ABSENT: None. *Present via remote technology City staff inembers attending virtual meeting: City Administrator Lawell, City Clerk Gackstetter, City Attorney Dougherty, City Engineer Anderson, IT Manager Bang, Acting Parks and Recreation Director Endres, Assistant City Administrator Grawe, Human Resources Manager Haas, Finance Director Hedberg, Recreation Manager Muelken, Community Development Director Nordquist, Police Chief Rechtzigel, Fire Chief Russell, Public Works Director Saam, and Planner/Econ. Dev. Specialist Sharpe. Mayor Hamann-Roland called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of Allegiance to the flag. � APPROVAL OF AGENDA MOTION: of Grendahl, seconded by Goodwin, approving the agenda for tonight's meeting, as presented. Roll call vote: Ayes - 5 -Nays - 0. AUDIENCE Mayor Hamann-Roland asked if anyone was present to address the Council, at this time, on any item not on this meeting's agenda. No one requested to speak. CONSENT AGENDA Mayor Hamann-Roland asked if the Council or anyone in the audience wished to pull any item from the consent agenda. There were no requests. MOTION: of Grendahl, seconded by Goodwin,proclaiming Apri124, 2020, as "Arbor Day" and May 2020, as "Arbor Month", and urges citizens to become more aware of the importance of trees and to participate in tree planting programs that will ensure a green Apple Valley in the decades to come and to nurture and protect Apple Valley's treasure of trees. MOTION: of Grendahl, seconded by Goodwin,waiving the procedure for a second reading and passing Ordinance No. 1073 amending Chapter 130 of the City Code, regulating predatory offender residency. MOTION: of Grendahl, seconded by Goodwin, approving the Third Amendment to Lease Agreement with AT&T for Valleywood Water Tower antenna, as attached to the Public Works Superintendent's memo, and authorizing the Mayor and City Clerk to sign the same. MOTION: of Grendahl, seconded by Goodwin, adopting Resolution No. 2020-41 approving plans and specifications for Project 2020 Street Improvements, and authorizing advertising for receipt of bids, at 10:00 a.m., on Apri128, 2020, via a posting on the City's website and Quest Construction Data Network. MOTION: of Grendahl, seconded by Goodwin, approving the agreement for Municipal Center Second Floor Security Camera and Access Systems, with Pro-Tec Design, Inc., in the amount of$23,708.38, and authorizing the Mayor and City Clerk to sign the same. Roll call vote: Ayes - 5 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, approving Change Order No. 1 to the agreement with Advanced Systems Integration, LLC, for Municipal Center 2020 Remodel, resulting in no change to the agreement amount. MOTION: of Grendahl, seconded by Goodwin, approving Change Order No. 7 to the agreement with Fendler Patterson Construction, Inc., for City Hall - Lower Level Buildout,in the amount of an additional $3,455.75. Roll call vote: Ayes - 5 -Nays - 0: MOTION: of Grendahl, seconded by Goodwin, approving the Personnel Policy: Families First Coronavirus Response Act (FFCRA). Roll call vote: Ayes - 5 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, adopting Resolution No. 2020-42 amending the 2020 Employee Pay and Benefit Plan. Roll call vote. Ayes - 5 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin, approving the personnel actions as listed in the Personnel Report dated Apri19, 2020. Roll call vote: Ayes - 5 -Nays - 0. MOTION: of Grendahl, seconded by Goodwin,to pay the claims and bills, check registers dated March 18, 2020, in the amount of$326,013.50; and March 25, 2020, in the amount of$599,188.20. END OF CONSENT AGENDA ORDINANCE AMENDING FRONT SETBACK FOR PORCHES AND COVERED ENTRIES Mr. Sharpe gave the first reading of an ordinance amending Chapter 50 of the City Code, regulating flexible or compact dumpsters. The Urban Affairs Advisory Committee reviewed this item at its meeting on February 20, 2020, and recommend approval. MOTION: of Goodwin, seconded by Grendahl, waiving the procedure for a second reading and passing Ordinance No. 1074 amending Chapter 50 of the City Code, regulating flexible or compact dumpsters. Roll call vote: Ayes - 5 -Nays - 0. COMMUNICATIONS Mr. Lawell reminded residents flushable wipes can cause blockages in sewer lines resulting in backups: Mayor Hamann-Roland said earlier this evening the Council proclaimed April 19-25, 2020, as "Volunteer Recognition Week" and thanked all the City's volunteers, Commissioners, and Committee Members for the volunteer work they do. She then thanked all essential workers. Mr. Lawell said Tree and Shrub Sale orders will be delivered to residents' homes this year. Mr. Saam added that residents who placed orders will receive notification of this change. Mayor Hamann-Roland thanked everyone for staying in place and social distancing. Councilmember Grendahl commented on how important the parks, playgrounds, and trails are to citizens and reminded those who use them to practice social distancing and stay home if they are sick. CITY OF APPLE VALLEY Dakota County, Minnesota Apri19, 2020 Page 4 Councilmember Bergman said he has observed a large percentage of garbage cans being placed in the street instead of behind the curb and asked staff to monitor their placement. He also said he appreciates the creative chalk art on the sidewalks and driveways done by residents. Councilmember Goodwin noted residents often place their garbage cans on their driveways but ' refuse haulers return the cans to the streets after emptying them. Mayor Hamann-Roland said Vivo will reopen on April 14, 2020, and will offer on-line ordering with curbside pickup or home delivery. CALENDAR OF UPCOMING EVENTS MOTION: of Bergman, seconded by Grendahl, approving the calendar of upcoming events as included in the Deputy City Clerk's memo, and noting that each event listed is hereby deemed a Special Meeting of the City Council.
