Summary
Staff is seeking Committee recommendation on revising field rental user categories and associated
rental rates.
Background
Staff have been working internally as well as with our local youth athletic partners, Eastview Athletic
Association (EVAA) and Valley Athletic Association (VAA), to review athletic facility usage and
assess whether the existing athletic fee categories and fees are the best format to serve our community.
Information and data has been gathered through reviewing past field reservation allotment, surveying
surrounding communities, discussions with EVAA and VAA, and determining exactly how much the
city spends on athletic fields. A few takeaways from those conversations and data collections include:
Fields are heavily used by non-resident groups, putting strain on the turf and incrementally
increasing the cost of maintenance. Less play from non-resident groups would allow fields to
be placed in a rotational usage schedule or make available more time for resident groups.
Resident groups would be better served with field time on larger higher -quality athletic
complexes rather than smaller neighborhood parks.
Some metro -wide non-resident groups are allowed to operate under Category A (Activities and
programs of recognized Apple Valley civic and community service non-profit 501(c)
organizations) despite having as little as 10% residents in their program in 2019. Those groups
were originally placed in Category A based on affiliations with EVAA and VAA. However,
since that time, their business model has evolved. Their EVAA/VAA affiliations have been
dropped, and resident percentages have decreased significantly. The free use of fields has
allowed non-resident groups to financially capitalize on Apple Valley fields and may have
reduced their incentive to seek comparable amounts of field space in other communities.
Park Maintenance spends around $407,000 yearly to maintain athletic fields. City staff and
local youth athletic organizations want to assure that investment prioritizes residents before
non-residents.
While Apple Valley's current athletic facility rental fees are in line with the surrounding
communities, these communities in general provide highly subsidies rates and staff feels that
including other metro communities in the survey offers a better representation of appropriate
fees related to staff time, wear on fields, and maintenance expenses.
The current rental categories do not take residency into consideration. In surveying other
communities, the large majority of communities based their rates on residency; thereby
recognizing the tax dollar contributions used to build the amenities.
With developments in software and technology allowing staff to automate facility billing
processes, the variable blocks of time op the fee schedule (<4hrs, 4-9hrs, 10+hrs) are
unnecessarily complicated. Moving to hourly and daily rates would simplify the process for
renters and staff alike.
Staff s recommendation is to retain the three-tier rate chart with modifications to the category
definitions: "Resident -based Apple Valley Youth Athletic Organizations" (essentially EVAA & VAA),
"Residents", and "Non-resident and for -profit groups or individuals". Residents and Resident Youth
Athletic Organizations, for the purposes of this rate chart, will be defined as 5016 groups that are
comprised of 50% or more Apple Valley residents. This potential category reorganization was
discussed earlier this year during the July 16, 2020, Parks and Recreation Advisory Committee meeting.
The revised categories would create a rate chart that is favorable to local youth athletic organization and
residents while more accurately moving some groups into the non-resident category. This format is
similar to other metro communities' policies and prioritizes serving Apple Valley youth and residents.
The financial impact to user groups varies based on the category. EVAA, VAA and residents would
see almost no changes under this new format. Non-residents and for -profit groups would see roughly a
10% increase.

ITEM 5.A. Agenda Items — Pickleball Status Report
Acting Director Endres reported staff will be revisiting the bidding process to
install new pickleball courts at Johnny Cake Ridge Park West as a result of
directions from the August 26, 2020 city council meeting.

Recreation Manager Muelken outlined plans for the upcoming opening with limitations of
the Senior Center and current operations at the Apple Valley Community Center. The Senior
Center is scheduled to resume activities September 8, 2020, on a limited basis and with pre-
registration for program participation. The Apple Valley Community Center has been open
for business since mid -July with group size limitations and other MDH and CDC guidelines
in place.
ITEM 5.C. Agenda Items — Ice Rink Maintenance Costs
Acting Director Endres covered the cost breakdown for ice rinks. Details were provided in
the September agenda packet. Members of the Committee requested this topic be added to
the November Parks and Recreation Advisory Committee's meeting agenda as an action
item.
ITEM 6. Agenda Items — Division Updates
Division updates for Recreation, Arenas, Valleywood, and Park Maintenance were provided
in the September agenda packet. Valleywood Manager Zinck was asked for a verbal recap of
golf operations. Approximately 75 of the reservations are done through the online system.
Cart dividers have been installed to allow two riders per cart. The course reports a good
year, not only the volume of play, but also the pulling together of the employees. The year as
been challenging but very rewarding. Over the previous five years a really good month
would be 5,200 to 5,400 rounds. May through August 2020 the course has averaged 6,000
rounds of play per month, that's 200+ players per day.

1. Recommend officially opening outdoor rinks January 2, 2021, providing weather conditions
cooperate.
2. Recommend Valley Middle warming house stay closed for the 2020-2021 season.
Summary
Opening the wanning houses at a later date will shorten the season and limit the duration of
COVID exposure. It is the intent of the Park and Recreation Department to provide an outdoor
activity for the residents in the winter, while still adhering to COVID protocols and keeping staff
safe.
Valley Middle warming house numbers have been decreasing significantly over the past three
years. Staffing this site requires the same amount of personnel hours as the other warming house
sites. Not staffing this location will result in a salary reduction in the overall staffing costs. Both
the pleasure and hockey rink will be flooded and maintained as usual.
Background
In the past 6 years we have only opened the warming houses twice before January 1st - 12/19/16
and 12/26/17. We briefly opened only the Johnny Cake Activity Center (JCAC) on the 21st of
December in 2019 only to close after 4 days due to warm conditions.
Staff has been working with the Fire Department to assess total building capacities. Using the
square footage of the building we can calculate acceptable COVID limits. In order to comply with
CDC guidelines, Valley Middle, Galaxie, Hagemeister Valley East and Huntington can
accommodate 19 people. The Community Center limit is 56 and the JCAC is 27. In most instances
we have not reached regular capacity limits in a normal year.
Last year Delaney warming house was closed with the lack of use. Valley Middle has produced
comparable numbers to Delaney.

