Adjourn Next Regularly Scheduled Meeting Date: July 21, 2020 CITY OF APPLE VALLEY LEBANON CEMETERY ADVISORY COMMITTEE January 21, 2020 Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley, Dakota County, Minnesota, held January 21, 2020, at 2:00 p.m. at Apple Valley Municipal Center. PRESENT: Nancy Anderson, Tim Anderson, David Brueshoff, Tanya Grawe, Jay Hoekstra, Dave Kemp, Alan Kohls, ABSENT: None City staff members present were: Public Works Director Matt Saam, Streets Superintendent Jeff Lathrop and Cemetery/Public Works Coordinator Wendy Davis 1. CALL TO ORDER The meeting was called to order at 2:04 p.m. by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of D. Kemp, seconded by D. Brueshoff, approving the agenda for today’s meeting as written. Motion passed unanimously. 3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES – October 15, 2019 MOTION: of D. Kemp, seconded by N. Anderson, approving the minutes of the October 15, 2019, meeting. Motion passed unanimously. 5. NEW/CONTINUED BUSINESS A. 2020 Goals Mr. Saam discussed plans for the boulder area. Bids for improvements were planned for late spring with updates completed by late summer. The number of boulders will be confirmed at a future meeting. Mr. Saam reviewed the following Master Plan goals for 2020. The goals included a new boulder area with bids planning to go out in spring of 2020 and construction planned for the summer. Landscaping, maintenance and a potential paver stone pathway were discussed. Additionally, a fourth columbarium is planned for the already installed pad in the columbarium area. MOTION: by J. Hoekstra, seconded by T. Anderson to approve the 2020 Goals. Motion passed unanimously. B. Maintenance and Grounds Update Mr. Lathrop discussed the snow plowing in the area and also provided an update on the second seeding planned for the spring. Additionally, Mr. Lathrop mentioned that the new gravedigger uses smaller excavation equipment which makes post burial restoration minimal. C. Cemetery Development Update Gate Closures at Pilot Knob and County Road 42 – Mr. Saam advised the committee that the gates at County Road and Pilot Knob were closed on November 1, 2019. Mr. Saam mentioned that the original plan was to close the gate at County Road 42 only, this plan was revised to include closing the gates at Pilot Knob to eliminate cut through traffic and ease safety concerns due to the high volume of traffic on this road. Notifications were sent out to residents via social media and also posted on the City of Apple Valley website. Adding signage to the previous entry at County Road 42 was discussed, but this will need to be approved by the County. Dakota County has proposed permanently closing the entrance point at County Road 42. Memorial Shelter – Mr. Saam reported that staff met with the private donor on Wednesday, November 6 to discuss the design and construction of the Cemetery Memorial Structure. An agreement with the donor should be finalized and ready to bring to the City Council at a future meeting in early winter. The design process will take place over the winter and bid next spring with the intent of completing construction in 2020. Proposed plans should be available at the next Cemetery Advisory Committee meeting. D. Activity Report MOTION: of T. Anderson seconded by N. Anderson, accepting the Activity Report for Fourth Quarter. Motion passed unanimously. E. 2019 Cemetery Report MOTION: by J. Hoekstra, seconded by D. Brueshoff, to accept the 2019 Cemetery Report and request staff to submit it to City Council. Motion passed unanimously. 6. COMMUNICATIONS / UPDATES 7. OTHER BUSINESS Chair Kohls asked about needed updates to Fireman’s memorial. Mr. Lathrop discussed the Russell Family donation of two benches that will be installed in late spring. Mr. Lathrop mentioned that more updates to this area were being discussed. 8. ADJOURN MOTION: of D. Kemp, seconded by T. Anderson, to adjourn the meeting. Motion passed unanimously.
