Adjourn Next Regularly Scheduled Meeting Date: April 21, 2020 CITY OF APPLE VALLEY LEBANON CEMETERY ADVISORY COMMITTEE October 15, 2019 Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley, Dakota County, Minnesota, held October 15, 2019, at 2:00 p.m. at Apple Valley Municipal Center. PRESENT: Nancy Anderson, Tim Anderson, Tanya Grawe, Dave Kemp, Alan Kohls ABSENT: Jay Hoekstra, David Brueshoff City staff members present were: Public Works Director Matt Saam and Streets Supervisor Jeff Lathrop. 1. CALL TO ORDER The meeting was called to order at 2:01 p.m. by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of D. Kemp, seconded by N. Anderson, approving the agenda for today’s meeting as written. Motion passed unanimously. 3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES – July 16, 2019 MOTION: of D. Kemp, seconded by T. Grawe, approving the minutes of the July 16, 2019, meeting. Motion passed unanimously. 5. NEW/CONTINUED BUSINESS A. Activity Report Mr. Saam went thru the third quarter activity report. MOTION: of T. Grawe, seconded by N. Anderson, accepting the Activity Report for Third Quarter. Motion passed unanimously. B. Maintenance and Grounds Update Mr. Lathrop provided an update on the seeding and tree install work that was recently completed in the new area of the cemetery. He also informed the Committee of the intent to close the newly installed perimeter gates at both the County Road 42 entrance and the Pilot Knob entrance. This is due to the increased amount of cut-thru traffic occurring from the surrounding neighborhood. The gate closures will be advertised via the City’s website and social media platforms. C. Cemetery Development Update Memorial Shelter – Mr. Saam reported that staff will be meeting with the private donor on Monday, Oct. 28th and hope to have the agreement finalized and ready to bring to the City Council at a future meeting this fall. The design process will take place over the winter and bid next spring with the intent of completing construction in 2020. Fence Installation – Mr. Saam reported that all perimeter fencing is now in. He provided pictures that staff had taken of the new fencing. He reiterated staff’s intent to close the gates at both the County Road 42 and Pilot Knob entrances. Survey of New Areas – Mr. Saam reported that the survey of the new areas for inground burials to the east of the County Road 42 entrance and the east side of the center section of the cemetery were nearly complete. D. 2020 Meeting Schedule Mr. Saam went over the proposed meeting schedule for 2020 which included the dates of January 21, April 21, July 21, and October 20. All meetings will be held at 2pm in the Regent Conference Room at the Municipal Center. MOTION: of T. Anderson, seconded by D. Kemp, approving the 2020 Meeting Schedule. Motion passed unanimously. E. Review Proposed Revisions to General Price List for 2020 Mr. Saam went over the proposed revisions to the General Price List for the cemetery in 2020. He stated that while most items have inflationary increases of approximately 5%, some of the items have proposed increases of 10%-20%. The larger increases are based on a survey of other cemeteries in 2017. The survey found that for those items, Lebanon Cemetery was substantially lower. Instead of incorporating one large single year increase, the strategy at the time was to phase in the increases over a 3-year period. MOTION: of T. Anderson, seconded by N. Anderson, approving the Proposed Revisions to the General Price List for 2020. Motion passed unanimously. 6. COMMUNICATIONS / UPDATES Chair Kohls shared with the members that he may be doing a newspaper article on his family’s history with the cemetery land in the near future. 7. OTHER BUSINESS 8.
