PRESENT: Mayor Hooppaw; Councilmembers Bergman, Goodwin, and Grendahl. �

issuance of a Gambling Premises Pernut to Eastview Hockey Association for

' `� SALE OF CITY�GENERAL OBLIGATION BONDS'

, Mr. Hedberg introduced Tammy Omdal, of Northland Securities. '
, .
Ms. Omdal commented on the offers to purchase the General Obligation Bonds, Series 2021A, of
the City. The bonds refund;or refinance bonds previously issued to fmance a portion of the water
� treahnerit plant construction. The original issue size was $6,405,000 but was reduced because of .
the premiums proposed from the winning bidder. The estimated savings is $751,000 over#he �
remaining term of theti bonds.
MOTION: of Bergman, seconded by Grendahl, adopting Resolution No. 2021-49 providing ,
for the issuance and sale of the City's $5,945,000 General Obligation Bonds, Series
2021A, and pledging for the security thereof with Special Assessments, and
authorizing execution of the necessary documents to complete the sale. Ayes-4 -

Mr. Hedberg noted the City has once again received the highest credit ratings of Aaa and AAA,
from Moody's Investor Service and Standard and Poor's Ratings Services, respectively. Only ten
cities in Minnesota have been assigned the highest rating from both rating services.

Mayor Hooppaw noted that receiving the highest rating from both agencies results in low
borrowing costs which translates to savings to the City. .
APPOINT TELECOMMUNICATIONS ADVISORY COMMITTEE MEMBER

Ms. Gackstetter reviewed her memo regarding the Telecommunications Advisory Committee
vacancy. . '

MOTION: of Grendahl, seconded by Goodwin, adopting Resolution No.2021-50 appointing
David McKenzie to the Telecommunications Advisory Committee for a term
expiring March 1, 2024. Ayes -4 -Nays - 0.
Mayor Hooppaw thanked Mr. McKenzie for his interest in the position and welcomed him to the
Telecommunications Advisory Committee.
, APPOINT COUNCILMEMBER
1Vlayor.,Hooppaw thanked all the applicants who applied for the position. He added that the City
was lucky to have a deep applicant pool to fill the position.
Mr. Lawell reviewed his memo regarding the Councilmember vacancy and proposed selection '
process. " ,
MOTION: of Goodwin, seconded by Grendahl, adopting Resolution No. 2021-51 establishing
a procedure for Council appointment. Ayes -4 -Nays� 0.
The Mayor called for nominations for the vacancy. Councilmember Grendahl nominated John
Dusek, III, Linda Garret-Johnson, David Goble,Noel Hammill,Joseph Landru,Johnson Madamu,
Thomas Melander,Nancy Paradeise, Helaine Powell, Becky Sandahl, and Paul Scanlan. T'here
being no further nominations,the Mayor declared the nominations closed.
MOTION: of Grendahl, seconded by Bergman, accepting the 11 nominations for
Councilmember. Ayes- 4 -Nays- 0.
�MOTION: of Grendahl, seconded by Goodwin, amending the previously adopted appointment
process to reduce the number of candidates by selecting six fewer candidates than
total names appearing on the ballot. Ayes -4 -Nays - 0.
The City Clerk prepared ballots and the City Attorney distributed them to the Council who were
asked to each select five names from the eleven nominees. After selections were made,they were
tallied and the City Attorney announced that Thomas Melander received the majority of votes.

MOTION: of Goodwin, seconded by Grendahl, appointing Thomas Melander to the position
of Councilmember, effective Apri18, 2021, through December 31, 2022. Ayes -4 -
Nays - 0.
Discussion followed.
Mayor Hooppaw highlighted some of Mr. Melander's qualifications for the position.
During the counting of the votes, Police Captain Francis reviewed the Police Department's public
outreach activities during the pandemic.
COMMUNICATIONS
Police Captain Dahlstrom presented the new squad designs and Police uniforms.
Mr. Saam provided an update on the cemetery shelter and donation,the County Road 42 visioning
study, and the Greenway trail system.
Mr. Hedberg provided a demo on the WaterSmart customer portal. He showed how residents can
sign up and reviewed several features available with this technology.
CALENDAR OF UPCOMING EVENTS
MOTION: of Bergman, seconded by Grendahl, approving the calendar of upcoming events as
included in the Deputy City Clerk's memo, and noting that each event listed is
hereby deemed a Special Meeting of the City Council. Ayes - 4 -Nays - 0.
MOTION: of Grendahl, seconded by Bergman,to adjourn. Ayes - 4 -Nays - 0.
