HomeMy WebLinkAbout02/27/2020 CITY OF APPLE VALLEY Dakota County, Minnesota February 27, 2020 Minutes of the regular meeting of the City Council of Apple Valley, Dakota County, Minnesota, held February 27, 2020, at 7:00 o'clock p.m., at Apple Valley Municipal Center. PRESENT: Mayor Hamann-Roland; Councilmembers Goodwin, Grendahl, and Hooppaw. ABSENT: Councilmember Bergman. City staff inembers present were: City Administrator Lawell, City Clerk Gackstetter, City Attorney Hills, City Engineer Anderson, Parks and Recreation Director Bernstein, Planner Bodmer, Police Captain Dahlstrom, Police Captain Francis, Assistant City Administrator Grawe, Finance Director Hedberg, Community Development Director Nordquist, Police Chief Rechtzigel, Fire Chief Russell, and Public Works Director Saam. Mayor Hamann-Roland called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of Allegiance led by Scout Aaron Van Arnem from Troop 293. APPROVAL OF AGENDA MOTION: of Grendahl, seconded by Hooppaw, approving the agenda for tonight's meeting, as presented. Ayes - 4 -Nays - 0. AUDIENCE Mr. Tyler Williams, Galaxie Library Branch Manager, gave an update on library services. Mr. Randy Bailey, President of the Apple Valley Seniors, commented about the organization and the Senior Center, and thanked the Council for their ongoing support. Mayor Hamann-Roland asked if anyone else was present to address the Council, at this time, on any item not on this meeting's agenda. There were no requests. CONSENT AGENDA Mayor Hamann-Roland asked if the Council or anyone in the audience wished to pull any item from the consent agenda. There were no requests. Councilmember Grendahl noted the Council will be receiving Urban Affairs Advisory Committee's 2019 Annual Report and thanked them for their contributions on the City's SOth Anniversary celebration. MOTION: of Grendahl, seconded by Goodwin, approving all items on the consent agenda with no exceptions. Ayes - 4 -Nays - 0. CONSENT AGENDA ITEMS CITY OF APPLE VALLEY Dakota County, Minnesota February 27, 2020 Page 2 MOTION: of Grendahl, seconded by Goodwin, approving the minutes of the regular meeting of February 13, 2020, as written. Ayes - 4 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, adopting Resolution No. 2020-20 accepting, with thanks, the donation of cash and prizes from various businesses toward sponsorship of the Mid-Winter Fest celebration. Ayes - 4 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, approving issuance of a lawful gambling exempt permit, by the State Gambling Control Board, to Apple Valley Sons of the American Legion, Squadron 1776, for use on July 4, 2020,November 11, 2020, and December 12, 2020, at the Apple Valley American Legion, 14521 Granada Drive, and waiving any waiting period for State approval. Ayes - 4 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, receiving the Urban Affairs Advisory Committee's 2019 annual report. Ayes - 4 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, adopting Resolution No. 2020-21 restricting parking along a portion of Germane Avenue between 127th Street W. and 128th Street W., and authorizing installation of signage. Ayes - 4 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, approving the reduction of financial guarantees for Parkside Village Galante from $150,000.00 to $20,000.00, as listed in the Community Development Department Assistant's memo. Ayes - 4 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, adopting Resolution No. 2020-22 approving plans and specifications for Project 2020-104, Garden View Drive Street and Utility Improvements; and authorizing advertising for receipt of bids, at 10:00 a.m., on March 24, 2020, via a posting on the City's website and Quest Construction Data Network. Ayes - 4 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, approving the Joint Powers Agreement with Vermillion River Watershed Joint Powers Organization for additional funding related to Alimagnet Lake Stormwater Improvement Projects, as attached to the Natural Resources Coordinator's memo, and authorizing the Mayor and City