Parks &k Recreation Advisory it
The Parks and recreation Advisory Committee (PRAC) is an appointed conunittee of volunteer citizens.
The purpose of the PRAC is to advise and make reconunendations to City Council concerning parks,
recreation, open space, and trail issues. in addition, the PRAC. provides input to City stag, acting as an
advisory board on community interests concerning recreation and parks.
The PRAC consists of seven (7) members. Members are appointed by the City Council for three (3) year
terms. The Chairperson and Secretary are elected aruivally by the committee members at an "organizational
meeting" typically held in March. Meetings are scheduled the first Thursday of January, March, May,
September, and November, with additional meetings called as needed throughout the year.

The PRAC's work covers a broad range of issues which must be acted upon in a timely manner.
Occasionally, the formation of "task force" or "study groups" becomes necessary to look into or work further
on more complex issues. Participation in these groups is voluntary.
The City has enacted an ordinance under Minnesota law which grants a conirnunity the authority to receive
land or cash in lieu of land for purposes from residential and commercial/industrial developers. This
dedication is set depending on the size of the proposed development and whether it is a residential or-
commercial/industrial development. If the amount of land is not sufficient to support a park, a cash
dedication is accepted. The amount of the cash dedication is based on the type of residential or
commercial/industrial unit. The Committee annually reviews dedication funds. The cash collected goes
into a fund for purchase and/or development of parks throughout the conu-nunity.
COMPREHENSIVE PLAN GUIDE
Required by the Metropolitan Council, the City maintains a "Comprehensive Guide Plan" for the city.
Neighborhood service areas are defined to help detenmining what park needs might be for each portion of
the City. A complete copy of the Plan is available on the City's web site at iv-ny.ci_apple-va�lley,rnjj. cA

Parks and Recreation Advisory Committee Goals for 2020
1. Make substantial progress regarding pickleball, disc golf, and inclusive play plans. — J. Gaffke
Authorization to go out for bids for the construction of pickleball courts at Johnny Cake Ridge
Park were approved at the December 10, 2020 City Council meeting.
2. Progress toward turf/dome facility as a revenue stream. — N. Hammill
New construction planning was placed on hold due to community health pandemic.
3. Do something with Redwood Park and facilities. — B. Schulz
292 Design Group was contracted to analyze Redwood Park and pool. They provided presented a
concept plans, four design options, to the Parks and Recreation Advisory Committee in March.
Presentation to City Council has been placed on hold. No funding source has been identified.
4. Address the renaming of the Senior Center. - B. Schulz
No progress of note.
5. Evaluate rental fee schedules. — B. Schulz
Revised category format and field rental fees were presented at the November Parks and
Recreation Advisory Committee meeting. The modifications were approved at the December 10,
2020 City Council meeting.
6. Look at the current needs of Alimagnet today, as well as what the future/master plan for the park
should be. — M. Schori
The 2040 Comprehensive Plan Update — Parks and Recreation Master Plan will be instrumental
in assessing park needs.

Recreation Manager Muelken introduced Recreation Supervisor in charge of
Senior Programs Bridget Samson. Ms. Samson is a 25 year resident and worked
with Apple Valley Parks and Recreation Dept. from 1996 to 2000. The
Committee welcomed Ms. Sampson.

ITEM 5.13. Agenda Items — Revised Category Format and Field Rental Fees
Recreation Supervisor Thompson presented proposed category and field rental rates. Yearly
athletic field maintenance costs, current category/classifications and proposed revisions, and
rental rates were discussed. Benefits to the changes include; 1) Aligns the pricing structure
with a large majority of surrounding communities, 2) resident groups will benefit from the
city's investment and will have more access for those fields, 3) non-residents will still have
access to the fields but at a fair metro -wide market rate, 4) charges competitive rates to non-
residents and for -profit groups, 5) moves non-resident groups to the appropriate category
with the associated fees, and 6) no impact on local resident youth athletic associations
(EVAA and VAA).
The proposed rental fees simplify the rate structure by moving to hourly and daily fees. The
rate chart comparison was included in the agenda packet.
MOTION: by Hammill, seconded bySchori, to recommend approval of the
revised field rental user category classifications and associated rental
rates.

