HomeMy WebLinkAbout4-20-21 MinutesCITY OF APPLE VALLEY LEBANON CEMETERY ADVISORY COMMITTEE April 20, 2021 Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley, Dakota County, Minnesota, held April 20, 2021, at 2:00 p.m. at Apple Valley Municipal Center. PRESENT: Nancy Anderson, Tim Anderson, Tanya Grawe*, Jay Hoekstra, Dave Kemp, Alan Kohls. * Present via remote technology ABSENT: Dave Brusehoff City staff members present were: Public Works Director Matt Saam, Streets Superintendent Jeff Lathrop and Cemetery/Public Works Coordinator Wendy Davis 1. CALL TO ORDER The meeting was called to order at 2:00 p.m. by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of D. Kemp, seconded by N. Anderson, approving the agenda for today’s meeting as written. Roll call vote: Ayes - 6 - Nays - 0. 3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES – January 19, 2021 MOTION: of D. Kemp, seconded by T. Anderson approving the minutes of the January 19, 2021, meeting. Roll call vote: Ayes - 6 - Nays - 0. 5. NEW/CONTINUED BUSINESS A. Election of Officers Chair Kohls asked for nominations for Chair. Committee Member J. Hoekstra nominated Alan Kohls for Chair. Chair Kohls asked for nominations for Secretary. Committee Member T. Anderson nominated David Brueshoff. There were no other nominations. MOTION: of N. Anderson, seconded by T. Anderson, closing the nomination for election of Officers. Roll call vote: Ayes - 6 - Nays - 0. MOTION: of T. Anderson, seconded by J.Hoekstra, appointing Alan Kohls Chair and David Brueshoff Secretary of the Lebanon Cemetery Advisory Committee for 2021. Roll call vote: Ayes - 6- Nays - 0. B. Cemetery Improvements Memorial Shelter - Mr. Saam discussed the progress made since the cemetery committee last met. The city went out for bid on construction of the cemetery shelter in February. There was a good response, nine companies submitted bids. Met-Con Construction was the low bidder and the bid came in under the estimated construction cost. In addition, the benefactor increased their donation to cover ½ of the costs of the Memorial Shelter. The shelter architect is working with the donor to design a plaque in remembrance of the benefactor’s wife and granddaughter that will be installed on the outside entry wall of the shelter. One bid alternate was included which was to change the wood used for the wooden beams to cedar wood rather than cypress wood. The shelter will retain the skylight and screens from the original concept drawing. Construction of the shelter is expected to begin in early May with work completion expected by winter of 2021. A ribbon cutting ceremony will be scheduled with Council and the Benefactor upon completion of the Memorial Shelter. Boulder Area – Mr. Lathrop shared with the committee that four boulders have been sold. Cemetery staff is still currently contacting those on the waiting list to determine if they are still interested in purchasing a boulder. If sales continue to progress, two additional sections will be opened up in the boulder area. The plants and trees are beginning to grow in the new area as well. C. 1st Quarter Activity Report MOTION: of T. Anderson seconded by D. Kemp, accepting the Activity Report for First Quarter. Roll call vote: Ayes - 6 - Nays - 0 D. Maintenance and Grounds Update Mr. Lathrop stated that a full cemetery cleanup had taken place in late March that included retrieving non-regulation items from burial sites and filling burial sites that might have sunk over the winter. A full restoration is planned for later this month. Flowers are to be planted the first or second week of May. Additionally, staff is working with the Fire Department to remove the stones around the Fireman’s Memorial and have concrete installed. 6. COMMUNICATIONS / UPDATES Discussion regarding naming of newer Cemetery Sections was had by all committee members. City staff provided maps that showed suggested names of the new cemetery sections. Committee members decided to move forward with all suggested cemetery section names. MOTION: of J. Hoekstra seconded by N. Anderson, accepting names of new Cemetery sections. Roll call vote: Ayes - 6 - Nays – 0 7. OTHER BUSINESS Tour led by Committee Chair Alan Kohls at July 20, 2021 meeting. 8. ADJOURN MOTION: of D. Kemp, seconded by T. Anderson, to adjourn the meeting.