Summary:
Attached you will find the proposed 2021 fee schedule for Valleywood Golf Course. We are proposing
a few minor changes to the daily fee schedule. As in previous years, we request that the committee
provide that the Parks and Recreation Director or designee continue to be allowed latitude to adjust golf
course fees for promotional rates as needed to be market competitive and enhance revenue.

Summary
Staff is providing highlights from the last several months of operations and a brief of what is
coming up.
Background
The Recreation Division is pleased to give you the following highlights from the last few months:
• Adult indoor volleyball and bags leagues have started. Currently there are 75 volleyball
teams and 22 bags team playing at the Community Center.
• The Senior Center re -opened on September 81h. Groups are limited to 10 participants.
Activities that include any shared equipment (cards, mah jong, bingo, etc.) are not being
allowed yet. So far, things are going well and members are happy to be back in the
building.
• Staffing update — Bridget Samson has been hired to fill the vacancy at the Senior Center.
She started on October 29th — we are very excited to have her and look forward to lots of
new activities for the seniors.
• Minor changes are proposed for recreation fees for 2021
• Youth Tournament season begins in November. Many rules and precautions have been put
in place to limit the number of people in the building and reduce exposure to attendees.

As of Oct. 17`h both of the arenas are up and running with ice rentals including Learn to Skate lessons at the
Sports Arena on Monday evenings and Saturday mornings. We have also had two building updates at both
arenas.
Hayes Arena saw an update to the locker rooms with Eastview High School installing lockers and benching with
storage for their boys and girls hockey teams while maintaining public use of the locker rooms. This upgrade
allows the Eastview players to store their equipment at the arena for the first time since the school opened.
At the Sports Arena we replaced the decking, seating, stairs and handrails for our retractable bleachers. This has
been a much needed and great safety and cosmetic improvement for the Sports Arena that we were able to
complete before opening for the ice season.

Following, are the recommended ice rates for the 2021-2022 skating season at the Apple Valley
Sports Arena and Hayes Park Arena.

proposes leaving this consistent with 2021-2022 rates to remain competitive in the adult hockey
league market.

The Spread of COVID — 19 has not shown any signs of slowing down. I will be continuing to
house the maintenance staff in three different facilities, Central Maintenance, Johnny Cake Ridge
Park East and Quarry Point. This strategy is to avoid contaminating the full maintenance crew in
case of an outbreak in any one facility, while maintaining minimal staff. Both Quarry Point and
JCRPE are usually closed for the winter season, but have been set up to facilitate the crews long
term.
Late Summer/Fall Update
• The late summer has seen an increase in athletic field requests. Football opened up with a
shortened season, causing maintenance staff to stripe additional fields in the system.
• Routine field prep for daily use and tournaments.
• General over seeding of 50% of the athletic complex fields.
• The Aquatic Center splash pad is completed.
• Late summer weed applications completed.
• Final Fertilizer application for the season.
• Striped 20 Basketball courts, Farquar and JCRPE parking lots.
• Ongoing replacements of updated park rules signs.
• Coordinated two scout projects. Tree planting at JCRPE and new planter bed at
Redwood.
• Install new culvert in the Alimagnet nature trail.
• Conducted playground inspections.
• Routine snowing throughout the park system.
• Twice daily restroom cleaning and disinfecting in park restrooms
• Sign planter painting and weeding
• Shut down and winterized the Kelley Splash Pad, Restrooms.
• Blew out irrigation systems at Quarry Point, JCRPE, JCRPW, Hayes, Kelly Park North
and South, and Redwood.
• Removed all sunscreens, Cobblestone dock and Kelley South fountain.
• Assisted with hockey rink set up at the high school Arena.
• Coordinated with Sentence to Serve and staff to paint Hockey Rinks.
• Remove Volleyball, Soccer, Tennis and Batting cage nets.
• A full plow of pathways, walkways and parking lots on October 20t' with an 8 inch
snowfall.
• Update and distribute plow maps for the pathway and walkway system.
• Coordinate touchless fixture installations at the Community Center, Senior Center, and
Arenas in conjunction with CARES Act Moneys.

Summary
City Resolution 2010-39 dictates the Parks and Recreation Advisory Committee shall meet and hold
public meetings on the first Thursday in January, March, May, September, and November each year.
Special meetings may be called by the Chair as needed.
Staff proposes adding a scheduled meeting in July to cover any timely business issues and to conduct
a tour of select parks, similar to the tours scheduled in previous years. Incorporating the addition of a
July meeting, the 2021 Parks and Recreation Advisory Committee meeting schedule will be as
follows:

Background
Meetings are held in the Council Chambers of the Apple Valley Municipal Center and broadcast on
cable TV beginning at 7:00 p.m. Informal meetings begin at 6:00 p.m. and are held in a conference
room of the Municipal Center on the same dates.