ITEM 5.C. Agenda Items — Ice Rinks / Warming Houses
Acting Director Endres noted the proposed adjustments to the warming house season as well
as the closure of Valley Middle warming house is at attempt to protect staff and visitors
during the pandemic. Warming houses would open January 2, 2021 pending weather
conditions, each site will have signage outlining COVID protocols, and building capacities
will be based on CDC guidelines. Surveys suggest Valley Middle warming house has had
very low attendance and no use from the youth hockey associations in recent years. The ice
rinks will remain available. Additional picnic tables will be placed at the rinks for those that
choose not to go into the building.
Committee discussion suggested staff take the opportunity to promote the winter usage of
parks and remind residents that Apple Valley has some great facilities to get outdoors and
safely recreate, the skating rinks will be open. Promote that people don't have to go very far
to get outside with their families and enjoy all the things Apple Valley has. Leaving Valley
Middle warming house open because creates a job and there will be an uptick on outdoor
activities. People will give pause to entering a building during the pandemic. People will
skate but not congregate in the building.
MOTION: by Hinrichs, recommend warming houses open for the season
January 2, 2021.
AMENDMENT: by Hinrichs, seconded by Hammill, recommending the opening
of skating rinks and warming houses January 2, 2021.

DISCUSSION: Members of the Committee suggested that if the weather permits
the rinks open before the warming houses.
AMENDMENT: by Hiebert, seconded by Hammill, recommending keeping
warming houses closed until January 2, 202, but have rinks
available as soon as weather allows.

MOTION: by Gaffke, seconded by Schori approve closure of the Valley
Middle warming house for the 2020-2021 season.

ITEM 5.1). Agenda Items — Valleywood Operations
Golf Course Manager Zinck presented a review of the 2020 season. The course opened April
181h with 11 minute tee time intervals. Later in the season that was reduced to 10 minute
increments. The course closed for the season October 19t" because of snowfall, reopened for
six days because of favorable weather condition beginning November 41h with full tee times.
The season began with restrictions that included; no public allowed in the building, one rider
per golf car, removal of all ball washers/benches/bunker rakes, foam and later plastic lifters
in the holes. A state mandated curfew was instituted May 29 and 30. Food and beverage
provider Roasted Pear
Negative impacts of 2020 include hits to the banquet, golf outings, and patron card program.
Positive impacts included a jump in participant numbers for the Public Country Club and
Youth on Course programs, cart rental and driving range numbers. A good golf month at
Valleywood in the past has been defined as 5,000 rounds. In comparison, the course
averaged 6,000 rounds per month May through August, 200 rounds per day, in 2020.
The proposed fee schedule and season pass breakdown numbers were presented for review.
Other than elimination of the unrestricted season pass, staff proposed no change to the season
pass program.
Future challenges include food and beverage operations, new vendor needed. Staff will be
working on a new golf cart lease, multi -round packages, and restructuring of men's league to
include 18-hole league. They will also be looking at restructuring of the patron card program
and golf outing/event schedules and pricing.

ITEM 6. Agenda Items — Division Updates
Recreation Manager Muelken presented the Recreation division update. Highlights included
affects of COVID-19. Volleyball and bags leagues are currently running. Basketball league
is not. Senior center opened Sept. 8 with limits to group capacity. Tournament guidelines
are in place at Apple Valley Community Center with the first tournament of the season
scheduled the upcoming weekend. Full listing of proposed fees included in the agenda
packet.
MOTION: by Hammill, seconded by Hinrichs recommend approval of the
Recreation division fee schedule as presented.

Arena Manager Christianson presented an update on the arenas. As of October 171h the
arenas are running at full operation with user guidelines in place. High Schools are
scheduled to start practices in November, no game play yet. The Learn -to -Skate program
started in October, Saturday mornings and Monday evenings, with limited class sizes. Public
skating is being offered through online preregistration.
Two recent upgrades include bleacher seating (decking and handrails) at the Sports Arena
and Eastview High School hockey team lockers at Hayes Park Arena.
No increase to ice rink fees were proposed for the 2021-2022 season. Full listing of proposed
fees included in the agenda packet.

Recreation division fee schedule as presented.

