Minutes of the January 2, 2020, Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Brent Schulz; Secretary Josh
Gaffke; Committee Members, Noel Hammill, Matthew Hinrichs, and Mark Schori; Parks
Superintendent Mike Endres; Recreation Manager Susan Muelken; Valleywood Golf Course
Manager Jim Zinck; Administrative Coordinator Dorene Perkins Monn; and South of the
River Inclusive Playground Coalition members Tara Nelson, Kelly Kausel and Monica
Joubert; and 7 members of the public.
ABSENT: Committee Member Hiebert and Parks & Recreation Director Bernstein
ITEM 1. Call to Order
Chair Schulz called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of
Allegiance.
ITEM 2. Approval of Agenda
MOTION: by Hinrichs, seconded by Hammill, approving the agenda as
presented
VOTE: Yes — 5, No — 0
ITEM 3. Audience —10 Minutes Total Time Limit — For Items Not on the Agenda
Resident Jim Fink expressed his support of disc golf in the south metro. He noted his
experiences at courses around the nation, dual purpose courses of golf and disc golf. He
offered his experiences and history in landscape architecture and environmental design
background to assist in designing a course.
ITEM 4. Approval of the November 2019 Minutes.
Corrections: Add to Item 5.A. last paragraph "Committee expressed interest in a direct
pathway connection between the development and Valleywood Golf Course."
Add to Item 5.B. last paragraph "Committee requested data on anticipated usage
numbers."
MOTION: by Hammill, seconded by Hinrichs, to approve the November 7,
2019, meeting minutes with corrections.
DISCUSSION: Current policy states no outside golf cars at Valleywood, and if
not for cars, then maybe walking or biking pathway. Staff would like to address

with the developer the possibility of a pathway, planting trees, meeting with
resident groups, etc.

ITEM 5.A. Agenda Items — Inclusive Play
South of the River Inclusive Playground Coalition representatives Tara Nelson and Monica
Joubert were present to seek a recommended location so they can move forward with a
design and raise funds for a play structure. Pros and cons of potential park sites were
reviewed. The Coalition envisions a site to be a truly inclusive site for everyone to go
together.
Staff has been working with a consultant on a study for potential redesign of Redwood Park.
An inclusive play area could be a component of that study. Committee asked staff to make
an inclusive play structure a part of the Redwood Park redesign plan.
Coalition representatives were asked to bring their research on potential usage numbers,
traffic, and examples of other structures back to the Committee in March.
MOTION: by Hammill, seconded by Gaffke, tabling Inclusive Play
discussions to the next Parks and Recreation Advisory Committee
meeting March 5, 2020.

ITEM 5.B. Agenda Items — Division Updates — Valleywood Golf Course
Golf Course Manager Zinck presented highlights of Valleywood's involvement with the
Public Country Club program, MGA Youth on Course program, and the Patron Card
program. The proposed 2020 golf course daily fee schedule and fee comparison of other
courses' green fees, along with proposed 2020 season pass fees and research calculations,
were reviewed. The proposed fees have been brought forth from the Valleywood Task Force
Committee.
MOTION: by Gaffke, seconded by Hinrichs, recommending approval of the
2020 Valleywood Golf Course fee schedules as presented.

Mid -Winter Fest is coming up on Saturday, February 1, 2020. The Frozen Apple Concert
Series, hosted by the Apple Valley Arts Foundation, begins with The Dweebs January 18 at
Bogart's Entertainment Center.
Warminghouses opened December 21. Weather has not cooperated and they have been
closed after only three days of operation. Johnny Cake Activity Center should re -open the
weekend of January 4. Citizens are encouraged to check for warminghouse status updates
posted on the city's website and facebook.
ITEM 8. Adjourn
There being no further business, the Parks and Recreation Advisory Committee meeting was
adjourned.
MOTION: by Hinrichs, seconded by Gaffke, to adjourn the meeting at 8:09
p.m.
