HomeMy WebLinkAbout12/19/1996CITY OF APPLE VALLEY Dakota County, Minnesota December 19, 1996 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota, held December 19th, 1996, at 5:00 o’clock p.m., at Apple Valley City Hall. PRESENT: Mayor Brann ing; Councilmembers Erickson, Goodwin, Humphrey, and Sterling. ABSENT: None. City staff members present were: City Administrator Gretz, City Clerk Mueller, City Engineer Gordon, Finance Director Ballenger, Assistant to the Administrator Grawe, Community Development Director Kelley, and Public Works Director Miranowski. Mayor Branning called the meeting to order at 5:00 p.m. APPROVAL OF AGENDA MOTION: of Humphrey, seconded by Sterling, approving the agenda for tonight’s meeting as presented. Ayes - 5 - Nays - 0. TAX LEVY & BUDGET Mr. Gretz reviewed the recommended tax levy and budget for 1997. The Council held the required public hearing on December 12, 1996, and no changes have been made. Resolution No. 1996-304 MOTION: of Humphrey, seconded by Erickson, adopting approving the 1996 tax levy collectible in 1997 in the net amount of $8,647,375.00. Ayes - 5 - Nays - 0. Resolution No. 1996-305 MOTION: of Sterling, seconded by Humphrey, adopting approving the 1996 transit tax levy collectible in 1997 in the net amount of $873,122.00. Ayes - 5 - Nays - 0. Resolution No. 1996-306 MOTION: of Erickson, seconded by Goodwin, adopting approving 1997 City Budgets with total revenue of $24,552,716 and total expenditures of $23,996,891. Ayes - 5 - Nays - 0. Resolution No. 1996-307 MOTION: of Goodwin, seconded by Humphrey, adopting setting sanitary sewer and water utility rates effective January 1, 1997, as described in the Finance Director’s memo dated December 16, 1996. Ayes - 5 - Nays - 0. GRAVEL MINES TAX INCREMENT FINANCING DISTRICT NO. 13 Mr. Gretz reviewed the recommendation for the City to elect to make a five percent qualifying local contribution to Tax Increment Financing District No. 13 (gravel mine area) in lieu of taking a reduction in local government aids. This option would also shorten the term of the CITY OF APPLE VALLEY Dakota County, Minnesota December 19, 1996 Page 2 redevelopment district from 25 years to 22 years. The action was also approved by the Economic Development Authority at its meeting this morning. Resolution No. 1996-308 MOTION: of Goodwin, seconded by Humphrey, adop ting and approving an agreement with the Apple Valley Economic Development Authority, electing to make a qualifying local contribution with respect to the Gravel Mines Tax Increment Financing District No. 13 and authorizing the Mayor and Clerk to sign the same. Ayes - 5 - Nays - 0. COUNCIL ITEMS AND COMMUNICATIONS Mayor Branning said the Dakota County Mayors will be meeting, at 7:00 a.m., December 20, 1996. He commented on orientation sessions, at various Dakota County facilities, he has been attending this past week in preparation for taking office as Dakota County Commissioner. CLAIMS AND BILLS MOTION: of Erickson, seconded by Humphrey, to pay the claims and bills, check register dated December 18th, 1996, in the amount of $809,993.34. Ayes - 5 - Nays - 0. MOTION: of Humphrey, seconded by Erickson, to adjourn. Ayes - 5 - Nays - 0. The meeting was adjourned at 5:07 o’clock p.m.
