HomeMy WebLinkAbout11/18/1987CITY OF APPLE VALLEY PLANNING COMMISSION MINUTES November 18, 1987 Minutes of the meeting of the Planning Commission of the City of Apple Valley held Wednesday, November 18, 1987, 7:30 p.m. at the Apple Valley City Hall. PRESENT: Chairperson Robert Erickson; Commission Members Marcia Gowling, Frank Kleckner, Virginia Sterling; Staff Members Rick Kelley; one member of the public. ABSENT: Richard Carlson, Phillip Peterson. 1. Chairperson Erickson called the meeting to order at 7:35 p.m. 2. Mr. Kelley suggested that Item 8a. Natural Resources Conference be added to the agenda for tonight's meeting. AGENDA MOTION: of Kleckner, seconded by Sterling, to approve the agenda as amended. VOTE: Yes, 4; No, 0. 3. Approval of Minutes of November 4, 1987. Chair Erickson indicated that Item 7, Page 2, Line 8 should read MINUTES less than the 20% allowed (not required). Nov. 4, '87 MOTION: of Sterling, seconded by Gowling, to approve the minutes of November 4, 1987, as corrected. VOTE: Yes, 3 (Erickson, Gowling, Sterling); No, 0; Abstain, 1 (Kleckner). 4. Public Hearing for Preliminary Plat of Heritage Hills 8th Addition. LOCATION Northeast corner of Section 21. PH, PREL PLAT PETITIONER Heritage Hills Development Corporation. HERITAGE HILI 8th ADDITION Chair Erickson opened the public hearing with the standard opening remarks. Mr. Kelley presented the petition for a preliminary plat to subdivide property creating 11 detached single family lots (Heritage Hills 8th Addition) . The proposed plat is centered on future C. R. X138 but does not indicate any right -of -way dedica- tion for this road. The plat is inconsistent with Apple Valley's and Dakota County's Thoroughfare Plans. Mr. Kelley reviewed the Planned Development agreement for the overall development of the Heritage Hills area. Paragraphs 5 and 7 of this agreement recognized the existence of the future county road and a commitment to dedicate the right -of -way. Attached with the minutes is a letter received from the Dakota County Highway Department indicating their objection to this plat. Mr. Kelley indicated that he believed the intent of the planner is to have the County purchase the property (150') rather than having to dedicate it. Given the alignment of C. R. #38 (10 years planning) this plat would create many problems. No one from the public wished to speak to this public hearing. MOTION: of Sterling, seconded by Cowling, to continue the Public Hearing until December 2, 1987. VOTE: Yes, 4; No, 0. Chair Erickson declared the Public Hearing be continued until December 2, 1987. 5. Consideration of Preliminary Plat -- Grandview Manor Second Addition. LOCATION Northeast corner of Section 16. PETITIONER Domestic Development. PREL PLAT GRANDVIEW MAT SECOND ADDITI Mr. Kelley presented the petition for consideration of the Preliminary Plat for Grandview Manor, 2nd Addition. The request is to replat three lots in the Grandview subdivison into two lots. Lots 9 and 10 PLANNING COMMISSION MINUTES November 18, 1987 Page 3 9. Adjourn.
