Adjourn Next Regularly Scheduled Meeting Date: October 20, 2020 CITY OF APPLE VALLEY LEBANON CEMETERY ADVISORY COMMITTEE April 21, 2020 Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley, Dakota County, Minnesota, held April 21, 2020, at 2:00 p.m. at Apple Valley Municipal Center. PRESENT: Nancy Anderson*, Tim Anderson*, David Brueshoff*, Tanya Grawe*, Jay Hoekstra*, Dave Kemp*, Alan Kohls, * Present via remote technology ABSENT: None City staff members present were: Public Works Director Matt Saam, Streets Superintendent Jeff Lathrop and Cemetery/Public Works Coordinator Wendy Davis 1. CALL TO ORDER The meeting was called to order at 2:03 p.m. by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of J. Hoekstra, seconded by D. Kemp, approving the agenda for today’s meeting as written. Roll call vote: Ayes - 7 - Nays - 0. 3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES – January 21, 2020 MOTION: of D. Kemp, seconded by D. Brueshoff, approving the minutes of the January 21, 2020, meeting. Roll call vote: Ayes - 7 - Nays - 0. 5. NEW/CONTINUED BUSINESS A. Appointment of Cemetery Advisory Committee Nancy Anderson, David Brueshoff and Alan Kohls were reappointed by City Council on February 27, 2020 to terms expiring March 1, 2023. B. Election of Officers MOTION: of N. Anderson, seconded by D. Brueshoff, opening the nomination for officers. Roll call vote: Ayes - 7 - Nays - 0. Chair Kohls asked for nominations for Chair. Committee Member J. Hoekstra nominated Alan Kohls for Chair. Chair Kohls asked for nominations for Secretary. Committee Member T. Anderson nominated David Brueshoff. There were no other nominations. MOTION: of T. Anderson, seconded by D. Brueshoff, closing the nomination for election of officers. Roll call vote: Ayes - 7 - Nays - 0. MOTION: of T. Anderson, seconded by D. Kemp, appointing Alan Kohls Chair and David Brueshoff Secretary of the Lebanon Cemetery Advisory Committee for 2020. Roll call vote: Ayes - 7 - Nays - 0. C. Cemetery Improvements Memorial Shelter – Design options for the shelter were discussed. Three options were presented. Design Option 1 featured a unique cross or plus shaped skylight. While this option was liked by the committee and staff, the uniqueness of this feature adds significantly to the cost of the shelter. Other items mentioned regarding Option 1 included more windbreak needed and the contrast of the shelter color with the darker roof. Design Option 2 was presented and discussed, comments from the committee regarding the skylight on this option is simpler, providing more natural light and not as costly. The stone wall in this design is partially to incorporate hidden screens. This option has blinds/louvers that are movable. The flower beds on this design are more functional than the previous design due to the height. Design Option 3 was the final option discussed by the committee. This option was felt to be the most aesthetically pleasing and takes features from the two previously shown design options. Overall, the committee liked the lighter color scheme of this option. Mr. Kemp suggested adding caps to the flowerbeds to allow for more seating. Planned improvements such as additional columbarium structures and the addition of a water feature were also discussed as part of all plan design options. While all improvements might not be feasible at this time, these planned improvements are intended to be phased in sometime in the future. Boulder Area - Mr. Saam discussed plans for the boulder area. Bids for improvements were due to be received on April 27, 2020. The new boulder path will be separate from the existing boulder area and will be located in the SW corner of the cemetery near Pilot Knob. Mr. Lathrop mentioned that this project will be completed in phases with the loop of the trail increasing over time and including landscaping and paver stones. Mr. Lathrop also mentioned that vendors have a variety of boulder options including boulders that hold up to six sets of cremains. The new area provides the potential of adding cremation benches and other cremation options in the future. Donation of Fireman’s Memorial Area - Mr. Lathrop discussed the donation of two benches for the Fireman’s Memorial Area by the Russell family. The benches are scheduled to be installed the first week of May. Chair Kohls mentioned coordinating a thank you for the donors. D. Activity Report MOTION: of N. Anderson seconded by T. Anderson, accepting the Activity Report for First Quarter. Roll call vote: Ayes - 7 - Nays - 0. E. 2020 Cemetery Report MOTION: by D. Kemp, seconded by D. Brueshoff, to accept the 2019 Cemetery Report and request staff to submit it to City Council. Roll call vote: Ayes - 7 - Nays - 0. F. Maintenance and Grounds Update Mr. Lathrop discussed that the first round of spring cleaning occurred in early March and consisted of restoration of burial sites and general cleanup of the area. A second round of grounds maintenance that will consist of spraying for weeds, prepping for the new boulder trail and shelter with overseeding beginning in May. 6. COMMUNICATIONS / UPDATES 7.
