HomeMy WebLinkAbout01/03/2019The Parks and Recreation Advisory Committee (PRAC) is an appointed committee of the City Council of volun- teer citizens. The purpose of the PRAC is to advise and make recommenda- tions to the City Council concerning parks, recreation, open space, and trail issues. In addition, the PRAC provides input to City staff, acting as an advisory board on community interests concern- ing recreation and parks. ORGANIZATION The PRAC consists of seven (7) mem- bers. The members are appointed by the City Council for three (3) year terms. The Chairperson and Secretary are elected annually by the committee members at an "organizational meeting" typically held in March. Meetings are held the first Thursday of January, March, May, September, and Novem- ber, with additional meetings called as needed throughout the year, MEMBERS' ROLE The PRAC's work covers a broad range of issues which must be acted upon in a timely manner. Occasionally, the formation of "task force" or "study groups" becomes necessary to look into or work further on more complex issues. Participation in these groups is voluntary. PARK DEDICATION The City has enacted an ordinance under Minnesota law which grants a community the authority to receive land or cash in lieu of land for purposes from residential and commercial/industrial developers. This dedication is set depending on the size of the proposed development and whether it is a residential or commercial/industrial development. If the amount of land is not sufficient to support a park, a cash dedication is accepted. The amount of the cash dedication is based on the type of residential or commercial/ industrial unit. The Committee annually reviews dedication funds. The cash collected goes into a fund for purchase and/or development of parks through- out the community. COMPREHENSIVE PLAN GUIDE Required by the Metropolitan Council, the City maintains a "Comprehensive Guide Plan" for the city. One segment of the plan includes parks. Neighbor- hood service areas are defined to help determining what park needs might be for each portion of the City. A complete copy of the Plan is available on the City's web site at www.ci.apple vallev.mn,us. 2018 MEETINGS Meetings were held January 4, March 1, May 3, July 19, September 6, and November 1. Agenda Items — Division Updates and 2019 Fee Schedules — Park Maintenance Parks Superintendent Endres reviewed past, current and future duties of the Park Maintenance division. -1of3- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 1, 2018 ITEM 5.A.l.a. Agenda Items — Division Updates and 2019 Fee Schedules — Palomino Playground Palomino Park currently has both a two to five year old and five to twelve year old playground structures. Park Superintendent Endres provided photos showing the wooden barriers placed on the smaller structure after the slide tube was removed. The structure is 32 years old, the manufacture is no longer in business, and parts are no longer available. Discussion included replacement, need for a second structure, funding, and neighborhood demographics. MOTION: by J. Montgomery, seconded by B. Montgomery, recommending removal of the outdated playground structure and repuiposing the area as green space. VOTE: Yes — 6, No — 0 ITEM 5.A.2. Agenda Items — Division Updates and 2019 Fee Schedules — Arenas Arena Manager Clu-istianson reviewed the 2018-2019 fees and recommended no changes for the 2019-2020 season. MOTION: by B. City of PARKS & RECREATION ADVISORY Apple COMMITTEE MEETING DATE: January 3, 2019 SECTION: Valley Regular Agenda ITEM DESCRIPTION: Redwood Pool season end date STAFF CONTACT: DEPARTMENT/DIVISION: Susan Muelken, Recreation Manager Parks and Recreation Department Action Requested Motion recommending the season end date for the Redwood Pool season. Summary Staff is seeking Committee recommendation on when to close the Redwood Pool for the season. The Redwood Community Center building and pool were donated to the City in the 1960's. The Parks & Recreation Department has been running it since that time. The Apple Valley Family Aquatic Center opened in 1999. Until 2014, both pools would run concurrent seasons, closing for the season on the same date. That date has traditionally been the last Sunday in August, the weekend before Labor Day. With college age staff returning to school, adequate numbers of personnel have not been available to safely operate AVFAC. Redwood Pool requires a much smaller staff, but to be consistent, it would close on the same date. Visitor numbers tend to be smaller late in August due to other area opportunities for people to spend their leisure time like the State Fair, family vacations and preparing for the start of a new school year. In 2014, a decision was made to extend the Redwood Pool season by an extra week. The thought was that families could use Redwood Pool as an option to swim one more week and use any punches left on their aquatic punch cards. Staff has compiled the data for the extra week for the past four years. Taking into account the number of swimmers, staff costs and end of year maintenance processes, a committee recommendation is sought regarding the length of Redwood Pool season. Should it close the same time as AVFAC or continue for one week after AVFAC closes? Motion to set the Revised 2019 Parks & Recreation Advisory Committee regular meeting schedule, in accordance with adopted policy, on the first Thursday of January, March, May, and September, moving the November meeting to the second Thursday of the month, and adding July 18, 2019. 2. Motion to set a special informal meeting on Thursday, February 14, 2019, beginning at 5:30 p.m. at the Apple Valley Municipal Center, as a joint City Council and Parks and Recreation Advisory Connnittee meeting to discuss the pickleball program. Summary By City Resolution, the Parks and Recreation Advisory Committee shall meet and hold meeting on the first Thursday in January, March, May, September, and November each year. Special meetings may be called by the Chair as needed. City Council has asked the Committee to attend a Thursday, February 14, 2019, informal meeting to discuss the pickleball program. To accommodate City Council's meeting schedule, the November Parks and Recreation Advisory Committee meeting will need to be moved to an alternate date. Staff recommends the second Thursday of the month, November 14, 2018. A motion to approve these dates will establish the 2019 Parks & Recreation Advisory Committee meeting calendar. Background City Resolution 2010-39 dictates the Parks and Recreation Advisory Committee meetings are held the first Thursday of January, March, May, September, and November. Meetings are held in the Council Chambers of the Apple Valley Municipal Center and broadcast on cable TV beginning at 7:00 p.m. Regular Informal meetings begin at 6:00 p.m. and are held in the Regent conference room of the Municipal Center on the same dates. Staff has proposed adding a scheduled meeting in July to cover any timely business issues and to conduct a tour of select parks, similar to the tours scheduled in previous years. Incorporating the November date adjustment, and addition of February and July meeting, the 2019 Parks and Recreation Advisory Committee meeting schedule will be as follows: 2019 January 3 July 18 *third Thursday February 14 *special informal September 5 March 7 November 14 May 2
