ITEM 5.A. Agenda Items — Ordinance Amending Park Hours
Director Bernstein presented a draft of the proposed ordinance amendment to Chapter 95,
Section 95.04. Committee was asked whether the park hours should be adjusted to allow
earlier access to the park.
MOTION: by Sullivan, seconded by Hart, recommending the proposed
amendment to Chapter 95, Section 95.04, after legal review, move
forward for City Council approval.

ITEM 5.13. Agenda Items — Proposed Amendments to Park Dedication Requirements
City Planner Tom Lovelace presented infonnation on the proposed amendments to the
statutes pertaining to the land values and persons per unit ratio currently used by the City to
detennine park dedication requirements for new development. Park dedication requirements
are based upon the parkland demand created by the use contained within each subdivision as
it relates to the generation of person -residents. City Council will conduct a public hearing to
consider the amendments May 14, 2015.
Staff recommendations to City Council include:
• Proposed reduction in the residential land values.
• Proposed increase to the industrial land values.
• Consider adding a townhouse park dedication requirement.
• Amend the persons per unit ratio to be consistent with the Met Council.
ITEM 5.C. Agenda Items — Kelley Park Amenities Discussion
Director Bernstein presented the Apple Valley Arts Foundation's request for authorization to
place a temporary storage container at Kelley Park behind the existing stage from June
through August 2015.
MOTION: by Hammill, seconded by Sullivan, recommending City Council
approval of a temporary accessory use granted to the Apple Valley
Arts Foundation for a storage container at Kelley Park to be
located behind the existing stage from June through August 2015.
DISCUSSION: Recommend investigating a more permanent structure in the
future.
VOTE: Yes — 5, No — 0
ITEM 5.1). Agenda Items — Cedar Isle Park Organized Field Use
Recreation Superintendent Breuer presented infonnation. Staff has been working on the
premise based on a previous Parks and Recreation Director's verbal agreement with the
developing Cedar Isle neighborhood that no organized sports activities would be scheduled in
the park due to its size and lack of off-street parking. Staff was made aware of unauthorized
striping of a lacrosse field within the park this year and worked with the local youth athletic
association to halt it.
The City has the capacity of over 100 play fields. Certain tunes of the year, as the youth
athletic associations wish to have additional field space for games/practices, Staff wants to
honor the commitments that were made but understands the pressure for additional fields.

MOTION: by Schulz, seconded by Hart, directing Staff to continue the current
relationship with the Cedar Isle neighborhood whereby the park is
defined as a neighborhood park, without organized sports
activities.

ITEM 5.E. Agenda Items — Quarry Point Park Soccer Field #7 Lighting
Director Bernstein presented information. Staff requested authorization to light Quarry Point
Park athletic complex's field #7 to enhance and maximize play opportunities. Field #8's
western light poles are designed to accommodate additional light fixtures to the west. Staff
recommended Park Dedication funds be used for the project.
MOTION: by Sullivan, seconded by Hammill, recommending City Council
approval of park dedication funds, not to exceed $185,000, for the
purchase and installation of additional lights on the west side of
Quarry Point Park field #8 poles and add two new poles with lights
to the west side of field #7 sized and designed for future lighting
on field #5.

ITEM 5.F. Agenda Items — Parks and Recreation Division Reports
Golf Course Manager Zinck gave a verbal update on the business growth initiatives and
getting more exposure, of the building. Past events include February's Valleywood Event &
Tournament Showcase, March's Season Pass Reception, and April's Easter Brunch.
Upcoming events include May's Clubs for Kids Giveaway and Mother's Day Brunch, as well
as Couples Events throughout the summer.
Arena Manager Christianson reported Sports Arena operations have transitioned from ice to
tennis for the summer. The Arena hosts high school practices and matches, a women's
doubles league, and VAA youth tennis program. Hayes Park Arena's turf season will
conclude May 18th and ice will be reinstalled by June 15"'. In addition to ice rentals and
camps, the Arena hosts summer ice skating lessons and public open skating.
Recreation Superintendent Breuer recapped Recreation operations. Major activities included
February's Mid -Winter Fest, Easter programs, adult athletics, and senior programs. Staff is
currently planning for summer activities such as the pool season, playground and puppet
wagon shows, Freedom Days, and youth athletic association tournaments.
Parks Superintendent Adamini reviewed the Maintenance Three Month List of Activities.
Staff includes three nationally certified playground inspectors. Turf maintenance is starting

for the season. Legion Field project has been completed, Kelley fountains are running, and
Cobblestone dock has been installed. Quarry Point Park ballfield #2 infield improvements
have been completed to improve the drainage.
ITEM 5.G. Agenda Items — Accept Resignation of Committee Member Cindy Hart
Chair Strom presented a recognition plaque to Ms. Hart and a thank you for her eight years of
service on behalf of the Committee. Director Bernstein issued a thank you on behalf of the
City, residents, and staff.

adjourned.

