PRESENT: Mayor Hamann-Roland; Councilmembers Bergman, Goodwin, Grendahl, and Hooppaw. � ABSENT: None. City staff inembers present were: City Administrator Lawell, City Clerk Gackstetter, City Attorney Dougherty, City Engineer Anderson, IT Manager Bang, Police Captain Dahlstrom, Acting Parks and Rec. Director Endres, Police Captain Francis, Finance Director Hedberg, City Elanner Lovelace, Community Development Director Nordquist, Police Chief Rechtzigel, Fire Chief Russell, and Public Works Director Saam. , � Mayor Hamann-Roland called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of Allegiance to the flag. � APPROVAL OF AGENDA , MOTION: of Grendahl, seconded by Goodwin, approving the agenda for tonight's meeting, as presented. Ayes - 5 -Nays - 0. � AUDIENCE Mayor Hamann-Roland asked if anyone was present to address the Council, at this time, on any item not on this meeting's agenda. No one requested to speak. CONSENT AGENDA Mayor Hamann-Roland asked if the Council or anyone in the audience wished to pull any item from tfie consent agenda. There were no requests. Councilmember Goodwin asked for an update on item 4.F -Applewood Pointe of Apple Valley. � Mr.Nordquist provided a brief update. MOTION: of Goodwin, seconded by Grendahl, adopting Resolution No. 2020=104 , approving 2020 Special Assessment Roll No. 670, for hearing purposes, in the total amount of$139,379.00 for delinquent utility charges, and setting the public hearing, at 7:00 p.m., on October 8, 2020. MOTION: of Goodwin, seconded by Grendahl, authorizing soliciting request for proposals for professional auditing services with receipt due by October 9, 2020, as attached to the Finance Director's memo. MOTION: of Goodwin, seconded by Grendahl, adopting Resolution No. 2020-107 directing the CiTy Engineer to prepare plans and specifications for Project 2021-108, Municipal Center Strom Water Improvements. MOTION: of Goodwin, seconded by Grendahl, approving the Agreement for Project 2020- ' 152, 2020 Hydrant Reconditioning and Painting, with B & B Commercial Coating, LLC, in the amount of$31,540.00, and authorizing the Mayor and City Clerk to sign the same. MOTION: of Goodwin, seconded by Grendahl, accepting Project 2018-156, Apple Valley Sports Arena 2019 Ice System Replacement, as complete and authorizing final payment on the agreement with Total Mechanical Systems, Inc., in the amount of $97,036.95. MOTION: of Goodwin, seconded by Grendahl, accepting Project 2019-159, Wildwood Park Court Replacement, as complete and authorizing final payment on the agreement with Dermco-LaVine Construction, Co., in the amount of$10,000.00. Ayes - 5 -Nays - 0. MOTION: of Goodwin, seconded by Grendahl, adopting Resolution No. 2020-108 amending the 2020 Pay and Benefit Plan. Ayes - 5 -Nays - 0. MOTION: of Goodwin, seconded by Grendahl, approving the personnel actions as listed in - the Personnel Report dated September 10, 2020. Ayes - 5 -Nays -0. MOTION: of Goodwin, seconded by Grendahl, approving the claims and bills, check registers dated August 19, 2020, in the amount of$1,340,822.38; and August 26, � 2020, in the amount of$2,401,888.81. Ayes - 5 -Nays - 0. END OF CONSENT AGENDA PROPOSED 2021 CITY BUDGET AND PROPERTY TAX LEVY Mr. Hedberg presented the proposed 2021 budget and tax levy. He reviewed the budget timeline. Staff recommends the Council set the public budget meeting, formerly called the Truth-in-Taxation hearing, for December 10, 2020,which is a regularly scheduled Council meeting. He reviewed the budget considerations and significant impacts for 2021. The 2021 proposed budget requires a total levy of$28,568,781, an increase of$1,187,781 or 4.34% from 2020. He pointed out that once the preliminary budget is adopted,the total levy amount may decrease,but not increase. Discussion followed. Councilmember Goodwin reminded everyone that Apple Valley property owners do not receive special assessments for street reconstruction and maintenance projects. It is important to remember the City does not assess and is not falling behind on road maintenance. Discussion continued. Mayor Hamann-Roland pointed out that residents are also not assessed for utility reconstruction projects. She added that Apple Valley's budget is stable, strong, predictable, and sustainable. MOTION: of Hooppaw, seconded by Bergman, adopting Resolution No.2020-109 approving the proposed 2021 budgets, with total revenue of$80,565,243 and � expenditures of$87,522,051, and approving the proposed tax levy collectible in 2021 of$28,568,781. TRUTH-IN-TAXATION INSERT � , Mr. Hedberg introduced this item. � MOTION: of Hooppaw, seconded by Grendahl, approving the Truth-in-Taxation notice as attached to the Finance Director's memo. Ayes - 5 -Nays - 0. TELECOMMUNICATIONS ADVISORY COMMITTEE VACANCY ; Ms. Gackstetter reviewed her memo regarding the resignation of Telecommunications Advisory � Committee Member Dave Cherner, creating a vacancy on the Telecommunications Advisory Committee with a term expiring March 1, 2023. She said the Council may wish to extend an invitation to individuals interested in serving on this Committee to submit an application to the City Clerk by October 30, 2020: An appointment could then be made in November. MOTION: of Goodwin, seconded by Bergman, accepting the resignation of Telecommunications Advisory Committee Member Dave Cherner and thanking him for his dedicated service to the City of Apple Valley, directing staff to post the Telecommunications Advisory Committee vacancy, and inviting individuals _ interested in serving on the Committee to submit an application to the City Clerk by October 30, 2020. Ayes - 5 -Nays - 0. MASSAGE THERAPY BUSINESS LA VIE SPA. INC. Ms. Gackstetter introduced this item and provided a brief summary regarding violations against the Massage Therapy Business license held by La Vie Spa, Inc., located at 7631 145th Street W. Ms. Xiaoying Huang is the sole owner and operator of La Vie Spa, Inc. . MOTION: of Hooppaw, seconded by Bergman, adopting Resolution No. 2020-110 revoking La Uie Spa, Inc.'s, Massage Therapy Business license (License MB-2019-17). ' � Ayes - 5 -Nays - 0. COMMUNICATIONS Mr. Lawell said Dakota County is conducting a County Road 42 visioning study. Residents interested in providing feedback can access a link to the survey on the City's website. � Councilmember Bergman complimented the Chamber of Commerce and thanked the businesses for the Golf Par-Tee held at Valleywood Golf Course earlier today. � , CITY OF APPLE VALLEY Dakota County, Minnesota � September 10, 2020 Page 5 Mayor Hamann-Roland commended the staff at Valleywood for providing a safe environment for attendees.
