Minutes of the Special Meeting of the Economic Development Authority of Apple Valley,
Dakota County, Minnesota, held November 12, 2020, after City Council meeting at 7:00 p.m., at
Apple Valley Municipal Center.
PRESENT: President Clint Hooppaw, Commissioners John Bergman, Tom Goodwin, Ruth
Grendahl, Mary Hamann-Roland, Ken Johnson, and Tom Melander.
ABSENT: NONE
City staff members attending virtual meeting: City Administrator Tom Lawell, Community
Development Director Bruce Nordquist, Finance Director Ron Hedberg, Planner/Economic
Development Specialist Alex Sharpe, and City Attorney Mike Doughtery,.
Meeting was called to order at 8:16 p.m. by President Hooppaw.
APPROVAL OF AGENDA
MOTION: by Hamann-Roland, seconded by Grendahl, approving the agenda. Ayes - 7 - Nays -
0.
CONSENT AGENDA
MOTION: by Hamann-Roland, seconded by Grendahl, approving the agenda. Ayes - 7 - Nays -
0.
President Hooppaw discussed remaining funds to be appropriated to Fairview.
A. Adopt Resolution Accepting Cares Act Funding and Implementing of Cares Act Grants
1. A Resolution Accepting Cares Act Funding and Implementing Cares Act Assistance
$400,000 by Executive Director
2. An allocation of $106,000 of Cares Act Grants to Fairview Hospital
MOTION: by Hamann-Roland, seconded by Grendahl, approving the resolution Cares Act
Funding and Implementing Cares Act resources of $400,000 by the executive director.
Ayes - 7 - Nays - 0.
MOTION: by Hamann-Roland, seconded by Grendahl, approving the allocution of the $106,000
of Cares Act resources to Fairview Hospital. Ayes - 7 - Nays - 0.

STAFF UPDATES
Bruce Nordquist stated that there were over 40 business applicants for the Cares Act Grants
funding and 37 businesses were able to qualify. Just under $300,000 is being distributed to small
businesses. A remaining $106,000 is being distributed to Fairview as approved tonight.
President Hooppaw stated that the City was able to distribute those funds using in-house staff so
none of that money was used for an outside administrator. All Cares Act Funds were able to be
used locally. This is very positive for these businesses for these were not short-term business
items; some were for HVAC that will allow businesses to stay open in the long run.
Mayor Hamann-Roland noted not only were applications accepted but additional effort was spent
going out into the City to assist the businesses to quality for these grant monies. Thank
everyone who spent a lot of time and effort to make this successful.
