TRAFFIC SAFETY ADVISORY COMMITTEE REGULAR MEETING TENTATIVE
AGENDA
July 08, 2020 - 7:00 P.M.
OPEN Public meetings are now being held in person in the Council Chambers and other meeting rooms that are open to the
public with social distancing restrictions. A limited number of attendees will be allowed in the meeting rooms to view live
meetings based on occupancy capacity using six foot social distancing requirements. Seats are first come-first serve. Due to
the limited seating, overflow standing space may be available in lobby or other nearby public meeting spaces with screens
playing the meeting live. Occupancy in these spaces will also be restricted to capacity using six foot social distancing
requirements. All meeting attendees are asked to follow the Governor's social distancing orders while in the building.

Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns
regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates
proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication
programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our
City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there
are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating
resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's
engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2)
Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability,and
financial constraints or issues may be necessary. 4) A recommendation is made. We appreciate your participation in exploring
the most appropriate solution for the problem in your area.

Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman.
Members Present: Greg Dahlstrom, Linda Dolan, Charles Grawe, Fred
Puente, Matt Saam, Arthur Zimmerman
Members Absent: Joe Shaw
Consultants/Alternates Present: Evan Acosta, Brandon Anderson

2. Approval of Agenda
Mr. Anderson requested the addition of an item on Parking on Germane
Avenue.
MOTION: Ms. Dolan moved, second by Mr. Grawe to approve the agenda as
amended. Motion passed 6-0.
3. Audience Items
There were no audience items.
4. Approval of January 8, 2020 Minutes
MOTION: Mr. Saam moved, second by Mr. Puente, to approve the Minutes
of January 8, 2020. Motion passed 5-0 (Ms. Dolan abstained).
5A. Speed Concerns at Fernando Avenue & 134Ih Street W
Mr. Anderson said there have been concerns over vehicle speeds and stop sign
violations. He noted that Johnny Cake Ridge Road was closed for
construction last summer and Fernando Avenue became a detour route for
traffic. The observed issues may have been associated with the detour traffic.
Mr. Dahlstrom said that enforcement efforts in the area did not find any
violations. Mr. Anderson recommended continued monitoring to determine if
the problems continue with the detour removed.
5B. Public Works Update on GIS/Cartegrqph TSAC Integration
Mr. Acosta demonstrated how the database of TSAC issues had been
incorporated into a digital mapping software.
5C. Public Works Update on 2020 Garden View Avenue Reconstruction Project
Mr. Anderson gave a brief overview of the upcoming project.
5D. Concerns over Parking along Germane Avenue
Mr. Grawe said a resident requested extending the parking restriction a few
yards further to the beginning of the first driveway to eliminate sight line
issues. The Engineering Division will review.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
The Police Department received reports of traffic cutting through the Zvago
site to access retail businesses to the north.
Public Works Concerns
There were no other public works concerns.
6B.Educational Issues and Grant Opportunities
Ms. Dolan said the State is conducting a study on seatbelt use. Dakota County
is focusing on encouraging safe driving by older drivers. Washington County
is testing new rumble strips for work zones.
7. Adjourn
MOTION: Mr. Puente moved, second by Ms. Dolan, to adjourn. Motion
passed 6-0. Meeting was adjourned at 8:00 p.m.
