2019 Year -End Report
Parks & Recreation Advisory Committee
ORGANIZATION
The Parks and Recreation Advisory Comnuttee (PRAC) is an appointed committee of volunteer citizens.
The purpose of the PRAC is to advise and make recommendations to City Council concerning parks,
recreation, open space, and trail issues. In addition, the PRAC provides input to City staff, acting as an
advisory board on community interests concerning recreation and parks.
The PRAC consists of seven (7) members. Members are appointed by the City Council for three (3) year
terms. The Chairperson and Secretary are elected annually by the committee members at an "organizational
meeting" typically held in March. Meetings are scheduled the first Thursday of January, March, May,
September, and November, with additional meetings called as needed throughout the year.

The PRAC's work covers a broad range of issues which must be acted upon in a timely manner.
Occasionally, the formation of "task force" or "study groups" becomes necessary to look into or work further
on more complex issues. Participation in these groups is voluntary.
PARK DEDICATION
The City has enacted an ordinance under Minnesota law which grants a community the authority to receive
land or cash in lieu of land for purposes from residential and commercial/industrial developers. This
dedication is set depending on the size of the proposed development and whether it is a residential or
commercial/industrial development. If the amount of land is not sufficient to support a park, a cash
dedication is accepted. The amount of the cash dedication is based on the type of residential or
conunercial/industrial unit. The Committee annually reviews dedication funds. The cash collected goes
into a fund for purchase and/or development of parks throughout the community.
COMPREHENSIVE PLAN GUIDE
Required by the Metropolitan Council, the City maintains a "Comprehensive Guide Plan" for the city. One
segment of the plan includes parks. Neighborhood service areas are defined to help determining what park
needs might be for each portion of the City. A complete copy of the Plan is available on the City's web site

2019 MEETINGS
Meetings were held March 7, May 2, September 5,
and November 7. Regular meetings were held in the
Municipal Center's Council Chambers and video
broadcast on Charter Communication Cable
Channel 180 starting at 7:00 p.m. Informal
meetings were held at 6:00 p.m. in the Municipal
Center's Regent Conference Room prior to each

Minutes of the November 7, 2019, Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Brent Schulz; Secretary Josh
Gaffke; Committee Members, Noel Hammill, Matthew Hinrichs, and Mark Schori; Parks and
Recreation Director Barry Bernstein; Recreation Manager Susan Muelken; Administrative
Coordinator Dorene Perkins Monn; and South of the River Inclusive Playground Coalition
members Tara Nelson, Kelly Kausel and Monica Joubert (Mrs. Dakota County International
2020); and 1 member of the public.

ITEM 1. Call to Order
Chair Schulz called the meeting to order at 7:30 p.m. Everyone took part in the Pledge of
Allegiance.
ITEM 2. Approval of Agenda
Staff requested Item 5.C. Disc Golf at Valleywood Golf Course be tabled for discussion at a
future date.
MOTION: by Gaffke, seconded by Hammill, approving the agenda tabling
Item 5.C.

ITEM 5.A. Agenda Items — Applewood Pointe Development
City Planner Tom Lovelace presented development plans of Applewood Pointe Senior
Cooperative Development for informational purpose, no action required at this time. The
property is located at the northeast corner of Pilot Knob Road and McAndrews Road. United

Properties is requesting rezoning of the 10.9 acres, subdivision by plat, and site plan/building
permit authorization to allow for the construction of a 3-4 story/98 unit senior cooperative
building. Preliminary calculations indicate park dedication requirements could result in
dedication of 1.9 acres or $327,565.
ITEM 5.13. Agenda Items — Inclusive Play
Discussion included proposed site locations and associated amenities. The Johnny Cake
Ridge Park West location, north of the Johnny Cake Activity Center, would include upgrades
to the restrooms, trail(s) from parking lot area to the play structure, and designation of
handicap parking stalls. Committee questioned the sound decibel levels anticipated from the
planned pickleball court play to the west and parking capacities.
South of the River Inclusive Playground Coalition members explained their need for a site
selection to move forward with their fund raising; efforts; potential vendors will be asked to
propose design layout based on the site topography.
Staff was asked to further evaluate sites in Apple Valley and bring back to the committee in
January more in-depth information.
ITEM 5.C. Agenda Items Disc Golf at Valleywood Golf Course - TABLED
ITEM 5.1). Agenda Items - Division Updates and 2020 Fee Schedules
Division updates were included in the agenda packet. Staff proposed a $5 increase in the
Arenas' prime -time ice rental rates and no change in Recreation fees.
MOTION: by Hammill, seconded by Gaffke, recommending approval of the
2020 fee schedules as presented.

Motion to Approve a Possible Location for an Inclusive Play Space
Summary
Staff is seeking recommendation of a possible inclusive play space location.
Background
Working with the South of the River Inclusive Play Coalition, staff along with Coalition
representatives, have evaluated several possible sites for a proposed all-inclusive play space. The
Coalition and staff worked through desired amenities and developed a list for the Parks and
Recreation Advisory Committee and Council review.
It is desired to seek a possible location to provide an opportunity for a playground designer to
outline space configurations for any potential equipment. The Coalition wishes to gain momentum
for this project by raising private donations to contribute toward this project. A site and design are
imperative to the Coalition's efforts to fundraise.

Attached you will find the proposed 2020 fee schedule for Valleywood Golf Course. We are
proposing a few changes to the fee schedule, particularly concerning season passes. As in previous
years, we request that the committee provide that the Parks and Recreation Director or designee
continue to be allowed latitude to adjust golf course fees for promotional rates as needed to be market
competitive and enhance revenue.
ACTION REQUESTED

Staff is providing highlights from the last several months of operations
Background
The Recreation Division is pleased to give you the following highlights from the last few months:
• Warminghouses opened on Saturday, December 21St as advertised. There are skating rinks
in nine parks, seven of them have staffed warminghouses.
• Lyndell Frey, Recreation Supervisor in charge of adult athletics and field scheduling has
decided to retire in mid-February. The hiring process has begun to find his replacement.
• Fall adult sports leagues finished and Winter leagues will begin in early January. Team
numbers are steady
• The Community Center is coming into the busy season with league play, open pickleball,
open badminton, open volleyball, pre-school open play, youth and family open play, youth
tournaments, room and gym rentals and more.
MID -WINTER FEST
LOCATION: Apple Valte y Community Center / Hayes Park

The 42nd annual Apple Valley Mid -'printer Fest Celebration is on its way!
The following activities are tentatively scheduled:

PARK MAINTENANCE UPDATES
• Park maintenance built a new sign for the old Teen Center. Updating it to
the Activity Center. Also installed a new trailhead sign entering the western
path at Quarry Point.
• Anew perimeter fence along with fire code compliant gates were installed
at Redwood Pool.
• New cement was installed under the gazebo shelter at JCRPE.

• New roofs at Soccer C and Legion Press box.
• Repaired sections of pathway at Diamond Path.

• Final stages of the Quarry Point backstop are wrapping up.

• Newly installed biff screen at Apple Grove with the help of an Eagle Scout.
• Flail mowing pathway edges

• Trim back planting beds and rain gardens in the park system.
• Equipment maintenance and changeover for the winter season.
