Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman. Members Present: Greg Dahlstrom, Linda Dolan, Charles Grawe, Fred Puente, Matt Saam, Joe Shaw, Arthur Zimmerman Members Absent: Consultants/Alternates Present: Evan Acosta, Brandon Anderson Others Present: 2. Approval of Agenda _ Mr. Grawe requested the addition of an item to discuss the November 2020 meeting date. MOTION: Mr. Saam moved, second by Ms. Dolan, to approve the agenda as amended. Motion passed Roll Call Vote 7-0. 3. Audience Items There were no audience items. 4. Approval of July 8, 2020 Minutes MOTION: Mr. Grawe moved, second by Mr. Zimmerman, to approve the Minutes of July 8, 2020. Motion passed Roll Call Vote 6-0 (Mr. Puente abstained). 5A. Dead End Sign at Glendale Ct. Mr. Anderson said a resident complaint of frequent traffic turning movements and requested a"Dead End" sign for a cul-de-sac, Glendale Court. The Minnesota Manual on Uniform Traffic Devices (MUTCD) specifies a"Dead End" sign as appropriate for situations involving a single roadway, like a cul- de-sac. The MUTCD specifies "No Outlet" as the appropriate signage when the situation involves a network of roadways with one outlet and entry. MOTION: Ms. Dolan moved, second by Mr. Saam, to recommend the City install a"Dead End" sign at the entrance to Glendale Court as proposed by the Engineering Division. Motion passed Roll Call Vote 7-0. 5B. Cobblestone Lake Parkway Speed Concerns Mr. Anderson said there have been concerns over vehicle speeds and pedestrian crossings on the east side of the lake. A bike trail connects the lake pathway to Diamond Path. The trail runs between houses and is not very apparent to drivers on the Parkway. There is no signage on the pathway for pathway users. The Police Department increased enforcement activity in the area and the Public Works Department deployed driver feedback signs. The Engineering Division is not finished with collecting speed and traffic data. However, Mr. Anderson noted that there are inconsistencies in how crossings are marked at different points around the lake and wanted a chance to evaluate the crossings for the entire Parkway. Mr. Saam recommended allowing the Engineering Division to finish its data collection and traffic study prior to issuing a recommendation. MOTION: Mr. Saam moved, second by Mr. Zimmerman, to table the issue until the next meeting. Motion passed Roll Call Vote 7-0. 5C. Driver Feedback Sign Status Mr. Anderson presented the list of locations receiving the mobile driver feedback signs on a rotational basis in 2020 and a summary of the collected speed data from completed locations. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns There were no additional concerns from the Police Department. Public Works Concerns Mr. Anderson said he received a new stop sign request that would be presented at the next meeting. 6B.Educational Issues and Grant Opportunities Ms. Dolan said roadway deaths were up this summer over 2019. Ms. Dolan said the annual TZD conference will be on-line this year. 7. November Meeting Mr. Grawe noted that the November meeting had inadvertently been scheduled for Veteran's Day. MOTION: Mr. Shaw moved, second by Mr. Puente, to cancel the meeting of, November 11, 2020. Motion passed Roll Call Vote 7-0. 8. Adjourn MOTION: Mr. Grawe moved, second by Mr. Saam, to adjourn. Motion passed Roll Call Vote 7-0. Meeting was adjourned at 7:37 p.m.
