PRESENT: Parks and Recreation Advisory Committee Chair Brent Schulz; Secretary Josh Gaffke; Committee Members, Noel Hammill, Matthew Hinrichs, and Mark Schori; Parks and Recreation Director Barry Bernstein; Recreation Manager Susan Muelken; Administrative Coordinator Dorene Perkins Morn; and South of the River Inclusive Playground Coalition members Tara Nelson, Kelly Kausel and Monica Joubert (Mrs. Dakota County International 2020); and 1 member of the public. ABSENT: Lisa Hiebert and Boyd Montgomery ITEM 1. Call to Order Chair Schulz called the meeting to order at 7:30 p.m. Everyone took part in the Pledge of Allegiance. ITEM 2. Approval of Agenda Staff requested Item 5.C. Disc Golf at Valleywood Golf Course be tabled for discussion at a future date. MOTION: by Gaftke, seconded by Hammill, approving the agenda tabling Item 5.C. VOTE: Yes — 5, No — 0 ITEM 3. Audience — 10 Minutes Total Time Limit — For Items Not on the Agenda No one stepped forward to speak. ITEM 4. Approval of the September 2019 Minutes. MOTION: by Hammill, seconded by Hinrichs, to approve the September 5, 2019, meeting minutes as presented. VOTE: Yes — 5, No — 0 ITEM 5.A. Agenda Items — Applewood Pointe Development City Planner Tom Lovelace presented development plans of Applewood Pointe Senior Cooperative Development for informational purpose, no action required at this time. The property is located at the northeast corner of Pilot Knob Road and McAndrews Road. United 1 of 3 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 7, 2019 Properties is requesting rezoning of the 10.9 acres, subdivision by plat, and site plan/building permit authorization to allow for the construction of a 3-4 story/98 unit senior cooperative building. Preliminary calculations indicate park dedication requirements could result in dedication of 1.9 acres or $327,565. Committee expressed interest in a direct pathway connection between the development and Valleywood Golf Course." ITEM 5.13. Agenda Items — Inclusive Play Discussion included proposed site locations and associated amenities. The Johnny Cake Ridge Park West location, north of the Johnny Cake Activity Center, would include upgrades to the restrooms, trail(s) from parking lot area to the play structure, and designation of handicap parking stalls. Committee questioned the sound decibel levels anticipated from the planned pickleball court play to the west and parking capacities. South of the River Inclusive Playground Coalition members explained their need for a site selection to move forward with their fund raising efforts; potential vendors will be asked to propose design layout based on the site topography. Staff was asked to further evaluate sites in Apple Valley and bring back to the committee in January more in-depth information. From the Coalition, Committee requested data on anticipated usage numbers. ITEM 5.C. Agenda Items — Disc Golf at Valleywood Golf Course - TABLED ITEM 5.1). Agenda Items — Division Updates and 2020 Fee Schedules Division updates were included in the agenda packet. Staff proposed a $5 increase in the Arenas' prime -time ice rental rates and no change in Recreation fees. MOTION: by Hammill, seconded by Gaffke, recommending approval of the 2020 fee schedules as presented. VOTE: Yes — 5, No — 0 ITEM 5.E. Agenda Items — Approval of the 2020 Meeting Schedule MOTION: by Gaffke, seconded by Hammill, approving the 2020 Parks and Recreation Advisory Committee meeting schedule as January 2, March 5, May 7, July 16, September 3 and November 5. Adjourn There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
