Chair Schulz called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of
Allegiance.

ITEM 5.A. Agenda Items — Introduction of New Committee Member
The Committee welcomed Mark Schori. He was appointed to the Parks and Recreation
Advisory Committee by City Council May 23, 2019. He is a long-time resident of Apple
Valley. His term is set to expire March 1, 2022.

ITEM 5.11. Agenda Items — Inclusive Play
South of the River Inclusive Playground Coalition members Tara Nelson and Monica Joubert
presented information encouraging the committee and staff when designing playground
structures to consider inclusion opportunities in those structures. Ms. Nelson defined
inclusive playground vs. accessible. The coalition's goal is to educate, advocate for, and help
create a plan for destination playgrounds that include inclusive recreational facilities.
Landscape Structure representative Brent Alltergot of Flagship Recreation covered A Higher
Level of Inclusive Play presentation of facts — play is a basic human right, people with
disabilities are the nation's largest minority group and the only group which anyone can join
at any time, and 1 in 5 Americans have a disability. He also defined Inclusive as "play for
all."
Gideon Pond in Burnsville, King Park in Lakeville, Bielenberg Sports Complex in
Woodbury, and Wood Ridge Park in Cottage Grove currently have inclusion sites.
Staff will continue to have conversations and come up with a strategy to move forward with
the concept of inclusive play.
ITEM 5.C. Agenda Items — Quarry Point Park Field #4
Parks Superintendent Endres provided an overview of the fencing project taking place in
October 2019 at Quarry Point Park on field #4 to reduce the number of foul balls hit into
backyards of the homeowners to the west.
ITEM 5.1). Agenda Items - Apple Valley Family Aquatic Center Update/New Tot Area
Recreation Manager Muelken reminded the Committee of the March 2019 approved motion
recommending staff move forward on the addition of a feature at Apple Valley Family
Aquatic Center in lieu of slide resurfacing. Staff has worked with Webber Recreation and
Design to create a play area plan.
Recreation Supervisor Skinner reviewed a working model of the plan to replace the existing
wet play area, which is original to the facility built twenty-three years ago, with something
for the under -five to eight year old age groups. The new area will have a recirculating water
system. Project timeline is for completion in the spring and available with the 2020 aquatic
season. Discussion included cabana aesthetics, adjustment is sizes, and increase in
reservations from 2018 to 2019.
ITEM 5.E. Agenda Items — Alimagnet Disc Golf Update
Director Bernstein presented an Alimagnet disc golf history timeline to date. Staff met at
Alimagnet Park with park neighbors and disc golf members July 10, 2019. Staff has

evaluated the comments from the disc golf players, neighboring residents, as well as council
members, and determined at this time to recommend not modifying the existing golf course
located at Alimagnet Park. Staff will continue to look for possible opportunities such as
modification of the existing course, relocation of the course, and partnership with
neighboring communities.
Discussion included current issues with the disc golf course and its projected increase in
popularity. Director Bernstein suggested taking a hard look at Alimagnet and its components
and functionality.

Alimagnet disc golf course.

ITEM 5.F. Agenda Items — Pickleball Status Report
Director Bernstein reported a tremendous growth in pickleball play, an updated report
regarding pickleball was presented at the August 8, 2019 informal council meeting. Staff has
been directed to investigate relocating the courts to Johnny Cake Ridge Park. A pickleball
design meeting, including pickleball players, is planned for September 18, 2019. Plans and
design will be prepared for bid. Construction timeline is mid -summer 2020.
ITEM 5.G. Agenda Items - Kelley Park Clock Tower
Director Bernstein presented. The Apple Valley Rotary Club donated clock tower has been
installed in Kelley Park and a formal dedication was held on site Saturday, August 24 2019.
The clock replaces a non-functioning water fountain on the south side of the park. The Park
Maintenance crew was recognized for their construction work. The Committee thanked the
Rotary Club for their donation.
ITEM 6. Division Updates —
Updates were presented in the agenda packet for informational purposes. Staff clarified
removal of the Palomino tot playground was completed, but the larger play structure remains
in the park.

adjourned.

Attached for review are development plans for the Applewood Pointe senior cooperative
development, located at the northeast corner of Pilot Knob Road (CSAH31) and McAndrews
Road (CSAH 38). The applicant, United Properties, is requesting the following:
1. Rezoning of the 10.9 acres from "M6-A" (Multi -Family Residential/6-12 units per acre)
to "PD" (Planned Development).
2. Subdivision by plat of the 10.9-acre site into one lot and one outlot.
3. Site plan/building permit authorization to allow for the construction of a 3-4 story/98-unit
senior cooperative building.
The proposed cooperative building will wrap around the site's east and north property lines,
which abut the Valleywood Municipal Golf Course. Access to the site will be via a right-
in/right-out only intersection along McAndrews Road and a right -in only intersection along Pilot
Knob Road.
Preliminary calculations indicate that park dedication requirements for the senior development
could result in the dedication of 1.9 acres or $327,565.00.
The Planning Commission will hold public hearing for this request November 6, 2019. Staff and
the applicant will present the project to the Commission, testimony will be taken and the hearing
will be closed. The Commission will take no action on the request on the night of the hearing.

