Minutes
1. Call to Order
The meeting was called to order at 7:04 p.m. by Chair Arthur Zimmerman.
Members Present: Linda Dolan, Charles Grawe, Fred Puente, Matt Saam, Joe
Shaw, Arthur Zimmerman
Members Absent:
Consultants/Alternates Present: Brandon Anderson, Nick Francis
Others Present: Brittany Quam
2. Approval of Agenda
Mr. Grawe noted that the Approval of the 2020 Annual Report was not on the
published agenda. Mr. Zimmerman suggested adding Approval of the 2020
Annual Report as item 5D.
MOTION: Mr. Saam moved, second by Mr. Puente, to approve the agenda as
amended. Motion passed Roll Call Vote 4-0 (Mr. Zimmerman and Mr. Shaw
abstained).
3. Audience Items

4. Approval of November 19, 2020 Minutes
MOTION: Mr. Saam moved, second by Ms. Dolan, to approve the Minutes
of November 19, 2020. Motion passed Roll Call Vote 5-0 (Mr. Shaw
abstained).
5A. Request for 20 mph Advisory Signs and Speed Concerns on Guild Avenue.
Mr. Anderson said a representative of the neighborhood requested 20 mph
advisory signs. The stretch of sloping roadway has several sharp curves.
There are concerns about vehicle speeds through the curves on the downhill
approach. Some advisory signs are currently in place, but several areas of
curves have no signage. The Engineering Division is still studying the traffic
speeds and volumes. The radius of the curves supports an advisory sign with
a speed advisory rider sign. The Committee asked that the issue return at a
future meeting once the speed study is complete and Engineering has a
recommendation for the exact appropriate signage.
5B. Request for Stop Sign at 1301h and Germane Avenue
Mr. Anderson said this is an unusual three-way intersection where two roads
meet with a cul-de-sac. Public Works identified several visual obstructions
reducing sight lines at the intersection. Those obstructions are being removed.
There is currently on awkward pedestrian crossing placement because of how
sidewalk is provided on portions of the intersection and not others. Mr.
Anderson said that Germane Avenue is scheduled for a total reconstruction in
the near future and would recommend addressing the pedestrian crossing in
that reconstruction project. The intersection meets warrants for a stop sign for
traffic on the approach from the 1301h Street cul-de-sac segment.
MOTION: Mr. Grawe moved, second by Mr. Puente, to recommend the City
install the stop sign on the approach from the 1301h Street cul-de-sac as
proposed by Engineering. Motion passed Roll Call Vote 6-0.
5C. Parkinz Issues at 1571h Street and Foliage Avenue
Mr. Anderson said this intersection has been the subject of complaints in the
past. In response, the City added signage around the intersection. New
information has been brought forward that someone has been parking a large
semi tractor and trailer on Foliage Avenue near the intersection. The large
size of the truck creates sight line issues for vehicles at the intersection. The
Engineering Division recommends posting "No Parking" signs on both sides
of Foliage Avenue for 150 feet both north and south of the intersection to
open sight lines for the intersection.
MOTION: Ms. Dolan moved, second by Mr. Zimmerman, to recommend the
City install the "No Parking" signs for 150 feet north and south of the
intersection as proposed by Engineering. Motion passed Roll Call Vote 6-0.
5D. 2020 Annual Report
MOTION: Mr. Puente moved, second by Mr. Shaw, to approve the 2020
Annual Report and submit it to the City Council. Motion passed Roll Call
Vote 6-0.
5E. Elect 2021 Officers
MOTION: Mr. Grawe moved, second by Mr. Puente, to elect Mr.
Zimmerman as Chair and Mr. Shaw as Secretary. Motion passed Roll Call
Vote 6-0.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Mr. Francis said the Police Department has received a request to adopt a lower
speed limit on Gantry Lane.
Public Works Concerns
Mr. Anderson said he received a concern about the lack of speed limit signs
on Johnny Cake Ridge Road, specifically between 1471h Street and 142nd
Street. The initial staff review indicates that an additional sign might be
warranted. The Committee supported adding a sign if warranted.
6B.Educational Issues and Grant Opportunities
Ms. Dolan noted that traffic fatalities increased in 2020.
Ms. Dolan said that some of the State's traffic initiatives for 2021 include
older driver education and school bus stop arm violations.
7. Adjourn
MOTION: Ms. Dolan moved, second by Mr. Saam, to adjourn. Motion
passed Roll Call Vote 6-0. Meeting was adjourned at 7:53 p.m.
