LEBANON CEMETERY ADVISORY COMMITTEE
January 19, 2021
Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley,
Dakota County, Minnesota, held January 19, 2021, at 2:00 p.m. at Apple Valley Municipal Center.
PRESENT: Nancy Anderson, Tim Anderson*, David Brueshoff*, Tanya Grawe*, Jay Hoekstra,
Dave Kemp, Alan Kohls.
* Present via remote technology
ABSENT: None
City staff members present were: Public Works Director Matt Saam, Streets Superintendent Jeff
Lathrop* and Cemetery/Public Works Coordinator Wendy Davis
1. CALL TO ORDER
The meeting was called to order at 2:00 p.m. by Chair Kohls.
2. APPROVAL OF AGENDA
MOTION: of D. Brueshoff, seconded by N. Anderson, approving the agenda for today’s meeting
as written. Roll call vote: Ayes - 7 - Nays - 0.
3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA
There was no one present to speak.
4. APPROVAL OF MINUTES – October 20, 2020
MOTION: of J. Hoekstra, seconded by D. Kemp approving the minutes of the October 20, 2020,
meeting. Roll call vote: Ayes - 7 - Nays - 0.
5. NEW/CONTINUED BUSINESS
A. 2021 Goals
Memorial Shelter – Mr. Saam stated that earlier in 2020, the initial bids for the memorial
shelter came in higher than expected and all bids were rejected at that time. At the January 14,
2021 City Council meeting, the rebidding of the cemetery memorial shelter was approved and
the bids are due on February 9, 2021. The benefactor agreed to increase his donation of up to
50 percent of the cost up to a predetermined limit. The plan is for this memorial shelter to be
built in 2021.
Boulder Area – Mr. Lathrop provided the committee an update on the boulder area and showed
a PowerPoint presentation that was created to preview the area. A layout for the boulder area
has been established and currently, two sections are open for sales to those on the waiting list.
There are four different color options for the boulders. A variety of trees and small shrubs have
been planted, additional plantings will include tall grasses behind each boulder. There is
potential in the area for bench donations or potentially even cremation benches at a future
time.
B. Maintenance and Grounds Update
Mr. Lathrop discussed that a large cleanup took place on November 23, 2020. This year, a few
Christmas lights were collected in the cleanup which are not regulation items. No restorations
will be completed until spring of 2021 when the weather improves.
C. 4th Quarter Activity Report
MOTION: of N. Anderson seconded by J. Hoekstra, accepting the Activity Report for Fourth
Quarter. Roll call vote: Ayes - 7 - Nays - 0
D. 2020 Cemetery Report
MOTION: of D. Kemp seconded by N. Anderson, to accept the 2020 Cemetery Report and request
staff to submit to City Council. Roll call vote: Ayes -7 - Nays - 0.
E. Cemetery Advisory Committee Term Expirations
Terms of Tim Anderson and Dave Kemp expire March 1, 2021. Tim Anderson and Dave Kemp
have both expressed interest in serving another term.
6. COMMUNICATIONS / UPDATES
Discussion regarding naming of newer Cemetery Sections was had by all committee members.
Suggestions of names were made, but the cemetery committee asked to postpone the decision
on naming the new section until the next scheduled meeting taking place in April of 2021. A
map of the cemetery will be provided at this meeting to help facilitate naming of the newer
cemetery sections.
