HomeMy WebLinkAbout04/17/2018 CITY OF APPLE VALLEY LEBANON CEMETERY ADVISORY COMMITTEE April 17,2018 Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley, Dakota County, Minnesota,held Apri117,2018,at 2:00 p.m. at Apple Valley Municipal Center. PRESENT: Nancy Anderson, Tim Anderson, David Brueshoff, Jay Hoekstra, Dave Kemp, Alan Kohls ABSENT: Tanya Grawe City staff inembers present were: Public Works Director Matt Saam, Cemetery Supervisor Mike Glewwe, and Cemetery/Public Works Coordinator Cheryl Crroves. 1. CALL TO ORDER The meeting was called to order at 2:04 p.m.by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of Hoekstra, seconded by Brueshoff, approving the agenda for today's meeting as written. Motion passed unanimously. 3. AUDIENCE— 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES—January 16, 2018 MOTION: of Hoekstra, seconded by Kemp, approving the minutes of the January 16, 2018, meeting. Motion passed unanimously. 5. NEW/CONTINUED BUSINESS A. Appointment of Cemetery Advisory Committee Tim Anderson and David Kemp were reappointed by City Council on February 22, 2018, to terms expiring Mazch 1,2021. B. Election of Officers MOTION: of N. Anderson, seconded by Kemp, opening the nomination for officers. Motion passed unanimously. Chair Kohls asked for nominations for Chair. Committee Member Brueshoff norminated Alan Kohls for Chair, and T. Anderson nominated David Kemp. There were no further nominations. The Cemetery Advisory cominittee held a secret vote on the appointment of Committee Chair. Due to tie votes, three separate votes were taken. In the final vote, Committee Member Alan Kohls received four(4) votes, Committee Member David Kemp received two (2)votes. Chair Kohls asked for nominations for Secretary. Committee Member Hoekstra nominated David Brueshoff. There were no other nominarions. MOTION: of Hoekstra, seconded by N. Anderson, closing the nomination for election of officers. Motion passed unanimously. MOTION: of T. Anderson, seconded by Kemp, appointing Alan Kohls Chair and David Brueshoff Secretary of the Lebanon Cemetery Advisory Committee for 2018. Motion passed unanimously. C. Cemetery Improvements Mr. Saam provided a brief update on the status of the Master Plan, stating that it had not been finalized. He went on to say that two major projects are scheduled to take place in Lebanon Cemetery this construction season. One will be the construction of the east entrance into the cemetery. The other is the extension of the boundary fence azound the remaining perimeter of the cemetery. D. Activity Report MOTION: of Kemp seconded by N. Anderson, accepting the Activity Report for First Quarter. Motion passed unanimously. E. Maintenance and Grounds Update Mr. Glewwe reported that maintenance activities include plowing and salting of the parking area and roadway; removal of dead or deteriorated floral arrangements; and filling of settled areas. The spring schedule includes irrigation start-up; water on to the hydrant; spring fertilizer application and flower planting; refurbishing of landscape areas and seeding. F. 2018 Budget Process Mr. Saam explained that approximately $400,000 in improvements are planned for the cemetery this year. These include the construction of the east entrance and interior road improvements, as well as the extension of the perimeter fence. Signage at the corner of Embry Path and CSAH 42 is planned to replicate that at Pilot Knob Rd and CSAH 42. Additional lighting within the cemetery is planned to be installed with the road improvements. The work is anticipated to be complete by fall. 6.
