NEXT REGULARLY SCHEDULED MEETINGS: Wednesday January 8, 2020 7:00 p.m. (Regular) Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. We appreciate your participation in exploring the most appropriate solution for the problem in your area. Traffic Safety Advisory Committee City of Apple Valley September 11, 2019 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman. Members Present: Greg Dahlstrom, Linda Dolan, Charles Grawe, Fred Puente, Joe Shaw, Arthur Zimmerman Members Absent: Matt Saam Consultants/Alternates Present: Evan Acosta, Brandon Anderson, Jodi Scheidt Others Present: Katy Winecke 2. Approval of Agenda _ MOTION: Ms. Dolan moved, second by Mr. Puente to approve the agenda as presented. Motion passed 6-0. 3. Audience Items A resident expressed concerns about traffic speeds and volumes on Diamond Path between 1401h Street and Pilot Knob Road. The Committee explained that this is a County roadway, but expect this area to be studied by the County in a larger corridor study due to development. 4. Approval of July 10, 2019 Minutes MOTION: Mr. Grawe moved, second by Mr. Shaw, to approve the Minutes of July 10, 2019. Motion passed 6-0. 5A. Request for Stop Sign at 1491h St. W and Echo Way Mr. Anderson said staff conducted the traffic counts. Traffic patterns may have shifted due to restrictions added to the intersection of Embry Way and County Road 42. While the counts were not high, the higher volume was on eastbound 149th as opposed to north-south on Echo Way. Mr. Anderson recommended a yield sign at the intersection, as well as at eight other similar intersections in the surrounding neighborhood. MOTION: Ms. Dolan moved, second by Mr. Zimmerman to recommend installation of yield signs at the nine intersections. Motion passed 6-0. 5B. Request for Additional Signage on 153rd and Founders Way near Galaxie Avenue Mr. Anderson said there are concerns about wrong-way movements out of a newly-developed triangular parcel surrounded by 153rd Street, Founders Way, and Galaxie Avenue. Mr. Anderson recommended additional posted signs and street striping to clarify the one-way traffic directions for traffic exiting the site. He also recommended the private property owner consider additional signage and striping within the site. MOTION: Ms. Dolan moved, second by Mr. Zimmerman, to recommend installation of the signage. Motion passed 6-0. 5C. Request for Additional Speed Signage on Everest Avenue Mr. Anderson recommended the City utilize the temporary driver feedback signs. The group consensus was that the driver feedback signs were appropriate. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns There were no other police concerns. Public Works Concerns Mr. Anderson said he would need additional information on the exact nature of the problems experienced by residents in order to proceed with the request for parking restrictions along Hunters Way. Mr. Anderson said he is conducting a study at the intersection of 155th St. and Embry Way. 6B.Educational Issues and Grant Opportunities Ms. Dolan reminded the group that the State Toward Zero Deaths meeting is next month. Ms. Dolan asked staff to document previously addressed TSAC issues in a summary document. 7. Adjourn MOTION: Mr. Shaw moved, second by Mr. Puente, to adjourn. Motion passed 6-0.