United Properties is requesting a preliminary plat, site plan review and rezoning to
planned development for the November 611 Apple Valley Planning Commission
Meeting. We are proposing a 4 story 98 unit senior cooperative along with 7 townhomes on
the northeast corner of Pilot Knob and McAndrew's roads. This is a "for sale" product with
average home sizes of 1,550 sq. ft. The building has been placed back on the site to allow for
significant green space and a nice transition from the intersection from lower to higher
density. We have also worked carefully to preserve significant buffers between our property
and the golf course —both to the north and east. Several perspectives have been included
showing minimal impact to the golf course due to the natural grades and significant existing
trees. The proposed exterior materials include a combination of high quality, low maintenance
Hardie siding, as well as cultured stone and brick.
United Properties has been in business for over 100 years and has developed 14 Applewood
Pointe Cooperatives; 1 is currently under construction and we will break ground on our 101,
AWP tl-ds winter. There is very strong demand for this product supported by a significant
(doubling) increase in. the senior population over the next 25 years,

Motion recommending Parks and Recreation staff seek plans from playground
manufactures/representatives to be used by staff and external partners to explore outside funding
sources for an all-inclusive play structure.
Summary
Staff has held follow-up meetings with a group called the South of the River Inclusive Playground
Coalition investigating the possibility of adding an all-inclusive play structure in our community.
We are seeking authorization to pursue the development of play structure plans. The plans would
be used in search of outside funding for the project.
Background
Members of the South of the River Inclusive Playground Coalition brought forward their
recommendation of an inclusive play structure at the September Parks and Recreation Advisory
Committee meeting. The objective is not only to allow persons with a wide range of abilities to be
able to access such play equipment, but to also stimulate the users' senses with activities. An
inclusive play feature is thoughtfully designed to provide a safe place where children of all abilities
can play together, and are developmentally appropriate for children with and without disabilities.
These types of play features integrate all senses and encourage social play.
After evaluating several sites, one site that checks several factors off a list of criteria is Johnny
Cake Ridge Park, next to the Activity Center. There is ample room for such a play feature, parking
is in close proximity to the potential play feature, indoor restrooms are available, and it is well
situated in our community for easy access.
Budget Impact
At this time, the Parks and Recreation Advisory Committee is not asked to pick a specific
manufacturer or indicate a budget for this project. The plan is to simply be able to provide possible
donors a viable plan that we wish to execute.

proposes leaving this consistent with 2020-2021 rates to remain competitive in the adult hockey
league market.

the installation of the Rotary clock tower at Kelley Park.

As of October 23'd we have had just over 39 inches of rain for the year. The result of this
is that the turf looks better than ever and irrigation costs will be way down.
• It has also created a challenge to keep up with the 400 acres of mowing throughout the
system.

Staff is providing highlights from the last several months of operations
Background
The Recreation Division is pleased to give you the following highlights from the last few months:
No fee changes are recommended for 2020 in the Recreation Division
An addition to our fall programming is a Bean Bag Toss League. Twenty teams are
currently registered and playing
• Fall Volleyball Leagues have 97 Women's and Co-Rec Teams participating
• The Senior Center hosted a TRIAD event with 155 seniors. TRIAD is a partnership
between law enforcement, older adults and local communities -the primary focus in on
protecting older adults from scams and fraud.
Staff is currently being hired for the warminghouses — depending on weather, rinks are
scheduled to open in late December

Motion to Approve 2020 Parks & Recreation Advisory Committee Meeting Schedule
Summary
By City Resolution, the Parks and Recreation Advisory Committee shall meet and hold meeting on
the first Thursday in January, March, May, September, and November each year. Special meetings
may be called by the Chair as needed. A motion to approve those dates will establish the 2020 Parks
& Recreation Advisory Committee meeting calendar.
Background
City Resolution 2010-39 dictates the Parks and Recreation Advisory Committee meetings are held
the first Thursday of January, March, May, September, and November. Meetings are held in the
Council Chambers of the Apple Valley Municipal Center and broadcast on cable TV beginning at
7:00 p.m. Informal meetings begin at 6:00 p.m. and are held in the Regent conference room of the
Municipal Center on the same dates.
Staff proposes adding a scheduled meeting in July to cover any timely business issues and to conduct
a tour of select parks, similar to the tours scheduled in previous years. Incorporating the addition of a
July meeting, the 2020 Parks and Recreation Advisory Committee meeting schedule will be as
follows:
