Adjourn Next Regularly Scheduled Meeting Date: January 19, 2021 CITY OF APPLE VALLEY LEBANON CEMETERY ADVISORY COMMITTEE July 21, 2020 Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley, Dakota County, Minnesota, held July 21, 2020, at 2:00 p.m. at Apple Valley Municipal Center. PRESENT: David Brueshoff*, Tanya Grawe*, Jay Hoekstra, Dave Kemp, Alan Kohls, * Present via remote technology ABSENT: Nancy Anderson, Tim Anderson City staff members present were: Public Works Director Matt Saam, Streets Supervisor Scott Werner and Cemetery/Public Works Coordinator Wendy Davis 1. CALL TO ORDER The meeting was called to order at 2:04 p.m. by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of J. Hoekstra, seconded by D. Kemp, approving the agenda for today’s meeting as written. Roll call vote: Ayes - 5 - Nays - 0. 3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES – April 21, 2020 MOTION: of D. Kemp, seconded by J. Hoekstra approving the minutes of the April 21, 2020, meeting. Roll call vote: Ayes - 5 - Nays - 0. 5. NEW/CONTINUED BUSINESS A. Activity Report MOTION: of D. Brueshoff seconded by T. Grawe, accepting the Activity Report for Second Quarter. Roll call vote: Ayes -5 - Nays - 0. B. Cemetery Development Update Memorial Shelter – Mr. Saam informed the committee that the shelter is currently out to bid. Due to budget constraints, bid alternates were included. Some options were removed from this initial phase due to being over budget by around $140,000. These options included the water feature and also the niches built into the shelter walls. To have niches built into the shelter walls, the architect would have needed to make rows/ columns deeper which would have increased costs. However, the plan is to eventually phase in more columbaria to the south of the shelter. Bid alternates could potentially include removing concrete walkways, but staff would like to avoid this if possible. In addition, removing the movable walls and the planter beds that are over 2 feet tall are also being considered as bid alternates at this time. However, some flat planter beds will remain. Discussion was had regarding the feasibility of adding in the movable walls later on without incurring significant cost and the need for these walls due to south and west winds at the Cemetery. Mr. Saam will review this with the architect. Further discussion occurred regarding the landscaping in the memorial shelter area and also the potential of beginning a landscape donation fund for the cemetery. Boulder Area – The southwest corner of the cemetery is graded and paved in preparation for the new boulder area. In the future, likely next year, boulders will be placed for purchase. Discussion was had regarding placement of boulders and future additions to the area including the potential for cremation benches at a later date. New Columbarium Installation – The final columbarium of the original grouping of four was installed last week. County Road 42 Entrance- With the new entrance to the cemetery off of Embry Path, the plan is to eventually close off access from County Road 42. Dakota County plans to physically remove the driveway and landscape the area. The area could be repurposed for an above ground cremation area as a future improvement. Dakota County plans to begin this work as early as August. C. Maintenance and Grounds Update Mr. Werner discussed that a large grounds clean up took place in the spring and shortly before the 4th of July Holiday, with an additional large clean up scheduled for the fall. Clean up included not only removing non-regulation items, but also refreshing rock areas, and maintenance of planter and flower bed areas. Staff is currently looking at bids for a new irrigation system as well. Regulations Review – Ran out of time for this discussion, will move this to the next meeting. 6. COMMUNICATIONS / UPDATES Ms. Davis mentioned that there is a website post informing residents / cemetery patrons of the acceptance of donations for the Cemetery shelter. 7. OTHER BUSINESS 8.