Acting Director Endres briefly presented the Park Maintenance division's project list that
included athletic field renovations, routine field maintenance, splash pad completion at the
Aquatic Center, restriping of basketball courts and parking lots, replacing park rule signs,
scout projects, Alimagnet culvert replacement, and winterizing park buildings, etc.

COVID continues to be a priority, keeping our staff and maintenance crews safe. In an effort to
separate the maintenance crew even more, we have adding a forth site at Johnny Cake Activity
Center (JCAC). This has been very successful in protecting our essential employees.
Fall/Winter Update
• The mild winter so far has given us an opportunity to do extensive pruning on our trees in
the park system. We have been able to get through 50% of our parks.
• Wood chipping around beds and trees.
• Removed overgrown shrubs at Redwood Pool and building.
• Renovating Johnny Cake Ridge Park East (JCRPE) concession
• Installed bridge transitions on the Cedar Isles bridges to make the pathway more ADA
friendly.
• Ongoing replacements of updated park rules signs.
• Removed all COVID playground signs.
• Routine leaf removal and mulching throughout the park system.
• Staining Farquar Dock.
• Implementing Smart -Sheets into staff time off requests.
• Converting all equipment over to winter operations.
• Added Insulation to JCRPE shop for winter occupancy.
• Coordinated Fiber installation at the JCAC and Aquatic Center buildings.
• Putting together Athletic inventories and orders for the 2020 season.
• Started rink flooding operations.
• Coordinating with HR to fill the two vacant positions in our maintenance crew.
• Renovating maintenance wood Shop.
• Installed additional water heater at Quarry Point Park for winter occupancy.

While we still don't have final end of year numbers for 2020 we are starting to gear up for the 2021 golf
season. One major change is that we will once again be taking over and running the food and beverage
operation. With Roasted Pear going out of business and banquets sure to be slow to rebound Jim and Jordan
will be overseeing the food and beverage operation for at least the 2021 golf season.
We have transferred the liquor license back to the golf course as of January 1, 2021 and have begun the process
of updating job descriptions and job postings to fill out the staff for the 2021 season. We anticipate working
with caterers for any large golf events and all outside rentals of the facility. We are also working on developing
a limited menu for the golfers and will be hiring bar tenders and servers in early March.

The arenas were put on a pause by the state beginning November 21 St. As of January 4"' we have been open for
practices only with tight restrictions. Gameplay and adult leagues will start up again on January 14"' and the ice
season will be extended further into March than years past but we do not know how long at this point.
Guidelines for arena use:
• Locker room use is not allowed.
• No equipment bags allowed in the arena.
• Masks are required for all visitors at all times.
0 50 people maximum on the ice at a time in 2 pods of no more than 25 people. Pods cannot inter -mingle.
• Entry/exit for skaters - no more than 5min before and after the rental.
• Entry/exit for goalies - no more than 10min before and after the rental. Goalies are allowed one bag.
• Follow social distancing within the ice arena.
• Minors 9 and under are allowed one adult chaperone accompanying them in the arena for practices.
• Hand sanitizer station(s) in arena.
• No dryland inside of arena.
• No pro shop sales including skate sharpening at this time.
• Drinking fountains will not be in use but the bottle fill will be open.
• Concessions closed for the season

SUBJECT: Recreation Division Highlights
Summary
Staff is providing highlights from the last several months of operations and a brief of what is
coming up.
Background
The Recreation Division is pleased to give you the following highlights from the last few months:
Staff has logged hundreds of hours on our new registration and facility software. The
facility side of the system is live and spring/summer registration for activities will take
place in CivicRec. This software is much more user friendly and the hope is that customers
will be able to do much of their business on line making it faster and easier for all.
The Apple Valley Senior Center, along with Augustana Apple Valley Villa, hosted a Fa La
La Holiday Gift Bag Drive in December. 85+ seniors drove to the Senior Center to say a
quick hello to staff, pick up a gift bag, and greet Santa. During these unsettled times, Apple
Valley Parks and Recreation is reaching out to our senior community to show their
continued appreciation for all they do in our community.
Warming houses will be closed for the 2020-21 season, but skating rinks will open. The
latest Executive Order 20-103 has defined indoor gatherings as follows. Indoor social
gatherings are strongly discouraged; however, indoor social gatherings involving not more
than two households, up to a maximum of 10 people, are permitted as long as members of