Action Required:
Offer a recommendation to bring forward to the City Council.
Summary:
Tradition Development is requesting that the future development of Cobblestone Lake 7th
Addition's park dedication fee be waved for reasons stated in the letter.
Background:
Throughout the course of development of the Cobblestone area, Tradition Development has
installed a dual trail and three play areas, constructed a pier (replaced), and included a future
western park.

Dear Mr. Lovelace,
This letter is in regards to the park dedication requirements for our Cobblestone Lake 7t' Addition
proposed plat. It is our understanding that our proposed plat will be required to pay park
dedication based on the City's park calculations for 37 townhomes. We'd ask that the City
amend our Cobblestone Lake Parks agreement to be inclusive of this property, there by waiving
the requirement for separate park fees. This request is based on the past history of the property
with the City of Apple Valley and the Cobblestone Lake development. We'll try to lay out the
history to the best of our knowledge, explaining the reasons for our request.
This parcel of land is commonly referred to as the Tomlinson parcel and was purchase by
Cobblestone Lake Development in 2000. This parcel was and has been part of our Cobblestone
Lake HOA documents as additional land when they were filed in early 2002. In late 2001 when
the parks agreement was finalized for Cobblestone Lake, this parcel was not covered by the
agreement as it was going to be purchased by the City to expand the existing Apple Valley East
Park. This quickly changed as the plans for Pilot Knob expansion were developed between CR
42 and 46. At this time the Tomlinson parcel was to be purchased by the City for ponding and
treatment of the storm water from Pilot Knob. During that design process we worked with the
city and county, and come up with the alternative of placing the pond on our Broback parcel
(Apple Valley East Commercial now) there by saving the City/Cournty a half mile of large storm
pipe and the cost of the buying and building a pond on the Tomlinson parcel.
Fast forward 10+ years now and here we are developing the Tomlinson Parcel into a townhome
development and dealing with the past history. We kindly ask that the park fees owed as part of
this plat be absorbed by the Cobblestone Lake Parks Agreement due to the past history on this
parcel and the fact that this neighborhood will and was initially planned to be part of the
Cobblestone Lake neighborhood.

SUBJECT: Cobblestone Lake 7th Addition Site Review
Tom, following is comments regarding the Cobblestone Lake 7th Addition site plan dated May 26, 2015.
Please include these items as conditions to approval.
General
• A right of way permit will be required for all work within public easements or right of way.
• Sewer, water and storm sewer utilities are proposed to be public. This infrastructure shall be
publicly designed and inspected.
• A pre -construction meeting shall be held prior to beginning any work on the site.
• The developer shall identify whether site utilities will be installed under private or public
contract.
Site & Grading
• The three (3) retaining walls shown on the site shall be identified to be owned and maintained by
the Home Owners Association. The walls will be located within the blanket public drainage and
utility easement, and shall not be the responsibility of the City of Apple Valley.
• Pavement section for turn lane shall match existing Dodd Boulevard.
• A Natural Resources Management Permit will be required prior to mass site grading.
• A construction entrance and perimeter silt fences shall be provided for erosion control purposes.
• Street sweeping shall be performed as necessary to address material tracking from the site.
• Slope restoration for connection of public utilities shall be provided for as soon as possible after
disruption.
Storm Sewer
• Storm water quantity and quality control has been accounted for in the regional storm water. pond
located west of the site at the intersection of 155th Street and Pilot Knob Road.
• Existing CB casting at turn lane shall be changed to Neenah R1642B and additional storm sewer
and catch basin be extended to curb line at turn lane.
Sanitary Sewer and Water Main
• It is anticipated that each townhome unit will have its own sewer and water service.
Natural Resources
• The plan indicates generic tree and shrubs. Species and locations shall be identified.
• The area is infested with invasive spotted knapweed. Care shall be taken not to transport the
plant or weed seeds from the site.
