted by the City or EDA, however
the project match required would be leveraging private resources. Obtaining these resources
is highly competitive, would allow redevelopment at these sites, and advance redevelopment
where it is not presently advancing. If funds are awarded for either or both programs, the
City/EDA is required to accept the resources at a future time for redevelopment to proceed.