Clerk to sign the same. Ayes - 4 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, approving the Agreement for Municipal Center 2020 Remodel with Advanced Systems Integration, LLC, in the amount of $59,865.35, and authorizing the Mayor and City Clerk to sign the same. Ayes -4 - Nays - 0. MOTION: of Grendahl, seconded by Goodwin, approving the personnel actions as listed in the Personnel Report dated February 27, 2020. Ayes - 4 -Nays - 0. CITY OF APPLE VALLEY Dakota County, Minnesota February 27, 2020 Page 3 MOTION: of Grendahl, seconded by Goodwin, to pay the claims and bills, check registers dated February 5, 2020, in the amount of$868,739.26, and February 13, 2020, in the amount of$1,062,158.53. Ayes - 4 -Nays - 0. END OF CONSENT AGENDA BEYOND THE YELLOW RIBBON NETWORK Mr. Chellsen, President of the Apple Valley Beyond the Yellow Ribbon Network, recognized its Board and Committee Members. Dick Geiger Kurt Martinson, Jay Peterson, Glenn Sonne, Tom Lawell, and Bill Tschohl and from the organization were present. He also recognized Scouts from Troop 293 who help serve meals. He then provided a brief history of the Beyond the Yellow Ribbon program and services provided to veterans in Apple Valley in 2019 as well as their plans for 2020. Mr. Chellsen encouraged community members to get involved and invited those needing help to contact them. The Mayor thanked them for being an organization veterans can count on. ORDINANCE AMENDING PD-739 Ms. Bodmer gave the first reading of an ordinance amending Planned Development No. 739, by amending building setbacks along 153rd Street W. and Founders Lane. On February 19, 2020, the Planning Commission voted unanimously to recommend approval. MOTION: of Goodwin, seconded by Hooppaw, waiving the procedure for a second reading and passing Ordinance No. 1071 amending Planned Development No. 739, by amending building setbacks along 153rd Street W. and Founders Lane, as recommended by the Planning Commission. Ayes - 4 -Nays - 0. REAPPOINT EDA MEMBER. COMMISSIONERS, & COMMITTEE MEMBERS Ms. Gackstetter reviewed her memo regarding the reappointment of Commissioners and Committee Members with terms expiring March 1, 2020. She noted all members have indicated their interest in serving an additional term. The Mayor extended thanks to all Commissioners and Committee Members for their valuable services, adding the Council could not do the work it does without these committees. MOTION: of Hooppaw, seconded by Grendahl, adopting 12esolution No. 2020-23 reappointing Nancy Anderson, David Brueshoff, and Alan Kohls to the Cemetery Advisory Committee for a term expiring March 1, 2023; No. 2020-24 reappointing Lisa Hiebert and Matthew Hinrichs to the Parks and Recreation Advisory Committee for a term expiring March 1, 2023; No. 2020-25 reappointing Keith Diekmann, Jodi Kurtz, and David Schindler to the Planning Commission for a term expiring March 1, 2023; No. 2020-26 reappointing David Cherner and Jamison Kortas to the Telecommunications Advisory Committee for a term expiring CITY OF APPLE VALLEY Dakota County, Minnesota February 27, 2020 , Page 4 March 1, 2023; No. 2020-27 reappointing Greg Dahlstrom and Arthur Zimmerman to the Traffic Safety Advisory Committee for a term expiring March 1, 2023; and No. 2020-28 reappointing Pamela Sohlberg and John Vegter to the Urban Affairs Advisory Committee for a term expiring March 1, 2023. Ayes -4 -Nays - 0. COMNIUNICATIONS Mr.Nordquist provided an update on the 2020 Census; Police Chief Rechtzigel commented on the coronavirus and provided tips to keep safe; Ms. Gackstetter provided an update on the Presidential Nomination Primary on March 3, 2020; and Mr. Lawell invited everyone to the next Apple Valley � Arts Foundation Frozen Apple concert at Bogart's Entertainment Center on March 21, 2020, from 6:00 p.m. to 8:30 p.m. CALENDAR OF UPCOMING EVENTS � MOTION: of Goodwin, seconded by Grendahl, approving the calendar of upcoming events as included in the Deputy City Clerk's memo, and noting that each event listed is hereby deemed a Special Meeting of the City Council.
