CITY OF APPLE VALLEY
NOVEMBER 1, 1989
1. CALL TO ORDER
The November 1, 1989 meeting of the Apple Valley Planning Commission
was called to order by Chairman Robert Erickson at 7:30 p.m. in the City
Council Chanmbers of the City of Apple Valley City Hall.
Members Present: Chairman Erickson, Members Carlson, Felkner,
Kleckner, Sterling, Gowling, and Weldon.
Staff Present: Richard Kelley, Meg McMonigal, Kurt Chatfield,
and Dennis Welsch.
Others Present: Helen Schultz and Pam Ryan.
2. APPROVAL OF THE AGENDA
The agenda was approved as submitted.
3. APPROVAL OF THE MINUTES OF OCTOBER 18, 1989
The minutes of the October 18, 1989 meeting were approved with the
following changes: On page 7, change the vote in the Valley Olds case to
read "4 voted in favor and 2 abstentions."
On page 3, the last line of the page should read "Mr. Chatfield
explained that Valleywood is a special use park" instead of used park.
NOTION: With the changes mentioned above, Member Felkner moved,
seconded by Member Gowling to approve the minutes. The minutes were
approved 6 voting in favor and I abstention (Weldon).
4. CONSENT AGENDA (One motion sends items needing no discussion on to
the City Council with the staff recommendations.)
None.
5. PUBLIC HEARINGS
There were no public hearings.

6. LAND USE /ACTION ITEMS
There were no land use /action items.
7. DISCUSSION ITEMS - Verbal Reports
A. Citizen Survey - Dennis Welsch
The Planning Commission discussed the content of an upcoming citizen
survey with Community Development Director Dennis Welsch. The commission
asked that additional questions be added to the upcoming survey or future
surveys to include:
A. A question on apartment and townhouse development within the
community and the level of satisfaction with current townhouse
and apartment construction.
B. Rearrange the family income structure to include a broader base.
C. A question regarding cross community road access and support for
improved road systems; such as County Road 38.
D. A question regarding sand and gravel current and future
operations.
E. A question regarding use of the City's parks and whether they
are adequate for current needs.
F. A question regarding the need for and use of a second indoor
hockey arena.
G. A question relating to level of satisfaction with current police
service.
In addition, the commission asked that they be sent a copy of the
test survey in order to review the questions for content and meaning.
The staff stated that when a survey is in its' draft form, the staff
and the university will submit copies to the commission for their review.
B. Population - Kurt Chatfield
Kurt Chatfield provided a report on the activities of the planning
staff to establish an ongoing population and land use projection process.

C. Park Plan - Meg McMonigal
Meg McMonigal reported on the progress of the update to the parks
plan component of the Comprehensive Plan.
D. Signs /Canopies - Dennis Welsch /Meg McMonigal
Dennis Welsch presented a proposed amendment to the sign code which
would allow signage to be placed on gas pump canopies; as well as the
adjoining building.
E. Residential Energy Program - Dennis Welsch
Dennis Welsch discussed the possibilities for Apple Valley to
participate in a community residential energy conservation program with
Minnegasco and other utilities. More information will be submitted to the
Planning Commission for their review as it becomes available.
8. OTHER BUSINESS
A. Zoning Consistency Reports - Set Public Hearings as Appropriate
The Planning Commission directed the staff to establish a formal
legal hearing process for all zoning consistency cases at the next
available meeting, after each zoning consistency case has been studied by
the Planning Commission. Therefore, the next zoning consistency public
hearings will be held at the December 6, 1989 Planning Commission Meeting.
B. Street Furniture
Dennis Welsch provided an update on the staff's request and proposal
to amend the City code to establish performance standards and regulations
for placement of private improvements on the public right -of -way primarily
within the downtown. He sited the examples of news boxes, bus benches,
signs, trash containers with advertising - all of which could be placed on
the pavement or attached to City street light posts. The staff will
report back to the Planning Commission on the progress of this proposed
ordinance amendment.
C. GTS Seminars
The Planning Commission submitted applications for upcoming seminars
to be held by the Government Training Service on November 29, 1989. The
subject of the seminar would be updating the comprehensive plan.

D. Council Actions
The Planning Commission discussed the Council actions of October 26,
1989 regarding vehicle parking on residential lots.
9. ADJOURNMENT
The meeting adjourned at 8:45 p.m.
