Adj ourn. NEXT REGULARLY SCHEDULED MEETINGS: Wednesday November 11, 2020 7:00 p.m. (Regular) Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability,and financial constraints or issues may be necessary. 4) A recommendation is made. We appreciate your participation in exploring the most appropriate solution for the problem in your area. Traffic Safety Advisory Committee City of Apple Valley July 8, 2020 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman. Members Present: Greg Dahlstrom, Linda Dolan, Charles Grawe, Matt Saam, Joe Shaw, Arthur Zimmerman Members Absent: Fred Puente Consultants/Alternates Present: Evan Acosta, Brandon Anderson Others Present: Melicia Kehneman, Kiley Simonson, Donnie Ugalde 2. Approval of A engda MOTION: Mr. Grawe moved, second by Ms. Dolan to approve the agenda as presented. Motion passed 5-0 (Mr. Zimmerman abstained). 3. Audience Items There were no audience items. 4. Approval of March 11, 2020 Minutes MOTION: Mr. Saam moved, second by Mr. Grawe, to approve the Minutes of March 11, 2020. Motion passed 4-0 (Mr. Shaw and Mr. Zimmerman abstained). 5A. Speed Concerns/ Stop Sign Request at Embry Path & 152"d Street W Mr. Anderson said there have been concerns over vehicle speeds and stop sign violations. This stretch of Embry Path runs between County Road 42 and 155th Street. In a traffic study, the 85th percentile speed was 24 miles per hour and the maximum vehicle speed was 40 miles per hour. The City has not completed the portion of the study that pertains to the stop sign request. Ms. Simonson expressed concerns about vehicle speeds and failure to yield to pedestrians. The group held brief discussion, but took no action awaiting completion of the traffic study. 5B. 157th Street at Quarry Point Park Speed Limit Concerns Mr. Anderson said there have been concerns over vehicle speeds and stop sign violations. This stretch of 157th Street runs between Pilot Knob Road and Flagstaff Avenue. Much of the land to the north is still undeveloped, creating a more open feel to the road than what will exist in the future. The City conducted a speed study. The 85th percentile speed for westbound traffic was at the posted 40 miles per hour. The 85th percentile speed for eastbound traffic was under the posted 40 miles per hour. 5C. Speed Limit Reduction Request in Briar Oaks Neighborhood Mr. Anderson said the residents have expressed concern over vehicle speeds on Gantry Lane. Given the design of the roadway and intersecting roads, this is an internal traffic pattern. There is no incentive for vehicles from outside the neighborhood to cut through. Mr. Anderson said the City will conduct a traffic study. Driver feedback signs will be erected in the meantime. 5D. 142"d Street Speed Concerns between Johnny Cake Ridge Road and Pilot Knob Road Mr. Anderson said there have been concerns over vehicle speeds for a number of years. This stretch of 142"d Street runs between Pilot Knob Road and Johnny Cake Ridge Road. Mr. Anderson suggested adding a speed limit sign and changing the school speed zone sign to a brighter color. The group consensus was to proceed with the sign changes. 5E. Gossamer Way Curve Signage Request Mr. Anderson said Gossamer Way was originally built with a cul-de-sac. About 20 years later, Gossamer Way was extended to connect to 138`h Street. The original section of Gossamer Way did not have sidewalks. The newer section does have sidewalks. This creates an area near the curve in the road where pedestrians transition from sidewalks to the roadway. Drivers do not anticipate the pedestrians transitions into the roadway. Mr. Anderson said the curve of the street warrants a curve advisory sign. Ms. Kehneman asked about pursuing a sidewalk extension. The Committee explained that sidewalk extensions require the consent of the impacted property owners and would be installed at the property owners' expense. Ms. Kehneman said she would talk with the neighbors about installing sidewalks. 5F. Driver Feedback Sign Status Mr. Anderson reviewed the areas in which the driver feedback signs had been installed on a rotational basis. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns There were no additional concerns from the Police Department. Public Works Concerns a) Mr. Anderson said there was a concern about the crosswalk located at Diamond Path and 145th Street. Diamond Path is a Dakota Count roadway and the concern was sent to the County. b) Mr. Anderson received concerns about speed and cut-through traffic on 152n1 Street by Kelley Park. The Park is a popular destination for visitors during the summer months. 6B.Educational Issues and Grant Opportunities Ms. Dolan said TZD (Toward Zero Deaths) is holding a webinar on verbal de- escalation techniques. Ms. Dolan said the annual TZD conference will be on-line this year. 7. Adjourn MOTION: Mr. Grawe moved, second by Ms. Dolan, to adjourn. Motion passed 5-0.
