Adjourn Next Regularly Scheduled Meeting Date: October 15,2419 CITY OF APPLE VALLEY LEBANON CEMETERY ADVISORY COMMITTEE April 16, 2019 Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley, Dakota County, Minnesota, held April 16, 2019, at 2:00 p.m. at Apple Valley Municipal Center. PRESENT: Nancy Anderson, Tim Anderson, David Brueshoff, Jay Hoekstra, Dave Kemp, Alan Kohls ABSENT: Tanya Grawe City staff inembers present were: Public Works Director Matt Saam, Cemetery Supervisor Mike Glewwe, Streets Supervisor Jeff Lathrop and Cemetery/Public Works Coordinator Cheryl Groves. 1. CALL TO ORDER The meeting was called to order at 2 p.m. by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of J. Hoekstra, seconded by D. Kemp, approving the agenda for today's meeting as written. Motion passed unanimously. 3. AUDIENCE— 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES —January 15, 2019 MOTION: of D. Brueshoff, seconded by N. Anderson, approving the minutes of the January 15, 2019, meeting. Motion passed unanimously. 5. NEW/CONTINUED BUSINESS A. Appointment of Cemetery Advisory Committee Tanya Grawe and Jay Hoekstra were reappointed by City Council on February 28, 2019, to terms expiring March 1, 2022. B. Election of Officers MOTION: of D. Kemp, seconded by J. Hoekstra, opening the nomination for officers. Motion passed unanimously. Chair Kohls asked for nominations for Chair. Committee Member J. Hoekstra noininated Alan Kohls for Chair. There were no further nominations. Chair Kohls asked for nominations for Secretary. Committee Member T. Anderson nominated David Brueshoff. There were no other nominations. MOTION: of T. Anderson, seconded by D. Brueshoff, closing the nomination for election of officers. Motion passed unanimously. MOTION: of T. Anderson, seconded by D. Kemp, appointing Alan Kohls Chair and David Brueshoff Secretary of the Lebanon Cemetery Advisory Committee for 2019. Motion passed unanimously. C. Cemetery Improvements Bids were received for installation of the decorative fence around the remaining perimeter of the cemetery and the corner monuinent at Embry Path and County Road 42. Pember Company was the low quote on this project. In addition, a sidewalk from the west to the proposed shelter location south of the parking lot is planned for this year. Staff is working with a private donor to build a shelter for offsite burials and a place for personal contemplation. The intent is to have the sidewalk and paved area around the shelter be ADA compliant with an appropriate ramp and ability to easily move a casket. D. Activity Report MOTION: of N. Anderson seconded by D. Brueshoff, accepting the Activity Report for First Quarter. Motion passed unanimously. E. Maintenance and Grounds Update Work crews have been busy plowing and salting the roadway and parking lots this winter. The wet ��round conditions have made for a muddy mess even with the mud mats. Once the weather clears, staff will have lots of restoration and top dressing to do in the new graded areas and the winter burials lots. Sand is used to fill graves in winter until spring when they can be tamped and top dressed with soil. F. 2019 Budget Process Mr. Saam provided infonnation on funded projects planned for the cemetery in 2019. There are funds available this year to install the walkway from the west side of the center area of the cemetery to just south of the parking lot. Security cameras will be installed on the light poles. Committee members discussed the merits of placing signage regarding video surveillance. Mr. Kemp commented that it can be a two edged sword where family and visitors may feel uncomfortable being watched and it can serve as a deterrent to vandals. Additional improvements include more trees and irrigation to be installed around the perimeter of the cemetery this year. The berm along the southern border of the cemetery will be sprayed again prior to planting native grasses and wild flowers. A gate is planned to be installed at the County Road 42 entrance to encourage use of the Embry Path entrance as a safer means of accessing the cemetery. 6. COMMUNICATIONS / UPDATES Members reviewed Lebanon Cemetery article from the Spring/Summer 2019 Citv News. 7. OTHER BUSINESS Mr. Kemp provided information about green burial and all natural burial at Resurrection Cemetery. There was discussion on the different types of natural burials. 8. ADJOURN MOTION: of J. Hoekstra seconded by N. Anderson, to adjourn the meeting. Motion passed unanimously.
