Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman. Members Present: Greg Dahlstrom, Linda Dolan, Charles Grawe, Fred Puente, Matt Saam, Joe Shaw, Arthur Zimmerman Members Absent: Consultants/Alternates Present: Brandon Anderson Others Present: 2. Approval of Agenda MOTION: Ms. Dolan moved, second by Mr. Puente to approve the agenda as presented. Motion passed 7-0. 3. Audience Items There were no audience items. 4. Approval of May 8, 2019 Minutes MOTION: Ms. Dolan moved, second by Mr. Puente, to approve the Minutes of May 8, 2019. Motion passed 5-0. (Mr. Dahlstrom and Mr. Saam abstained) 5A. Speed Concerns on 1551h Street at Embry Way Mr. Anderson said the 851h percentile speed at the intersection is less than 45 miles per hour. The resident referenced a crash incident that actually occurred in the private parking lot of a nearby business, not on the roadway. The current crash data doesn't support warrants for a traffic control. 5B. Speed Concerns at Foliage and 1571h Street Mr. Anderson said he received a request for a four-way stop sign. Warrants for a four-way stop are not currently met. Traffic studies show that even though Foliage is posted at 45 miles per hour, the 851h percentile speed is under 40 miles per hour. This indicates that excessive speed approaching the intersection is not the problem. From the accident data, the large majority of the accidents were caused by failure to yield the right-of-way. Mr. Anderson said that additional advance notification signage on 157th may help increase compliance with the existing stop sign. MOTION: Mr. Grawe moved, second by Ms. Dolan, to recommend installation of advance notice signage. Motion passed 7-0. 5C. Request for Stop Sign at 148th and Everest Mr. Anderson said the intersection is largely surrounded by the Uponor business campus. Average daily traffic volumes on one of the intersection legs is around 200 vehicles per day. As this is a T-intersection, it meets the standards for a stop sign on eastbound 148th Court. MOTION: Mr. Grawe moved, second by Ms. Dolan, to recommend installation of a stop sign as described. Motion passed 7-0. 5D. Request for Stop Sign at 149th St W and Echo Way Mr. Anderson said that changes to access onto County Road 42 may have diverted eastbound traffic to this intersection. The average daily traffic volumes on all legs of the intersection are under 200 vehicles per day. There are other similar low volume intersections in the surrounding neighborhood and those do not have stop or yield signs. As the intersection is very similar to many others in the surrounding neighborhood and no warrants are met for a control, the group consensus was to continue to monitor the traffic at the intersection. 5E. Request for Stop Sign at Footbridge and Flagstone Mr. Anderson said that there are stop signs at similar intersection within the neighborhood. The right-of-way rule would support installation of a control. Installing the stop sign would create consistency with similar intersections within the neighborhood. MOTION: Mr. Puente moved, second by Mr. Grawe, to recommend installation of a stop sign as described. Motion passed 7-0. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns A resident on Dunbar Court complained that a garbage truck was speeding on the cul-de-sac and requested a speed limit sign. Public Works Concerns A resident expressed concerns over speeds on Diamond Path between McAndrews and Pilot Knob Road. The Department is studying speeds now. A resident expressed concern about speed on Gantry Lane and requested a speed limit sign. This is a very short street section and serves no obvious benefit for non-neighborhood cut-through traffic. 6B.Educational Issues and Grant Opportunities Ms. Dolan attended a Toward Zero Deaths meeting. Mr. Saam said a new law allows cities greater discretion in the establishment of speed limits on some roadways. Ms. Dolans said the City received the $400 AAA mini-grant for reflective flashing lights for elementary school children to attach to backpacks or belts when walking to school. 7.
